Abstract European trade policy is under pressure to comply with sustainability demands. Trade policy can actively contribute to sustainable development, but under certain conditions, amongst them respect for the level of development, the point of departure of the respective countries and the inclusion of specific provisions for sustainability. Trade policy reaches its limitations in internal political and economic framework conditions in partner countries as well as other processes of globalization. This is also reflected in the trade relationship between the EU and African countries.

None of the existing models for the future trade policy relationship between the UK and the EU come with a predetermined foreign and security policy relationship. This article assesses how the future EU-UK foreign and security policy relationship might be organised post-Brexit. It provides evaluation of the current EU-UK interrelationship in the fields of the EU's Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP) and assesses the degree to which the UK is presently integrated into EU decision-making and implementation. It highlights that the UK needs to determine the degree to which it wants autonomy or even divergence from existing EU policies. The article concludes by rehearsing the costs and benefits of three possible future relationships between the UK and EU foreign, security and defence policy: integrated, associated or detached.


Significance There are concerns in Switzerland that the IFA would undermine its sovereignty, reduce wages and subject Swiss businesses to greater competition. A referendum on ending Switzerland’s freedom of movement regime with the EU on September 27 will have a crucial bearing on the future of the IFA. Impacts The EU could soften its tough approach to Switzerland once the EU-UK future trade relationship is resolved. The restoration of Swiss contributions to the EU’s regional development funds would help generate goodwill between Brussels and Bern. Switzerland’s export industries and financial services firms would be worst affected if the IFA collapses.

This chapter charts the long association of the UK with the EU. It considers all aspects of this relationship including pre membership, entry to the EC (EU), the first UK EU referendum in 1975 and the relationship over five decades. It considers how EU law was granted supremacy over UK law and how the courts viewed this. It considers the period up to and, including the 2016 UK EU referendum on exiting or remaining in the EU and the immediate consequences of that. Finally, and now most importantly, it looks at the negotiations and means by which the UK legally exited the EU on 31 January and the movement into the next stage of that relationship: the future trade relationship with the EU.

An increasingly important aspect of EU trade policy since the lifting of its self-imposed moratorium on preferential trade agreements (PTAs) has been the inclusion of WTO+ provisions on subsidies in bilateral agreements negotiated with a number of third countries. This article covers the main bilateral PTAs negotiated after the publication of the Commission’s Communication on ‘Global Europe’ in order to explore the implications of the different subsidy disciplines they set out. It also discusses the questions that arise when examining the legal discipline of public aid provided by such agreements, regarding not only the substantive appropriateness of standards and rules on compatibility, but also the procedural mechanisms designed to guarantee the implementation and the enforcement of such rules. It concludes that the most advanced among the EU PTAs are shaped as competition regulation and go beyond a mere negative function, ensuring that subsidies can contribute to fundamental public goals.

The article analyses two distinct approaches that Western leaders have taken to relations with Putin’s Russia. It argues that the dominant approach of fostering good relations with Vladimir Putin, prioritising these over support for longer-term democratic change in Russia, has not brought any results and is damaging the interests of Russian society, neighbouring countries and the West. The article analyses the prerequisites for deep change in Russia and argues that there is a need for the EU to comprehensively review and change its strategy towards Russia, putting democracy at its core. It discusses in detail the deterrence, containment and transformation elements of a new EU strategy. The article emphasises that the strategic approach of ‘democracy first’ in relations with Russia also relates to the future of democracy in general and should be a priority of EU–US cooperation.
