The first critical study of the 1985 international treaty that guarantees the status of local self-government (local autonomy). Chris Himsworth analyses the text of the 1985 European Charter of Local Self-Government and its Additional Protocol; traces the Charter’s historical emergence; and explains how it has been applied and interpreted, especially in a process of monitoring/treaty enforcement by the Congress of Local and Regional Authorities but also in domestic courts, throughout Europe. Locating the Charter’s own history within the broader recent history of the Council of Europe and the European Union, the book closes with an assessment of the Charter’s future prospects.

Abstract The academic study of religion, with its concepts and theories that originate in a Western, Protestant context, has justly been criticized in postmodern and identity-focused discourses, in recent years under the umbrella of decolonization and social justice activism. It has been suggested that allegedly universally-applicable theories and methodologies are relativized and revealed as particularized Eurocentrism in the hegemonic representations of “white” or “Western” power regimes. While acknowledging such reorientations in the philosophy, sociology, psychology, and history of religion, this article also critically investigates and discusses the “critical study of religion.” It is suggested that the revisionist deconstruction emphasized by contemporary identity perspectives, with their discourses of difference and re-essentialized understandings of religion and culture, are not only problematic as theoretical orientations. Radical identity politics also imply methodological constraints on the academic study of religion, where comparison, analytical categories, and reflexive emic–etic distinctions must remain key factors.

<p>This study analyzes the existence and political history of Kumpulan Militan Malaysia (Malaysia Militant Group-KMM); the most spectacular Muslim militant group to recently emerge from Malaysia. Using an interpretive framework derived from typology of radicalism, this study exposes the roots of the group and its transformation into a militant movement. Based on extensive fieldwork, numerous interviews and in-depth research of related documents, this study demonstrates that the existence of KMM cannot be dissociated from Afghanistan’s global Jihadist campaign.  This study analyzes the activities of KMM in the context of radical Islam in the South East Asia region and its wider connection, particularly with the Jemaah Islamiyah (JI). Findings from fieldwork research conducted with active and ex-members of KMM and JI are presented to find the answer to the question pertaining the involvement of these two groups in terrorism activities in Southeast Asia.  Southeast Asian contemporary social and political scenarios have been build-up from a long history of rebellious freedom fighters against colonial super-powers. In addition to nationalism, Islamization has also played a significant role in establishing freedom movements in the 1940s and 1950s. Systematic pressure under colonial powers and harsh policies implemented by ultra nationalists to these groups resulted in a series of rebellions and defiance such as what happened in Indonesia, Southern Thailand and the Southern Philippines. Historical facts led to radicalism in these countries, which are important for gaining a better knowledge about Muslim radicalism in Southeast Asia also presented in this thesis.  The ‘typology of radicalism’ - the transformation from ‘nominal believers’ to activists, extremists, radicals and terrorists is explained in this research. Understanding Islam and their willingness to perform Jihad as was carried out in Afghanistan has had a significant impact on today’s militants. Finally, this research suggests the best methods for overcoming radicalism and diffusing KMM and JI’s threat in Southeast Asia.</p>

This edition presents and contextualizes an archive of letters -- belonging to the Wordsworth Trust -- that reveal the creative and personal significance of the friendship between William Wordsworth and Sir George Beaumont. Beaumont is a key figure in the history of British Art. As well as being a respected amateur landscape painter, he was a prominent patron, collector, and co-founder of the National Gallery. Wordsworth described Beaumont’s friendship as one of the chief blessings of his life, and the letters reveal that the two men became collaborators as well as companions. In addition to documenting unique perspectives on social, political, and cultural events of the early nineteenth century (providing new contexts for reading Wordsworth’s mature poetry) the letters chart the progress of an increasingly intimate inter-familial relationship that included Lady Beaumont and Dorothy and Mary Wordsworth. The picture that emerges is of a coterie that—in influence, creativity, and affection—rivals Wordsworth’s more famous exchange with Coleridge in the 1790s. The edition includes an extended critical study of how Wordsworth and Beaumont helped shape one another’s work, tracing processes of mutual artistic development that involved not only a meeting of aristocratic refinement and rural simplicity, of a socialite and a lover of retirement, of a painter and a poet, but also an aesthetic rapprochement between neoclassical and romantic values, between the impulse to idealize and the desire to particularize.

