International Peacebuilding and Local Resistance: Hybrid Forms of Peace

Local resistance and hybrid peace have emerged as useful conceptual frameworks to capture the dynamic interaction between the stakeholders at international and local levels, as well as the forms of peacebuilding that develop as a result. This chapter examines a few major academic debates over these concepts by analyzing relevant examples from the peacebuilding programs in Cambodia. The chapter comprises three parts that will explain local actors’ resistance against externally driven peacebuilding, the process of hybridization, and the hybrid forms of peacebuilding. Each section will briefly introduce conventional debates on the relevant concept, and then demonstrate how each type of interaction materialized in the context of Cambodian peacebuilding.

AbstractComparisons of peacebuilding with historic practices of imperialism are common, but these comparisons have sustained a hegemonic antagonism between humanitarian and imperialist interpretations of international peace intervention. This article argues that this common framing externalises the problem of intervention, romanticises local resistance, and forecloses to investigation the articulation between militarised peace practices and transnational capitalist relations. To do so, the article analyses the case of Francophone Africa, thus providing a context that has been left unexplored in peacebuilding debates. By bringing back in the historicity of particular Franco-African imperial experiences into peacebuilding research, the article reveals the militarisation of politics, transnational elite networks, and the dominant intellectual predispositions that work to reproduce the legitimacy of hegemonic practices of ‘peace’ interventionism. In the last section, the article analyses the debates over the UN-French 2011 intervention in Côte d'Ivoire to reveal the connections between the ethics of humanitarian interventions and the political economy of imperialism. The article concludes that the imperial legacy of peacebuilding is found in old capabilities, new organising logics, and specific practices and power relations and that to focus on the humanitarian-imperialist antagonism caricatures the relationships between ‘local’ and ‘international’ actors.

The goal of this article is to examine the introduction of plantations into East Sumatra (Indonesia) in the late nineteenth and early twentieth century. Attention is given to the five most important plantation crops, namely tobacco, rubber, oil palm, tea, and fiber. The article analyzes the economic and social transformation of the region as a consequence of the rapid expansion of plantations. Within a short period of time, East Sumatra emerged to become one of the most dynamic economic regions of Southeast Asia. The development of the region and the needs of a source of protection for Dutch planters in face of fierce competition from other Western companies and local resistance encouraged the Dutch colonial government to establish effective authority in East Sumatra. While demand for international peacebuilding assistance increases around the world, the UN’s Peacebuilding Architecture (PBA) remains a relatively weak player, for many reasons: its original design, uneasy relations between the Peacebuilding Commission and Security Council, turf battles within the UN system, and how UN peacebuilding is funded. This chapter examines the PBA’s operations since 2005, against the evolution of the peacebuilding field, and discusses how the PBA can be a more effective instrument in the UN’s new “sustaining peace” approach. To do so, it would have to become the intergovernmental anchor for that approach, without undermining the intent that “sustaining peace” be a system-wide responsibility, encompassing the entire spectrum of UN activities in peace, security, development, and human rights.
