The article reflects the peculiarities of implementing the penal and labor policy by the Soviet party and state bodies, including judicial ones in the Ostyako-Vogulsky, later Khanty-Mansiysk National Okrug, their interrelation in the early 1940s. The stages of evolving and forming the administrative-territorial structure in the region are also touched upon. The relevance of the stated topic is noted. In the conditions of the Second World War and on the eve of the Great Patriotic War in the USSR, there were noticeable changes in the social policy of the state, which were conditioned by the needs of the country’s defense. It is known that in the 1930s tensions in international relations increased, there was a threat of an attack on the USSR. Due to this in 1940s the transition to an 8-hour working day and a 7-day working week was carried out in all regions of the country. In the same year, a law was adopted on the judicial responsibility up to imprisonment for unauthorized leave, absenteeism and tardiness as a result of which criminal penalties and the role of punitive, including judicial, bodies were strengthened in the country. The article notes that in the harsh northern conditions, taking into account the vast territory of the district, a significant distance separating settlements from each other, the lack of proper transport links between settlements, it was impossible to properly and promptly ensure proper consideration of criminal cases, which did not allow the territorial judicial authorities of the Ostyak-Vogul (Khanty-Mansiysk) National Okrug to make correct and balanced decisions in a timely manner. However, the judicial authorities of the district played an important role in strengthening labor discipline in the region in the early 1940s.

Rapid and effective hemostasis is of great importance to improve the quality of treatment and save lives in emergency, surgical practice, civilian, and military settings. Traditional hemostatic materials such as tourniquets, gauze, bandages, and sponges have shown limited efficacy in the management of uncontrollable bleeding, resulting in widespread interest in the development of novel hemostatic materials and techniques. Benefiting from biocompatibility, degradability, injectability, tunable mechanical properties, and potential abilities to promote coagulation, wound healing, and anti-infection, hydrogel-based biomaterials, especially those on the basis of natural polysaccharides and proteins, have been increasingly explored in preclinical studies over the past few years. Despite the exciting research progress and initial commercial development of several hemostatic hydrogels, there is still a significant distance from the desired hemostatic effect applicable to clinical treatment. In this review, after elucidating the process of biological hemostasis, the latest progress of hydrogel biomaterials engineered from natural polysaccharides and proteins for hemostasis is discussed on the basis of comprehensive literature review. We have focused on the preparation strategies, physicochemical properties, hemostatic and wound-healing abilities of these novel biomaterials, and highlighted the challenges that needed to be addressed to achieve the transformation of laboratory research into clinical practice, and finally presented future research directions in this area.

Abstract CNS cancer care relies heavily on exam and imaging interpretation skills distinctive to a neurology-trained oncologist, and access to this subspecialty is increasingly more essential as targeted molecular therapies evolve. We sought to explore the supply of neuro-oncologists in terms of geographic CNS tumor incidence. Using the UCNS online directory, we generated a heat map representing the location (set to 75-mile radius) and density of active neuro-oncologists. We overlaid this data upon yearly incidence of CNS tumors per neuro-oncologist for each state using most recent CBTRUS data. We highlight the significant distance Americans outside of urban areas must travel for care and that isolation from academic centers and exclusion from clinical trials are substantial barriers to cancer care for a significant proportion of the population. Telemedicine may in part improve patient access to care and clinical trial participation, but significant state-to-state legal variability for providing telehealth services across state lines remains a national challenge. Short-term strategies for equitably meeting this subspecialty need may require policy changes that optimize employment of telemedicine, and long-term must ensure a robust fellowship pipeline with thoughtful incentivization and allocation of resources.

AbstractRevascularization of the internal iliac artery during open repair of aortoiliac aneurysms can be challenging, especially if there is a significant distance between the orifices of the internal and external iliac arteries owing to common iliac aneurysmal dilatation. We describe a technique involving insertion of an 18-mm tube graft between the proximal aortic neck and aneurysmal common iliac artery bifurcation. Revascularization of the contralateral external iliac artery is accomplished through an 8-mm side arm graft.

