Digital environments have expanded the forms of cultural participation. This paper has two aims: first, to elucidate the changing definitions of cultural participation in relation to digital environments; second, to examine the ways in which cultural policies respond to the new digital conditions of cultural participation. Focusing on Quebec (Canada), this paper is based on a critical review of grey literature in the public policy. We identified three main goals pursued by Quebec cultural policies regarding digital participation: 1) to produce and promote national cultural content; 2) to promote cultural equity; 3) to foster digital equity. The analysis shows that these goals partially exceed the scope of cultural policies to intersect with economic, educational, and youth policies. We also argue that policy frameworks and funding programs in support of cultural policies tend to legitimize an overlap of the social, economic, and political dimensions of cultural participation.

This chapter discusses the emergence of Covid-19 in Cambodia, the legal and regulatory responses, and the social dimensions of Cambodia’s Covid-19 response. By working with development partners to strengthen the public health system, Cambodia successfully managed the first wave of Covid-19 while tentatively preparing for more possible outbreaks. The Covid-19 pandemic raises the question of how a country susceptible to political manipulation and external economic shocks can balance the population’s health with the mantra of peace, stability, and economic growth. While the government put much effort into protecting the health of the population and curbing the spread of Covid-19, it was primarily inclined toward maintaining the economy and enforcing peace and stability. By adhering to its health and human rights obligations under international conventions, Cambodia stood to improve its relations with Western countries, boosting growth, and, in turn, fostering peace and stability.

In 2016 organiseerde scenograaf Thanos Vovolis een tentoonstelling over e sociale en politieke dimensies van de publieke ruimte als een ruimte voor performance. Voor deze gelegenheid ontwikkelde Platform-Scenography een aangepaste versie van hun tentoonstelling Between Realities. Gedurende vier dagen verkende het gezelschap met een groep lokale studenten, ontwerpers, scenografen en architecten de publieke ruimte van Athene, op zoek naar verschillende realiteiten en hun onderlinge verhoudingen. Deelnemers werden uitgenodigd om concrete plekken in de stad te benaderen vanuit de notie van de stad als podium voor de crisis. Observaties, ideeën en gedachten naar aanleiding van deze verkenningen publiceerden ze live in het Benaki Museum in Athene. In 2016 the scenographer Thanos Vovolis organized an exhibition on the social and political dimensions of public space as a performance space. For the occasion Platform-Scenography developed an adapted version of their Between Realities exhibition. During a period of four days the company worked with a group of local students, designers, scenographers and architects to explore the public space of Athens in an investigation of the various realities and their relationships with one another. Participants were invited to visit specific sites in the city bearing in mind the idea of the city as a forum for the crisis. Observations, ideas and thoughts inspired by these explorations were published live in the Benaki Museum in Athens.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

The article examines the contribution of the representatives of the Samarin family to the development of the Parish issue in the Russian Empire in the late 19th and early 20th centuries. The issue of expanding the rights of the laity in the sphere of parish self-government was one of the most debated problems of Church life in that period. The public discussion was initiated by D.F. Samarin (1827-1901). He formulated the “social concept” of the parish and parish reform, based on Slavophile views on society and the Church. In the beginning of the twentieth century his eldest son F.D. Samarin who was a member of the Special Council on the development the Orthodox parish project in 1907, and as such developed the Slavophile concept of the parish. In 1915, A.D. Samarin, who took up the position of the Chief Procurator of the Most Holy Synod, tried to make his contribution to the cause of the parish reforms, but he failed to do so due to his resignation.

Waqf has two dimensional meaning; the spiritual dimension that is taqarrub to Allah and the social dimension as the source of Islamic financial for the welfare of the people. Waqf disputes can be caused by several reasons; waqf land is not accompanied with a pledge; waqf is done on the basis of mutual trust so it has no legal proof and ownership. Currently, the choice to use the court is less effective in resolving disputes. Hence, the public ultimately chooses non-litigation efforts as a way to resolve the disputes. Mediation process is preferred by many as it is viewed to be the fairest way where none of the two parties wins or loses (win-win solution). It is also fast and cheap. This study is intended to examine how to solve waqf dispute with mediation model according to the waqf law, and how the application of mediation in the Religious Courts system

"Feminist Interpretations of Action and the Public in Hannah Arendt’s Theory. Arendt’s typology of human activity and her arguments on the precondition of politics allow for a variety in interpretations for contemporary political thought. The feminist reception of Arendt’s work ranges from critical to conciliatory readings that attempt to find the points in which Arendt’s theory might inspire a feminist political project. In this paper I explore the ways in which feminist thought has responded to Arendt’s definition of action, freedom and politics, and whether her theoretical framework can be useful in a feminist rethinking of politics, power and the public realm. Subject. The article provides considerations on the formation and development of a successful person model in the modern Russian society. Objectives. The study is an attempt to model a successful person in the Russian society, when the ideological subsystem of the institutional matrix is changing. Methods. The study relies upon the theory of institutional matrices by S. Kirdina, theories of human and social capital. We focus on the assumption viewing a person as a carrier of social capital, which conveys a success, socio-economic position, social status, civic activism, doing good to your family and the public, confidence in people and association with your region. The empirical framework comprises data of the sociological survey of the Russian population in 2018. The data were processed through the factor analysis. Results. We devised a model of a successful person in today's Russian society, which reveals that a success, first of all, depends on the economic wellbeing and has little relation to civic activism. The potential involvement (intention, possibility, preparedness) in the social and political life significantly dominates the real engagement of people. The success has a frail correlation with constituents of the social capital, such as confidence in people and doing good to the public. Conclusions and Relevance. Based on the socio-economic wellbeing, that is consumption, the existing model of a successful person proves to be ineffective. The sustainability of socio-economic wellbeing seriously contributes to the social disparity of opportunities, which drive a contemporary Russian to a success in life.

Dr. C.K. Clarke (1857-1924) was one of Canada’s most prominent psychiatrists. He sought to improve the conditions of asylums, helped to legitimize psychiatry and established formal training for nurses. At the beginning of the 20th Century, Canada experienced a surge of immigration. Yet – as many historians have shown – a widespread anti-foreigner sentiment within the public remained. Along with many other members of the fledgling eugenics movement, Clarke believed that the proportion of “mental defectives” was higher in the immigrant population than in the Canadian population and campaigned to restrict immigration. He appealed to the government to track immigrants and deport them once they showed signs of mental illness. Clarke’s efforts lead to amendments to the Immigration Act in 1919, which authorized deportation of people who were not Canadian-born, regardless of how many years that had been in Canada. This change applied not only to the mentally ill but also to those who could no longer work due to injury and to those who did not follow social norms. Clarke is a fascinating example of how we judge historical figures. He lived in a time where what we now think of as xenophobia was a socially acceptable, even worthy attitude. As a leader in eugenics, therefore, he was a progressive. Other biographers have recognized Clarke’s racist opinions, some of whom justify them as keeping with the social values of his era. In further exploring Clarke’s interest in these issues, this paper relies on his personal scrapbooks held in the CAMH archives. These documents contain personal papers, poems and stories that proclaim his anti-Semitic and anti-foreigner views. Whether we allow his involvement in the eugenics movement to overshadow his accomplishments or ignore his racist leanings to celebrate his memory is the subject of ongoing debate. Dowbiggin IR.
