Subject The implications of diplomatic competition in South-east Asian humanitarian and disaster response activities. Significance Two major defence cooperation exercises focusing largely on humanitarian assistance and disaster response (HADR) will convene in February. Both exercises are South-east Asia-based but encompass the wider Asia-Pacific in their membership. Humanitarian responses to natural disasters are an increasing focus in ASEAN's security pillar, and a growing priority in South-east Asia's external partners' defence policies, particularly the United States, China, Japan, India, Australia and Russia. Impacts Increasing sums will be committed to help ASEAN develop HADR capacity. The 'ASEAN way' of consensus and non-interference in members' internal affairs will confine ASEAN's HADR activities to natural disasters. ASEAN HADR will not feature in humanitarian crises arising from political or ethnic conflict. US use of HADR initiatives to connect with South-east Asian militaries (when needed) will increase.

AbstractBackgroundUnited States foreign policy is tied extensively to health initiatives, many related to the use of military assets. Despite substantial resource investment by the US Department of Defense (DoD) in hospital ship humanitarian assistance and disaster response missions, the impact of this investment is unclear.MethodsA systematic literature review of both peer-reviewed and grey literature using eight databases representing the international community and multiple sectors was conducted. Data on the characteristics of missions directly related to US Navy hospital ship humanitarian assistance and disaster response from 2004-2012 were extracted and documented.ResultsOf the 1445 sources reviewed, a total of 43 publications met criteria for review. Six (13.9%) met empirical documentation criteria and 37 (86.0%) were considered nonempirical expert opinions and anecdotal accounts that were primarily descriptive in nature. Overall, disaster response accounted for 67.4% (29/43) and humanitarian assistance 25.6% (11/43). Public and private sector participants produced 79.0% (34/43) and 20.9% (9/43) of the publications respectively. Of private sector publications, 88.9% (8/9) focused on disaster response compared to 61.8% (21/34) from the public sector. Of all publications meeting inclusion criteria, 81.4% (35/43) focused on medical care, 9.3% (4/43) discussed partnerships, 4.7% (2/43) training, and 4.7% (2/43) medical ethics and strategic utilization. No primary author publications from the diplomatic, development, or participating host nations were identified. One (2.3%) of the 43 publications was from a partner nation participant.DiscussionWithout rigorous research methods yielding valid and reliable data-based information pertaining to Navy hospital ship mission impact, policy makers are left with anecdotal reports to influence their decision-making processes. This is inadequate considering the frequency of hospital ship deployments used as a foreign policy tool and the considerable funding that is involved in each mission. Future research efforts should study empirically the short- and long-term impacts of hospital ship missions in building regional and civil-military partnerships while meeting the humanitarian and disaster response needs of host nation populations.LicinaD. We are all familiar with images of search and rescue teams, medics, and engineers arriving to help after a disaster, such as following the March 2011 Japanese earthquake and tsunami or the massive floods in Pakistan in July 2010. In recognition of the devastating impact natural or human-made disasters can have on individuals and communities, an estimated US $7billion was spent globally in 2008 on emergency assistance including food, shelter and medical care. The mere words “Pompeii”, “Krakatoa” or “Chernobyl” conjure up scenes of death and destruction. So how can lawyers assist in disaster responses? Cynics may say that things always get more complicated when lawyers become involved. Rules, regulations and red tape – surely all of these legal tools only delay vital life saving assistance? The number of climate-related disasters is increasing more than ever before and cash is becoming an increasingly important tool to deliver assistance during a disaster response due to its flexibility and ability to cut across sectors, amongst other benefits. This research seeks to explore the role of cash in linking the relief phase to the long-term recovery through the promotion of sustainable livelihoods, by focusing on Typhoon Haiyan (known locally as Yolanda) as a case study. The Philippines has high exposure and vulnerability to climate-related disasters, however, it boasts of one of the most advanced social protection systems in the East Asia Pacific region (Bowen, 2015). In order to reach the research objectives, the research methodology employed involves a review of related literature, a field-based evaluation involving interviewing humanitarian practitioners and the adoption of DFID’s Sustainable Livelihood Framework (1999) as a framework of analysis. The results show that cash-based livelihood programming plays a vital role in leading the transition from relief to recovery due to the Value for Money (VfM) it delivers, role in strengthening local market and supply chains and the positive economic multiplier effects that benefit the wider community. Most interventions focus on asset creation, however, investment should be made into disaster risk reduction to reduce vulnerabilities that worsen the impact of shocks on poor households. Also, to enhance the benefits resulting from cash programming, supporting activities should be used in parallel with cash provision. Cash-for-training and livelihood start-up grants can empower women by increasing their human capital and introducing them to the formal economy. More work is required to transform the structures and policies that disadvantage women through patriarchal power systems.

Introduction:More than half of the world’s youth live in the Asia Pacific region, yet efforts to reduce disaster risk for adolescents are hindered by an absence of age-specific data on protection, health, and engagement.Aim:China and Nepal have faced a recent escalation in the number of climatic and geological hazards affecting urban and rural communities. We aimed to examine disaster-related threats experienced by adolescents and their caregivers in China and Nepal, determine the scope for adolescent participation, and elicit recommendations for improving disaster risk reduction.Methods:Sixty-nine adolescents (51% female, ages 13-19) and 72 adults (47% female, ages 22-66) participated in key informant interviews and focus group discussions in disaster-affected areas of southern China and Nepal. Using inductive content analysis, several themes were identified as key to adolescents’ needs.Results:Security and protection emerged as a central issue, interlinked with preparedness, timely and equitable disaster response, psychosocial support, and adolescent participation. The mental health risks emerging from trauma exposure were substantial. Adolescents made extensive contributions to disaster response including involvement in rescue efforts and delivering first aid, rebuilding homes and caring for family members. Participants forwarded a number of recommendations, including investing in psychological support, skills training, and stronger systems of protection for those at risk of family separation, trafficking, or removal from school.Discussion:The findings informed a multilevel, interconnected model for disaster risk reduction tailored to adolescents’ needs. Supporting adolescents’ recovery and long-term resilience after humanitarian crises will require coordinated efforts in preparedness, security, and mental health care.