Abstract Britain’s involvement in the War of the Spanish Succession was such a heavy burden for this country that many essays were written against prolonging the struggle. To this, John Arbuthnot (this satire was wrongly attributed to Swift for many years) contributed with The History of John Bull, a collection of fine satirical pamphlets designed to put and end to the campaign, and advocating a return to peace and common sense. It was soon translated into French and, from this language, Juan Ignacio de Ayestaran tried to produce a Spanish version. However, this version was not authorised by the harsh and voracious Spanish censorship of the period. This essay offers a comparative critical study of the translation and analyses the censors’ reasons for rejecting it. The close reading of this fine satirical work makes the arguments for rebuffing the authorisation so obvious that one wonders to what extent some eighteenth century translators were really aware of the time they were living in and the aesthetic distance between two countries so geographically near but so alien in freedom and tradition. Résumé Le rôle de la Grande-Bretagne dans la guerre de succession espagnole a été un tel fardeau pour ce pays que de nombreux essais ont été écrits contre la poursuite de la lutte. John Arbuthnot y a contribué avec L’histoire de John Bull (pendant de nombreuses années, cette satire a été attribuée à tort à Swift). Cette collection de superbes pamphlets satiriques, conçus pour mettre fin à la campagne et préconisant le retour à la paix et au bon sens, a rapidement été traduite en français. En partant de cette langue, Juan Ignacio de Ayestaran a tenté de produire une version espagnole. Toutefois, cette version n’a pas été autorisée par la censure espagnole, dure et dévorante, de l’époque. Cet essai propose une étude critique comparative de la traduction et analyse les raisons pour lesquelles le censeur l’a rejetée. Une lecture attentive de cette belle oeuvre satirique rend tellement évidents les arguments invoqués pour l’interdire qu’on se demande dans quelle mesure certains traducteurs du dix-huitième siècle étaient vraiment conscients de l’époque où ils vivaient et de la distance esthétique entre deux pays, si proches géographiquement parlant et pourtant si distants sur le plan de la liberté et de la tradition.

On the basis of an initial reference to a number of critical appraisals of H. Dooyeweerd’s philosophy, this article proceeds by provisionally focusing on the image of Franz Xavier Von Baader1 — who was intellectually active during the first part of the nineteenth century (he lived from 1765-1841) — in secondary literature (late nineteenth century and early twentieth century). The main concern, however, is to enter into a more detailed evaluation of the claim made by J.G. Friesen,2 namely that all the basic systematic insights and distinctions found in the philosophy of Herman Dooyeweerd are already present in the thought of Von Baader. That Dooyeweerd was indeed influenced by numerous philosophers and philosophical insights spanning the entire history of philosophy is beyond doubt. However, that there is any direct influence on his thought from Von Baader cannot be substantiated on the basis of the available sources even though it is not unlikely that he might have been aware of the existence of Von Baader. Both the quotations used by Friesen in support of his thesis and an extensive reading of the original Collected Works of Von Baader serve as a basis for the assessment of the claims made by Friesen. In fact, there are a number of philosophical distinctions found in the original works of Von Baader (not mentioned by Friesen) that, considered in isolation, are much closer to views of Dooyeweerd. However, once these are placed within the context of Von Baader’s thought, the striking and significant distance between the thought of Von Baader and Dooyeweerd once again become apparent.

The following critical study of a Persian poet who flourished in the latter half of the eleventh and the beginning of the twelfth centuries of the Christian era, and who, though highly esteemed by his contemporaries, is little known in Europe, is from the pen of my accomplished friend Mírzá Muḥammad of Qazwín, a Persian scholar of rare attainments in his own and the Arabic languages, and of still rarer critical acumen, who is now engaged in preparing a critical edition, with notes, of the Chahár Maqála, which, when ready, will be published by the Trustees of the E. J. W. Gibb Memorial. In the course of his work he had occasion to collect materials too extensive to be incorporated in the notes on that text, and amongst them the following study, compiled from numerous manuscript sources. This I make no excuse for presenting in English dress to the readers of the Journal, for from such careful monographs must the Literary History of Persia be ultimately built up, and at present they are, alas! all too few.
