The 2011 Great East Japan earthquake has shown all too clearly that disaster management and mitigation measures seen from the viewpoint of protecting society are not sufficient for addressing a national crisis such as the projected Nankai Trough earthquake or Tokyo inland earthquake whose damage is expected to exceed the present estimated damage. Our study explores the weakness against disasters in how modern Japanese society uses “reverse thinking” in which investigates studying how large-scale disasters may adversely affect society and increase damage effectively. This process profiles the worst disaster scenarios that could conceivably lead to a national crisis. Classifying these worst scenarios, we suggest policies to the problems that are common to many scenarios, and we present action plans for individual problems. First, we conduct workshops for identifying damage magnification factors and evaluating their importance under the categories of human damage, property damage, and damage to social functions, unifying the awareness of research organization. Second, we have researchers on 1) mortality, 2) tsunami inundation, 3) liquefaction, 4) capital function, 5) evacuation, 6) required assistance, 7) lifelines, 8) high buildings, 9) information networks, 10) government systems, and 11) economic systems analyze damage magnification conditions due to hazard, vulnerability and measure aspects. Third, we sort potential final consequences and separate them based on commonality, and propose new policies and concrete action plans for preventing the occurrence of worst-case scenarios. This research is expected to give new paradigms in disaster management science and new ways of policy making and action planning that will minimize the undesirable consequences of catastrophic earthquake and tsunami and yield new knowledge on disaster processes and damage magnification scenarios. Most importantly, we conclude that it is necessary to have a new Japanese governmental organization, such as a Ministry of Disaster Resilience or a Disaster Resilience Management Agency, handle these national crises.

Purpose – The purpose of this paper is to present a concept of informational capital to explain the interplay between social capital and information technology in community-based disaster management. It aims to discuss the role and formation of informational capital in community disaster resilience. Design/methodology/approach – Based on an exploratory case study focusing on the 2010 eruption of Merapi volcano in Central Java, Indonesia, the paper seeks to analyse the emergence of disaster response fully organized by grassroots groups in Yogyakarta. In advancing the concept of informational capital, this paper analyses how the grassroots groups were able to mobilize resources for disaster mitigation, through which social capital became the foundation of community-based disaster response and recovery. Furthermore, the mobilization of social capital was significantly enhanced by mutual interactions facilitated by the use of information technology. This is evident in the role of Jalin Merapi, a web-based organization formed to respond to the crisis after the volcano eruption. Findings – The concept of informational capital revolves around the ways in which social capital and information act as crucial assets when a disaster strikes. Through informational capital, strong community bonds and ties are transformed into organized information that effectively facilitates collective action to face the emergency crisis. Originality/value – This paper presents a new concept of informational capital and highlights its key role in facilitating disaster management processes and contribution to community disaster resilience.

This article will address the disaster resilience village (DRV) approach as a disaster preparedness method in Indonesia. This scheme became operational in 2012, exactly 5 years after disaster management legislation was passed in 2007. This DRV strategy is a component of the central government’s decentralisation of disaster management to local governments. Using a method of doctrinal legal review, this study argues that the DRV approach to disaster preparedness at the village level is inefficient. That is because the village apparatus is the central player in this DRV, but residents of disaster-prone areas are regarded as an afterthought when it comes to disaster management. Consequently, efforts to strengthen emergency preparedness for residents in disaster-prone areas will be harmed. As a result, it is unsurprising that whenever a disaster occurs in Indonesia, the death toll and damage to property remain high. This is because people who live in disaster-prone areas lack a framework for transforming knowledge and scientific experience with disasters. In addition, this DRV strategy opposes previous disaster experts’ community-based and transformative approaches. However, direct field research on communities living in disaster-prone areas is needed to obtain empirical evidence of the DRV approach’s shortcomings.

