“Naming and shaming” is a popular strategy to enforce international human rights norms and laws. Nongovernmental organizations, news media, and international organizations publicize countries' violations and urge reform. Evidence that these spotlights are followed by improvements is anecdotal. This article analyzes the relationship between global naming and shaming efforts and governments' human rights practices for 145 countries from 1975 to 2000. The statistics show that governments put in the spotlight for abuses continue or even ramp up some violations afterward, while reducing others. One reason is that governments' capacities for human rights improvements vary across types of violations. Another is that governments are strategically using some violations to offset other improvements they make in response to international pressure to stop violations.

Abstract This article contributes to the understanding of authoritarian states as norm entrepreneurs of content control norms. These emerging norms challenge the norm literature, which disregards illiberal norms and illiberal actors as norm entrepreneurs. This article focuses on two distinct but coexisting strategies that Russia and China apply for promoting and developing internet governance norms. It shows that these countries use a combination of socialization and persuasion strategies. They employ a sequencing strategy of regional coalition-building in order to create support, after which they expand a norm's range via international organizations. These norm entrepreneurs adapt their strategies to different target groups based on the degree of internalization of the norm. The article shows that a reassessment of norm theory in a broader context allows for extension to illiberal norms and illiberal actors, but also shows the limits since the applicability of strategies such as naming and shaming should be questioned.

Why do some states name and shame norm-violating states while other states abstain? Inter-state naming and shaming is typically viewed as a political tool to punish adversaries and reward allies. In this study, I propose a regime-type explanation for inter-state shaming in international politics. I pose two interrelated questions. First, are democracies more prone to condemn norm violations than non-democratic countries? Second, are democracies likely to shame each other in cases of norm violations? In search of answers to these questions, I use a unique dataset on inter-state shaming the International Labour Organization (ILO) for the period 1991–2011. In line with my main argument, the results suggest that democracies are more likely than non-democracies to engage in the shaming of norm violators, while providing no evidence for special relations between democracies. In addition, this study unpacks other factors influencing the inter-state shaming. The findings have implications for how we understand state interactions in international politics.

The coordination of economic activity at the global level is carried out through different mechanisms, which regulate activities of companies, states, international organizations. In spite of wide diversity of entrenched mechanisms of governance in different areas, they can be classified on the basis of key characteristics, including distribution of property rights, mechanisms of governance (in the narrow sense according to O. Williamson), mechanisms of expansion. This approach can contribute not only to classifying existing institutions but also to designing new ones. The modern aggravation of global problems may require rethinking mechanisms of global governance. The authors offer the universal framework for considering this problem and its possible solutions.

In the Cold War, “development” was a catchphrase that came to signify progress, modernity, and economic growth. Development aid was closely aligned with the security concerns of the great powers, for whom infrastructure and development projects were ideological tools for conquering hearts and minds around the globe, from Europe and Africa to Asia and Latin America. This book provides a global history of development, drawing on a wealth of archival evidence to offer a panoramic and multifaceted portrait of a Cold War phenomenon that transformed the modern world. Taking readers from the aftermath of the Second World War to the tearing down of the Berlin Wall, the book shows how development projects altered local realities, transnational interactions, and even ideas about development itself. The book shines new light on the international organizations behind these projects—examining their strategies and priorities and assessing the actual results on the ground—and it also gives voice to the recipients of development aid. It shows how the Cold War shaped the global ambitions of development on both sides of the Iron Curtain, and how international organizations promoted an unrealistically harmonious vision of development that did not reflect local and international differences. The book presents a global perspective on Cold War development, demonstrating how its impacts are still being felt today.

Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.
