(1) Background: The equality of life chances in Germany is often assessed along the lines of a west/east and urban/rural differentiation in which the latter usually perform worse. One currently popular proposal for addressing these inequalities is to strengthen cultural and arts education. The question arises to what extent regional characteristics genuinely influence participation opportunities and to what extent individual resources still play a decisive role. (2) Methods: Using descriptive analyses and multilevel logistic regression modelling, we investigate the distribution of and participation in non-formal cultural education amongst German youth. (3) Results: We find that differences are more complex than a simple west/east or urban/rural divides. Rather, cultural activities must be considered in terms of their character in order to assess the mechanisms at play. There seem to be differences in the dependency on district funding between very peripheral and very central districts that frame the cultural infrastructure. (4) Conclusions: Regional discrepancies are not uniformly distributed across different fields of education or infrastructure. Simplifying statements that classify peripheral regions the general losers can be refuted here. Simultaneously, more comprehensive data could yield significantly more results than we are currently able to produce.

This essay critically explores the semantic, phonological and philosophical implications of the sound “kọ” (build) in the Yorùbá proverb  ́ Ọmọ tí a kò kọ́ ni yóò gbé ilé tí a kọ́ tà (the child that is not taught will eventually sell the house that is built). I will read the concept behind the sound as a multi-layered, multi-semantic meta-philosophical building block which not only showcases a serious aspect of indigenous epistemology and serving as a note of caution on Yorùbá education and its sociology of filial responsibilities, but could also be deployed to interrogate the emerging youth culture of the new generation Nigerian Yorùbá in the age of globalization. The essay draws on the semantic and philosophical content of kọ́ to articulate the argument that investments on material possession are counterproductive and antithetic to investment on human capital, the epitome of which is investing on one’s child/ ren. The essay concludes that the spirituality and permanency of the kọ of the ́ child’s mind is diagonally opposed to the superficiality and transience of the kọ́ of the building, a mere structure with limited value.

Tis is a reproduction and an improved version of our opening chapter on Selected Works of Chief Isaac O. Delano on Yoruba Language. In it, we reintroduce the seminal works of the legendary writer and language educator, I. O. Delano. Many of these works have become obscure to the reading public due to an apparent lack of intentional publication. Delano, known for his prolific writings, wrote a few books relating to Yoruba language and grammar. Tis segment looks at four major non-fiction works of Chief Isaac O. Delano. For the most part, the segment deals with his efforts on Yoruba language, but to some extent, too, it looks at some additional non-language related writings often embedded in his works on language. For example, in Appendix I of his 1965 book, A Modern Yoruba Grammar, the author provides an array of proverbs and sayings in the language with their English equivalents. In Appendix II, Delano infused two old texts into the book, which comprise of a sermon and an essay on schooling. Clearly, Delano seems to have a penchant for dissemination of relevant cultural education in all his works. Indeed, one could say Yoruba Cultural education has always been apparently one of Delano’s passions as well as hidden agenda in writing his books, and he does so relentlessly. In what follows, we 216 Toyin Falola and Michael Oladejo Afolayan examine the four works in no particular order, although the Modern Grammar is given a relatively more detailed review and summarization. The four books are: A Modern Yoruba Grammar; Àgbékà Ọr̀ ọ̀ Yorùbá: Appropriate Words and Expressions in Yoruba; Conversation in Yoruba and English; and Atúmọ̀Èdè Yorùbá.

The text of the articleis a proposal of a way of working in the new high school (after primary school), whichfunctions in the conditions set by the structural and curriculum reform. The author distances himself from the concept of historical and literary education, at the same time showing the inability to maintain the problematic order in literary and cultural education under the conditions of implementing the obligation of the core curriculum. In opposition to the sanctioned model of education in the education of high school students, it proposes a concept of work that, on the one hand, respects the curriculum requirements, and on the otherhand, meets the authentic needs and expectations of students, and includes broadly understood popular culture in the scope of teaching interests. Such thinking is exemplified by the presentation of anexcerpt from the work plan implemented in the firstgrades of the new high school. It is provided with a commentary that reveals the difficulties of such an organization of literary and cultural education in the current curriculum conditions.

The second section provides the short analysis of the expected outcomes (that is competences) in cadets’ academic development according to the appropriate level of higher education. The results of the theoretical analysis present the contradictions and drawbacks in cultural education and professional training of the prospective officers, which require special research and development of an acmeological model of the cultural education and professional training of a prospective military specialist for achieving the highest level of development. In the light of acmeological approach the continuous self-development and self-improvement, high achievements motivation and good results and success aspiration in professional activities appear the compliment personality features of an officer.

When the rationality and importance of cultural education in colleges and universities have been confirmed, the key question is how to better realize cultural education. This requires an in-depth understanding and grasp of the cultural education work of colleges and universities, analyzing the internal logic contained in this education system and then discussing its practical rationale. This paper proposes a multiobjective Support Vector Machine (SVM) image recognition method for college cultural and educational behaviors based on three decision-making theories. Aimed at the problem of classification errors caused by image segmentation in image recognition of cultural and educational behaviors in colleges and universities, it is found that the reason that causes the same target to be divided into different subblocks is that the ordinary SVM classifier has only two choices of “yes” and “not” in classification. It is impossible to set the conditions for the classification of cultural and educational behavior images to satisfy all the existing conditions. In order to solve the above problems, this paper combines the three decision-making ideas with the image recognition of university cultural education behaviors and designs a multiobjective SVM image recognition method of university cultural education behaviors based on the three decision-making theories. We establish a higher education service quality structure model and use LISREL to explore the causal relationship among students’ perceived service quality, university image, student’s perceived service value, student trust, student satisfaction, and student behavior intentions in the field of higher education. The empirical results show that student satisfaction has a significant direct and positive effect on student behavior. Service quality has a significant direct and positive impact on perceived value and student trust. The perceived risk of higher education services determines the image of colleges and universities, and student trust plays an important role. The image of colleges and universities acts on student satisfaction through perceived value and student trust. The image of colleges and universities has a direct impact on students’ behavioral inclination, and it acts on students’ behavioral inclination through student trust and student satisfaction. Among the influences on behavior tendency, the direct positive effect of student trust is the largest, followed by the image of colleges and universities and the quality of service.
