This article is focused on exploration not merely proposed developments in and refinements of the law and its administration, but the very significant role that financial intelligence can and should play in protecting our societies. It is the contention of the author that the intelligence community at large and in particular financial intelligence units have an important role to play in protecting our economies and ensuring confidence is maintained in our financial institutions and markets. In this article the author considers a number of issues pertinent to the advancement of integrity and in particular the interdiction of corruption to some degree from the perspective of Africa. The potential for Africa as a player in the world economy is enormous. So far, the ambiguous inheritance of rapacious empires and the turmoil of self-dealing elites in post-colonial times has successfully obscured and undermined this potential. Indeed, such has been the mismanagement, selfishness and importuning that many have grave doubts as to the ability of many states to achieve an ordered transition to what they could and should be. South Africa is perhaps the best example of a society that while avoiding the catastrophe that its recent past predicted, remains racked by corruption and mismanagement. That there is the will in many parts of the continent to further stability and security by addressing the cancer of corruption, the reality is that few have remained or been allowed to remain steadfast in their mission and all have been frustrated by political self-interest and lack of resources. The key might be education and inter-generational change as it has been in other parts of the world, but only an optimist would see this coming any time soon – there is too much vested interest inside and outside Africa in keeping things much as they are! The author focuses not so much on attempting to perfect the letter of the law, but rather on improving the ways in which we administer it.

This first-ever history of the US National Intelligence Council (NIC) is told through the reflections of its eight chairs in the period from the end of the Cold War until 2017. Coeditors Robert Hutchings and Gregory Treverton add a substantial introduction placing the NIC in its historical context going all the way back to the Board of National Estimates in the 1940s, as well as a concluding chapter that highlights key themes and judgments. The historic mission of this remarkable but little-understood organization is strategic intelligence assessment in service of senior American foreign policymakers. It has been at the center of every critical foreign policy issue during the period covered by this volume: helping shape America’s post–Cold War strategies, confronting sectarian conflicts around the world, meeting the new challenge of international terrorism, and now assessing the radical restructuring of the global order. Each chapter places its particular period of the NIC’s history in context (the global situation, the administration, the intelligence community) and assesses the most important issues with which the NIC grappled during the period, acknowledging failures as well as claiming successes. With the creation of the director of national intelligence in 2005, the NIC’s mission mushroomed to include direct intelligence support to the main policymaking committees in the government. The mission shift took the NIC directly into the thick of the action but may have come at the expense of weakening its historic role of providing over-the horizon strategic analysis.

The State of Israel was established only in 1948, but in its fifty-seven years of existence, its intelligence community has been one of the most professional and effective in the world. The Israel Mossad has become the leading agency in Israel's success in the conflict with the Arab states. Its mission not only includes that of ascertaining the plans and strengths of the Arab military forces opposing Israel but also the work of combating Arab terrorism in Israel and abroad against Israeli and Jewish targets, collecting sensitive technical data, and conducting political-liaison and propaganda operations. The Israel intelligence community is composed of four separate components: the Mossad is responsible for intelligence gathering and operations in foreign countries; the Israeli Security Agency controls internal security and intelligence within the occupied territories; the Military Intelligence is responsible for collecting military, geographic, and economic intelligence, particularly in the Arab world and along Israel's borders; and the Center for Political Research in the Foreign Ministry prepares analysis for government policymakers based on raw intelligence and analytical papers. This article discusses the organization, failures, and successes of the Israeli intelligence. Particular attention is given to the huge mistakes and failures of the Israeli intelligence. Discussions included herein are: the evolution of the Israeli intelligence and the future challenges of the intelligence system.

This article discusses the dilemma of the defense intelligence. It discusses the interweaving yet complicated relationship of the Department of Defense (DOD) and the Office of Director of National Intelligence (ODNI). Immersed in a divided and a “stovepiped” culture, the member agencies of the intelligence community lacked coordination and collaboration. In this article, the nature of the three agencies of the DOD: the National Security Agency (NSA), the National Reconnaissance Office (NRO), and the National Geospatial-Intelligence Agency (NGA) are discussed. The evolution of coordination among the intelligence community agencies and the impact of 9/11 on the cooperation and collaboration between the agencies are also discussed including the era of the Director of National Intelligence (DNI) and the challenges posed by the future space surveillance.
