The article is about arts education in Canadian schools, used as a tool for the development of students’ key competences. It is proven that arts education fulfils a lot of functions (develops individual capabilities, provides right to education and cultural participation, improves quality of education and the expression of cultural diversity) and has various benefits (intrinsic and extrinsic) for people. It contributes to overall development of students (moral, physical, cognitive, emotional etc.), enhances their motivation and academic success. The article shows that arts education is a powerful tool for developing Essential Graduation Learning- some of the key competences for school graduates: aesthetic expression, citizenship, communication, personal development, problem solving, technological competence, spiritual/moral development.

We develop a new conceptual framework to analyze the evolution of the relationship between cultural production and different forms of economic and social value creation in terms of three alternative socio-technical regimes that have emerged over time. We show how, with the emergence of the Culture 3.0 regime characterized by novel forms of active cultural participation, where the distinction between producers and users of cultural and creative contents is increasingly blurred, new channels of social and economic value creation through cultural participation acquire increasing importance. We characterize them through an eight-tier classification, and argue on this basis why cultural policy is going to acquire a central role in the policy design approaches of the future. Whether Europe will play the role of a strategic leader in this scenario in the context of future cohesion policies is an open question.

Digital environments have expanded the forms of cultural participation. This paper has two aims: first, to elucidate the changing definitions of cultural participation in relation to digital environments; second, to examine the ways in which cultural policies respond to the new digital conditions of cultural participation. Focusing on Quebec (Canada), this paper is based on a critical review of grey literature in the public policy. We identified three main goals pursued by Quebec cultural policies regarding digital participation: 1) to produce and promote national cultural content; 2) to promote cultural equity; 3) to foster digital equity. The analysis shows that these goals partially exceed the scope of cultural policies to intersect with economic, educational, and youth policies. We also argue that policy frameworks and funding programs in support of cultural policies tend to legitimize an overlap of the social, economic, and political dimensions of cultural participation.

The development of a public market in the city planning is pivotal in supporting the growth of the local economy. The market is also a place where the culture of the locals evolves daily. However, the unique qualities of the market are vulnerable to the redevelopment process. This study examines the cultural aspects of Pasar Payang in Terengganu, Malaysia, as one of the well-known markets among the locals and the tourists, which will soon be redeveloped. The aim of this paper is to identify the tangible and intangible qualities of the market, so that it can sustain its cultural qualities in the future. The methods adopted for this study comprise of conducting a survey among 497 visitors, and semi-structured interviews among 19 market vendors. The findings reveal that the cultural vitality of the market can be sustained by strengthening its local identity through its products and culture, providing spaces that can facilitate tourist activities and cultural participation, and enhancing the development of the local businesses.

The article deals with the effect of culture on democracy. Cultural traditions, which had been developing for a long historical period, led to democracy in some societies. Modern American scientists divide the world in two types of societies: with the basic values of expression and values of surviving. Democracy wins in societies with the values of expression. So it is not enough to establish democratic laws by means of setting up a democracy. This is the reason why it doesn’t work in post-soviet countries. Ukraine has a wide experience of democracy in the past and the democratic values are the part of our national mentality. But this tradition was interrupted by 300 years of colonial dependence and 70 years of soviet totalitarianism. In such conditions the development of national culture will promote the democracy. On the other hand, we should understand the significance of personal culture of every member of society. Culture allows people to realize the importance of diversity, it makes a person more open and tolerant towards other groups in society and reinforces cohesion in society. Cultural participation, active or passive, has the great importance for democracy. It enables individuals to be more active and effective citizens. Governmental programs should promote cultural participation for people to make them more open, tolerant and respectful for other people’s values, to cultivate their strategy and critical thinking. In Ukraine, where the government is not always interested in the development of democracy, citizens should maintain cultural participation on their own by bringing up their children by means of different arts and involving them in different cultural events. The important part of cultural participation is cultural education. Unfortunately the policy of modern Ukraine tends to decrease cultural education and this situation has negative effect on building a democratic state.
