In 1917 the British government began making plans for post-war adjustments to the economy, which included the migration of surplus women to the dominions. The Society for the Overseas Settlement of British Women was established in 1920 to facilitate the migration of female workers to the dominions. Earlier studies have argued that overseas emigration efforts purposefully directed women into domestic service as surplus commodities, thus alleviating the female ‘surplus’ and easing economic hardships of the post-war period. This article argues that as Publicity Officer for the SOSBW, Meriel Talbot targeted women she believed would be ideal candidates for emigration, including former members of the Women's Land Army and affiliated groups. With the proper selection of female migrants, Talbot sought to expand work opportunities for women in the dominions beyond domestic service, while reducing the female surplus at home and servicing the connection between state and empire. Dominion authorities, whose demands for migrant labour vacillated between agricultural workers during the war years and domestic servants after 1920, disapproved of Talbot's efforts to migrate women for work in agriculture. Divergent policies led to the early failure of the SOSBW in 1923.

The chapter reviews the several definitions of governance: the minimal state; corporate governance; the new public management, ‘good’ governance; a socio-cybernetic system. It then stipulates a definition of governance as self-organizing, inter-organizational networks. It argues there is a trend from government to governance in British government because of the hollowing-out pressures and the tools for intergovernmental management are integral to effective steering. Policy networks are already widespread. This trend is not widely recognized and has important implications not only for the practice of British government but also for democratic accountability. Governance as self-organizing networks is a challenge to governability because the networks can become autonomous and resist central guidance. They are set fair to become the prime example of governing without government.

The abolition of the Atlantic slave trade by the British government in 1807 was prompted by a confluence of geopolitical developments and concerns about reproduction. Shifts in the Atlantic world sugar economy had led to a glut on the British sugar market, and boosting production was therefore less of an economic concern than safeguarding reproduction. After 1807, demographic and financial calculations regarding the future of the plantation system intensified with the institution of a registry system designed to track slave populations. By 1823, British politicians, both abolitionists and West Indian planters, agreed to further radical reform: they hoped that encouraging Christian marital mores would finally bring about economically beneficial population growth. Acts legalizing Afro-Caribbean marriage were subsequently passed throughout the Caribbean. The outcome of this new emphasis on family life was ironic: as slavery gave way to wage labor, the costs of reproduction were shifted to Afro-Caribbean parents.

This chapter replies to key criticisms about policy networks, the core executive, and governance. On networks, the chapter discusses the context of networks, and the ability of the theory to explain change. On the core executive, it discusses a shift away from a focus on the prime minister to court politics. On governance, the chapter returns to redefining the state, steering networks, metagovernance, and storytelling. It restates the case for the idea of the differentiated polity. This is edifying because it provides a vocabulary for a more accurate description of British government. Finally, the chapter provides a link to Volume II by summarizing the decentred approach to the differentiated polity.

This paper examines how the British government has used statistics about COVID-19 for political ends. A distinction is made between precise and round numbers. Historically, using round numbers to estimate the spread of disease gave way in the 19th century to the sort precise, but not necessarily accurate, statistics that are now being used to record COVID-19. However, round numbers have continued to exert rhetorical, ‘semi-magical’ power by simultaneously conveying both quantity and quality. This is demonstrated in examples from the British government’s claims about COVID-19. The paper illustrates how senior members of the UK government use ‘good’ round numbers to frame their COVID-19 goals and to announce apparent achievements. These round numbers can provide political incentives to manipulate the production of precise number; again examples from the UK government are given.

Abstract A fresh look at the 1888 Sikkim Expedition using both Chinese and English language sources yields very different conclusions from that of previous research on the subject. During the course of policymaking, the British Foreign Office and the British Government of India did not collaborate to devise a plan to invade Tibet; conversely, their aims differed and clashed frequently. During the years leading to war, the largest newspapers in British India gave plenty of coverage to the benefits of trade with Tibet, thus influencing British foreign policy and contributing indirectly to the outbreak of war. The Tibetan army was soundly defeated in the war, while the British troops suffered only light casualties. Although the Tibetan elites remained committed to the war, the lower classes of Tibetan society quickly grew weary of it. During the war, the British made much use of local spies and enjoyed an advantage in intelligence gathering, which contributed greatly to their victory. Finally, although the war was initially fought over trade issues, the demarcation of the Tibetan-Sikkim border replaced trade issues as the main point of contention during the subsequent peace negotiations. During the negotiations, Sheng Tai, the newly appointed Amban of Tibet, tried his best to defend China's interests.

The Rhodesian rebellion was announced by no whiff of grapeshot but by Mr Ian Smith declaiming that he and his colleagues, ‘in humble submission to Almighty God’, were giving Rhodesia a new constitution, ‘so that the dignity and freedom of all men may be assured’. Subsequently the rebellion has continued to centre around a constitutional dispute. Although there have been armed clashes between the Rhodesian security forces and some guerrilla fighters who have infiltrated from Zambia, there has been no conflict between the forces of the legal authority, the British Government, and those which obey the rebel régime.
