Are community forests delivering livelihood benefits? Insights from Uganda

Forest management in terms of its production function is directed towards management that is oriented towards all potential forestry resources and is based on community empowerment. The Wana Tekat Mandiri Farmer Group Association manages community forests, namely state forests whose main use is aimed at empowering the community. The rampant illegal logging is carried out by irresponsible parties outside of the farmer group association. So that community groups that carry out illegal logging do not support the Regional Government in providing guidance to the Association of Farmer groups in the Sendang Agung District area. The type of research used in this research is descriptive type with a qualitative approach, data collection techniques, observation, interviews, documentation. The results of this study indicate that the strategy of community development and empowerment in community forest utilization has been running well and the implementation of the strategy has been deemed successful in implementation. The coaching strategy has a main objective in the framework of developing a coaching plan in carrying out activities or programs of Gapoktan Wana Tekad Mandiri, namely by how to develop skills, develop knowledge and develop attitudes. The existence of this coaching strategy is expected to have a good empowering impact on the community.

In early 2005, 10,045 ha Community Forests (CFs) were certified in Bajhang and Dolakha districts of Nepal by using the Forest Stewardship Council (FSC) certification scheme. After two years of forest certification, subsequent questions are being asked such as: What benefits have certification brought for the Forest Users Groups (FUGs)? What tangible differences are there in forest management system because of forest certification? and What lessons have been learnt from the certified forests? In an attempt to answer these questions, a study was carried out in April 2007 in Dolakha district where 11 (2,182 ha) community managed forests were certified in 2005. On the basis of field study from two certified forests (Vitteripakha and Suspa) of the district, this paper analyzes the effects of forest certification and its implications for enhancing Sustainable Community Forestry (SCF) in Nepal. Abstract African blackwood (ABW: Dalbergia melanoxylon) is a valuable tree in Tanzanian local community forests, and heartwood has been mainly utilized as an irreplaceable material in musical instruments, e.g., clarinet, oboe and piccolo. Since its use is generally for the production of musical instruments only, most of the harvested volume is wasted due to defects that would affect the quality of final products. Wood flow forming can transform bulk woods into materials in temperature/pressure-controlled mold via plastic flow deformation. The main object of this study was to evaluate the deformation characteristics of ABW heartwood in developing the potential of wasted ABW parts in terms of the effective material use. The deformation characteristics of heartwood were examined by free compression tests. Specimens were compressed along the radial direction at 120 °C, and air-dried heartwood was dramatically deformed in the tangential direction. The plastic flow deformation of ABW was amplified by the presence of both extractives and moisture. In particular, the ethanol/benzene (1:2, v/v) soluble extractives in heartwood may have contributed to flow deformation. The results of the dynamic mechanical analysis showed that the air-dried heartwood exhibited softening in a temperature range over 50 °C. The ethanol/benzene-soluble extractives contributed to the softening behavior. The clarified deformation characteristics of ABW can contribute to more efficient material use of local forests.

