Purpose – The purpose of this paper is to presents the very recent development of e-journal publishing services at the University of North Carolina (UNC) at Charlotte. In 2011, the J. Murrey Atkins Library at UNC Charlotte created a new unit in the library, the Digital Scholarship Lab (DSL), which partners with faculty and graduate students in the use of digital and networked research tools to create, disseminate and store new knowledge. E-journal publishing and hosting are among the suite of services offered by the DSL, and we currently publish three journals (https://journals.uncc.edu/). Design/methodology/approach – This report provides an overview of the context of our library’s decision to begin publishing journals, including a discussion of our university’s becoming more research-intensive, our university system mandating increased efficiencies and sharing research with the state citizens, and the library’s own goals of raising awareness of and supporting open access. Also outlined are the technical and procedural choices made, important activities undertaken to develop, define and publicize the new services, campus response to the service and next steps. Findings – This report provides detailed accounting of how a large academic library implemented an electronic publishing service to support open access scholarship. Important activities such as marketing communication, policies development and technical/procedural activities are defined and results described. The report provides observation and lessons learned for academic libraries in development and support of electronic journals. Originality/value – Library as the publisher is a new concept. This report will be of interest to many libraries who are considering offering publishing services and to libraries that currently offer publishing services.

AbstractAs with any other scholarship, public history has its academic journals. The two main journals are The Public Historian (USA, 1978-) and The Public History Review (Australia, 1992-). As a new-comer in the field, International Public History – the journal of the International Federation for Public History (IFPH) – symbolizes the wish to move away from a predominantly Anglo-Saxon and English-speaking public history. The creation of Public History Weekly (PHW) in 2013 was another early and significant step in this process of internationalization. PHW has published (by March 2018) 260 articles from 74 authors and 479 comments – in 13 languages. All articles – published every Thursday morning – and comments are open access. Open peer-reviewed (OPR), PHW belongs to a new format of publishing in the digital age. In September 2017, Seth Denbo was wondering “Can history accommodate modes of review and publication that would provide greater flexibility and enable nontraditional research outputs to flourish?” With 27,600 visits and 400,000 page-views per month, PHW provides some preliminary answers on what digital and international public history publishing can be.

Despite the rapidly changing information and technology landscape, collections remain at the heart of academic libraries, signifying their enduring importance in providing access to our cultural heritage. Given broader trends in research and the current information ecology of an increasingly networked, distributed, and licensed environment, building collections and developing collection polices is increasingly ambiguous. These trends impact librarians in form of ever-expanding portfolios, diffusion of effort, weakened sense of focus, and a rising sense of persistent yet unmet needs for developing new skills. This paper outlines current research on collection trends and summarizes the interactive exchanges from the 2019 Charleston Conference Lively Session (https://sched.co/UZR5). Through live polling, session participants identified key trends in libraries and collections: Key trends included business models, budget constraints, consortium deals, continued importance of subscribed content, access vs. ownership, digitization of unique local collections, digital humanities, digital scholarship, library publishing projects, growing library investments in Open Access (OA), and collection diversification efforts with a view to equity and social justice. Among emerging library services, data services and digitization ranked highest in importance. The most-cited wish-list items included transformative deals, stronger campus partnerships, more OA projects, reduced copyright barriers in sharing homegrown digitized video content, as well as skill development in Counter 5 and data analysis. Existing physical and digital preservation programs received only lower-middle strength ratings. Among long-established library characteristics, collection policies, subscribed content, interlibrary loan, and consortial borrowing and lending retained enduring value and high rankings in importance. Tensions continue between ownership, borrowing, and access.

Aim/Purpose: This paper evaluates three community college internationalization plans using quantitative textual analysis to explore the different foci of institutions across three U.S. states. Background: One of the purposes of community college internationalization is to equip future generations with the skills and dispositions necessary to be successful in an increasingly globalized workforce. The extent to which international efforts have become institutionalized on a given campus may be assessed through the analysis of internationalization plans. Methodology: We use the textual analysis tool Voyant, which has rarely been employed in educational research, being more frequently applied in the humanities and under the broad heading of “digital scholarship”. Contribution: Extant literature examining internationalization plans focuses on the four-year sector, but studies centered on the two-year sector are scarce. This study addresses that gap and seeks to answer the research questions: How do community colleges operationalize internationalization in their strategic plans? What terms and/or concepts are used to indicate international efforts? Findings: Key findings of this study include an emphasis on optimization of existing resources (human, cultural, community, and financial); the need for a typology of open access institution internationalization plans; and the fragmentation of international efforts at the community college level. Impact on Society: It is clear that internationalization at community colleges may take shape based on optimization of resources, which begs the question, how can education sector actors best support open access institutions in developing plans tailored to the local context and resources at hand? Future Research: We recommend additional use of quantitative textual analysis to parse internationalization plans, and imagine that both a larger sample size and cross-national sample might yield interesting results. How do these institutional groupings operationalize internationalization in the corpus of their plans?

In 2012, University Libraries at Virginia Tech participated in this event for the first time to raise awareness of open access in general, and to promote services offered by the library for preserving and providing access to digital scholarship and research. By sharing our experiences and lessons learned coordinating a week-long series of lectures, panel sessions, workshops, and promotional activities, our intention is to encourage others to look for opportunities at their own institutions to share information about OA and the value and impact of open publishing