Purpose This study aims to evaluate the coastal disaster resilience and the disaster management framework of Sri Lanka, by conducting a case study in a few coastal areas in the district of Matara which were majorly affected in 2004 by the Indian Ocean Tsunami. Although it has been 15 years since the disaster struck the country, Sri Lanka is still struggling in building back better. This reveals the need to strengthen the action plan toward coastal disaster management by identifying the barriers and challenges that still exist in policies and frameworks, the use of technology in evacuation planning, implementation of evacuation plans and capacity building of the community. Design/methodology/approach This study was conducted through structured and in-depth interviews among the general public and government officials targeting the eventual outcome as to ascertain barriers incorporated with the disaster management framework and then possible improvements to the framework were identified and suggested. Findings The findings showed that the practice of an administrative-oriented disaster management framework was a key element in creating a welfare-oriented community that is still building back better in Matara, which was one of the worst affected cities in the country during the 2004 Tsunami. Originality/value This paper facilitates resilience development by identifying the overall development of the system after 2004. The required modifications needed to strengthen the system have thereby been identified through the developed output which was produced by analyzing the barriers and challenges.

In recent years, building resilient communities to disasters has become one of the core objectives in the field of disaster management globally. Despite being frequently targeted and severely impacted by disasters, the geographical extent in studying disaster resilience of the coastal communities of the United States (US) has been limited. In this study, we developed a composite community disaster resilience index (CCDRI) for the coastal communities of the conterminous US that considers different dimensions of disaster resilience. The resilience variables used to construct the CCDRI were justified by examining their influence on disaster losses using ordinary least squares (OLS) and geographically weighted regression (GWR) models. Results suggest that the CCDRI score ranges from −12.73 (least resilient) to 8.69 (most resilient), and northeastern communities are comparatively more resilient than southeastern communities in the study area. Additionally, resilience components used in this study have statistically significant impact on minimizing disaster losses. The GWR model performs much better in explaining the variances while regressing the disaster property damage against the resilience components (explains 72% variance) than the OLS (explains 32% variance) suggesting that spatial variations of resilience components should be accounted for an effective disaster management program. Moreover, findings from this study could provide local emergency managers and decision-makers with unique insights for enhancing overall community resilience to disasters and minimizing disaster impacts in the study area.

Social media and crowdsourcing (SMCS) are increasingly proving useful for addressing the effects of natural and human-made hazards. SMCS allow different stakeholders to share crucial information during disaster management processes and to strengthen community resilience through engagement and collaboration. To harvest these opportunities there is a need for better knowledge on SMCS for diverse disaster scenarios. These challenges are being addressed within the LINKS Horizon 2020 project. The project aims at strengthening societal resilience by producing advanced learning on the use of SMCS in disasters. This is done through an in-depth study across three knowledge domains (disaster risk perception and vulnerability, disaster management processes, disaster community technologies), the establishment of an interactive Framework, and an online platform in which a community of relevant stakeholders can learn and share knowledge and experiences. This paper provides an overview of the project objectives and approaches and a summary of the initial results.

The 2011 Great East Japan Earthquake and Tsunami disaster taught us many lessons. Many new findings, insights, and suggestions have been made and implemented in damage determination and in disaster observation, sensing, and simulation. The challenges in terms of mitigating damage from future catastrophic natural disasters, such as the expected Metropolitan Tokyo Earthquake and Nankai Trough Earthquake and Tsunami, are how we share the visions of the possible impacts and prepare to mitigate loss and damage, how we enhance society’s disaster resilience and the ability of society and social systems to prepare well, how we respond promptly and effectively to natural disasters, and how we apply lessons learned to future disaster management. In recent years, a huge amount of information known as “disaster big data,” including data related to the dynamic movement of a large number of people, vehicles, and goods as IoT, has been obtained to understand how our society responds to natural disasters, both inside and outside the affected areas. The key question is how to utilize disaster big data to enhance disaster resilience. Researchers with various areas of expertise are working together in a collaborative project called JST CREST: “Establishing the Most Advanced Disaster Reduction Management System by Fusion of Real-Time Disaster Simulation and Big Data Assimilation.” The project aims to identify possible disaster scenarios caused by earthquakes and tsunamis that occur and progress in a chained or compound manner, as well as to create new technologies to lead responses and disaster mitigation measures that help societies recover from disasters. Since 2016, we have published three special issues entitled “Disaster and Big Data,” and now we will publish a fourth one which includes 10 research papers and 1 report. These aim to share the recent progress of the project as a sequel to Part 3, published in March 2018. As a guest editor of this issue, I would like to express our deep gratitude for the insightful comments and suggestions made by the reviewers and members of the editorial committee. It is my hope that the fruits of everyone’s efforts and outcomes will be utilized in disaster management efforts to mitigate damage and losses from future catastrophic disasters.