Non Timber Forest Products (NTFPs) in mountains are one of the enormously valued ecosystem services due to their contribution to the livelihood of people. Pine resin is one of the viable NTFP in middle mountain of Nepal which is tapped from Pinus roxbhurghii tree and can be used in paints, varnishes, stimulant, anti-spasmodic, astringent, diuretic and anti-pathogenic and so on. This piece of work is an attempt to review the current status of pine resin collection enterprise in Nepalese Community Forests and its contribution to the livelihood of Community forest users in mid-hill region. Typically, existing legislations and guidelines have high potential to endure the sustainable livelihood promotion by resin tapping enterprise but the endeavors of revitalizing the financial benefit sharing and governance system is still far. The valued contribution of resin enterprise to sustainable livelihood of users is not impossible but it needs greater effort of all stakeholders. For example, partial intervention to market, involvement of poorer households, improve the local and regional governance and so on. Participatory monitoring of collection work and proper enforcement of sustainable harvesting procedure both have to be improved in state of arts that could finally recognize the rational benefit sharing mechanism among various value chain actors from collector to international traders which is indispensable. We calculated the rates at which CO2 is being sequestered in two different forest types of Himalaya. For our comparative study we took the degraded and non-degraded sites of pine and oak forests in Kumaun Central Himalaya. The Van Panchayats (VPs) or Community Forests are managing the nondegraded forest sites for centuries, and from this research we have come to know that the sequestration of CO2 in these non-degraded forests is significantly greater than the degraded forests. The paper recommends the significance of community forests in both Uttarakhand and the world, and advocates that if we want to fight against global warming, we must encourage the community forests and that the people living in severe poverty in these forest areas who become the unsung heroes in the war against global warming, must be paid in lieu of saving their forests, which ultimately become the sink for increased CO2 worldwide. This business or ‘carbon trading' will indeed evolve as the panacea against the war against global warming. There exists limited information on biodiversity including avifaunal diversity and habitat condition in community forests (CF) of Nepal; thus we aimed to fulfill such gaps in Tibrekot CF of Kaski district. We used the point count method for assessing bird diversity and laid out a circular plot size of radius 5-m within 15-m distance from each point count station for recording the biophysical habitat characteristics. Bird species’ diversity, richness and evenness were calculated using popular indexes and General Linear Model (GLM) was used to test the respective effect of various biophysical factors associated with the richness of bird species. In total, 166 (summer 122, winter 125) bird species were recorded in 46 sample plots. The Shannon-Wiener diversity index was calculated as 3.99 and 4.09, Margalef’s richness index as 16.84 and 17.53 and Pielou’s evenness index as 0.83 and 0.84 for summer and winter, respectively. The influencing factors for richness of bird species were season (χ21, 90= 112.21; P= 0.016) with higher richness in the summer season and low vegetation cover (χ21, 89= 113.88; P= 0.0064) with higher richness in lower percentage cover. Thus, community managed forest should be protected as it has a significant role in increasing bird diversity, which has potential for attracting avifaunal tourism for the benefit of the local communities.

Land management regimes and forest types play an important role in the productivity and accumulation of terrestrial carbon pools. While it is commonly accepted that forests enhance carbon sequestration and conventional agriculture causes carbon depletion, the effects of agro-forestry are not well documented. This study investigated the carbon stocks in biomass and soil, along with the selected soil properties in agro-forestry plots compared to community forests (CF) and upland farms in Chitwan, Gorkha and Rasuwa districts of Central Nepal during the year 2012-2013. We determined the total above ground biomass carbon, soil organic carbon (SOC) stocks and soil properties (bulk density, organic carbon per cent, pH, total nitrogen (TN), available phosphorus (P), exchangeable potassium (K), and cation exchange capacity (CEC)) on samples taken from four replicates of 500 m2 plots each in community forests, agro-forestry systems and agricultural land. The soil was sampled in two increments at 0-15 cm and 15-30 cm depths and intact cores removed for bulk density and SOC determination, while loose samples were separately collected for the laboratory analysis of other soil properties. The mean SOC percent and corresponding soil carbon stocks to 30 cm depth were generally highest in CF (3.71 and 3.69 per cent, and 74.98 and 76.24 t ha-1, respectively), followed by leasehold forest (LHF) (2.26 and 1.13 per cent and 40.72 and 21.34 t ha-1, respectively) and least in the agricultural land (3.05 and 1.09 per cent, and 63.54 and 19.42 t ha-1, respectively). This trend was not, however, observed in Chitwan, where agriculture (AG) had the highest SOC content (1.98 per cent) and soil carbon stocks (42.5 t ha-1), followed by CF (1.8 per cent and 41.2 t ha-1) and leasehold forests (1.56 per cent and 35.3 t ha-1) although the differences were not statistically significant. Other soil properties were not significantly different among land use types with the exceptions of pH, total N, available P and CEC in the Chitwan plots. Typically, SOC and soil carbon stocks (to 30cm depth) were positively correlated with each other and with TN and CEC. The AGB-C was expectantly highest in Rasuwa district CF (ranging from 107.3 to 260.3 t ha-1) due to dense growth and cool climate, followed by Gorkha (3.1 to 118.4 t ha-1), and least in Chitwan (17.6 to 95.2 t ha-1). The highest C stocks for agro-forestry systems in both above ground and soil were observed in Rasuwa, followed by Chitwan district. Besides forests, agro-forestry systems also hold good potential to store and accumulate carbon, hence they have scope for contributing to climate change mitigation and adaptation with co-benefits.Journal of Forest and Livelihood 13(1) May, 2015, page: 56-68