Abstract Pine forests - forest tracts on the sandy left banks, where the main area is occupied by plant communities with a predominance of Pinus sylvestris. Due to the significant distance from each other, the floras of the pine forests differ. However, the flora of these pine forests also shares common characteristics. In order to establish the floristic unity of the forests at the southern limit of the distribution of Pinus sylvestris, work was carried out to identify their floristic core. For 20 years, floristic surveys have been carried out in the forests of the steppe and forest-steppe zones. A general floristic list was compiled, with the identification of aboriginal and alien fractions, and the floristic core was established. Revealed: the core of the flora is determined by the pine forest flora with the lowest number of species among the comparable pine forests. The core of the flora of the studied pine forests included 30.8% of the species of the general flora. An increase in the number of analyzed floras will bring accuracy to the determination of the floristic core. This will make it possible to form an understanding of the pine forest flora as a single floristic complex.

The variation of diazotrophs has been elusive in multiple SCS and WPO regions due to insufficient data. Therefore, the dynamics of diazotrophic composition and distribution were investigated in this study, based on high-throughput sequencing and quantitative PCR of the nifH gene. We found that Proteobacteria dominated the diazotrophic community in the river-impacted SCS and cyanobacteria and Proteobacteria were more abundant in the ocean-dominated SCS and WPO. The qPCR analysis showed that cyanobacterial Trichodesmium was abundant in the Pearl River plume and in the SCS basin influenced by the Kuroshio intrusion, and it also thrived in the subequatorial region of the WPO. Unicellular cyanobacteria UCYN-A were mainly detected in the river-impacted area, UCYN-B was abundant in the WPO, UCYN-C had a relatively high abundance in the ocean-dominated area, and a preponderance of γ-Proteobacteria γ-24774A11 was observed in the ocean-dominated SCS and pelagic WPO. Diazotrophic communities had significant distance–decay relationships, reflecting clear biogeographic patterns in the study area. The variations of diazotrophic community structure were well explained by dissolved inorganic nitrogen, dissolved inorganic phosphate by an eigenvector spatial variable PCNM1. These results provide further information to help determine the ecological mechanism of elusive diazotrophic communities in different ocean ecosystems.

In this article, specific features of high society distant country estates are studied on the example of Yamburgsky Uyezd, including their common and distinct characteristics regarding usual nobleman’s and high society’s country estates, located in nearest territories. Objects of this type in other regions and abroad existed in much smaller numbers, which indicates their characteristic belonging to the St. Petersburg agglomeration. It describes methodology of research, which is based on studying of archives, bibliographical, cartographic resources and natural survey with following systematization of results. It shows analysis of landscape and geographical specificity allocation, density of country dispersion, historical and architectural planning parameters of complexes. Average indicators of areas of personal estates, their way of life and variants of functional stuffing are revealed. For the particular example, the following country estates are studied – Preobrazhenskaya, Pustomerzha and Bereznyaki. Actuality of this article is stipulated by the problems of rapid loosing large complexes of country estates, difficulties of adaptation for using in present reality due to extended territory, huge amount of buildings for variable functionality and the significant distance from Saint Petersburg. As a result of the study, the features of distant estates of the highest nobility are identified, which determine their uniqueness and are necessary for further work on creating proposals for their preservation and adaptation, for possible integration into the tourist infrastructure

Sternal cleft is a rare congenital abnormality that results from incomplete fusion of the two lateral mesodermal sternal bars. It is generally accepted that primary repair in the neonatal period is the best treatment option. However, significant distance between the sternal bars can be challenging because of cardiac compression. The aim. We report a case of a 7-day-old neonate with a subtotal sternal cleft successfully managed by direct closure. Material and methods. A full-term male neonate weighing 3 kg was referred to our clinic for evaluation of a chest wall defect. The chest X-ray and computed tomography were performed to evaluate the malformation. Results. Surgery was performed at the age of 7 days. Postoperative period was uneventful. The patient was discharged on the postoperative day 21. The first postoperative checkup after 3 months showed satisfactory cosmetic results and normal respiratory movements. Conclusion. Despite the significant diastasis between sternal bars, primary direct closure of the sternal cleft can be safely performed in neonates.

Abstract Microstate geometries in string theory replace the black-hole horizon with a smooth geometric “cap” at the horizon scale. In geometries constructed using superstratum technology, this cap has the somewhat surprising property that induces very large tidal deformations on infalling observers that are far away from it. We find that this large-distance amplification of the tidal effects is also present in horizonless microstate geometries constructed as bubbling solutions, but can be tamed by suitably arranging the bubbles to reduce the strength of some of the gravitational multipole moments. However, despite this taming, these tidal effects still become large at a significant distance from the microstructure. This result suggests that an observer will not fall unharmed into the structure replacing the black hole horizon.
