A complex of tasks that can be solved using mathematical models of the dependence of consumed energy resources on influencing factors are considered in the article. The main type of model for industrial consumers with a simple relationship between energy and technology, is the one-factor model “consumed energy resource-volume of output”. For industrial consumers with a complex relationship between energy and technology, the mathematical model of the dependence of energy resources on technology is determined by several factors. Methods for assessing the current state of energy efficiency, as well as predicting it for the future in the context of the introduction of energy saving measures and changes in the production program were proposed.

The substantiation of the implementation of a lighting control system in classrooms was carried out on the basis of modelling scenes of natural, artificial and combined lighting of classrooms at different times of the day and the year, in two specialized programs: DIALux and Relux. It is shown that with combined lighting there is a significant unevenness of illumination on the calculated surface of the desks, which negatively affects the physical and psychological state of students. It has been established that the most effective solution to this problem is the installation of lamps with smooth control function, light and presence sensors. Examples of sensor placement in Relux are given, providing three-zone regulation of luminous flux from each of the rows of lighting devices (LD) in the classroom. It is the arrangement that allows us to maintain the level and uniformity of illumination with combined lighting and will significantly save energy. The current state analysis of the Russian market of LD recommended by manufacturers for classroom lighting is carried out, their characteristics are considered and compliance with the current energy efficiency requirements is assessed. Conclusions and forecasts are made. They are connected with the further development of LED lighting equipment for classroom lighting. The mentioned conclusions are based on the necessity for constant improvement of the modern nomenclature of LD view of their energy efficiency and competitiveness.

The current state of environmental safety in Russia is described in the article. It is shown that the regulatory documents related to environmental safety are not fully harmonized. The article analyzes the results of social surveys of the population, reflecting the importance of the environmental situation in their places of residence. The shortcomings in the implementation of economic and institutional policies affecting environmental safety are considered. Based on the current environmental situation, the goal and priorities in the field of environmental safety are formulated. It is proposed to improve the legislation in the field of environmental protection and environmental management, taking into account the support for the development of environmentally friendly technologies and products. The economic stimulation of environmental safety, including the rationale for the use of ecological and economic criteria for economic decisionmaking is considered. The ways of creating the industry of utilization of harmful waste taking into account the union of the enterprises for production of the equipment for waste processing, the enterprises for waste processing and also the subjects applying waste and products of their processing as raw materials in technological processes are offered. The article considers the ways of increasing the energy efficiency of buildings and the impact of this increase on environmental safety, including the rationale for improving the energy efficiency of buildings by reducing the need for electricity and heat. The organizational measures of ecologically safe “green” economic growth are proposed taking into account the analysis of the best foreign practices. It is shown that the success of “green” growth in South Korea is due, in particular, to the political will of the country's leadership. It is proved that progressive provision of ecological safety is possible only on the way of system transformations in ecological and economic development of Russia.

The structure of the facilities under construction must be designed to be energy efficient. The contribution of each residential or business, production and storage facility must be viewed in the context of energy savings and transformation through a centralized system. Renewable energy sources (RES) make a significant contribution to energy efficiency in buildings, which can be combined with each other and through huge transformations from thermal to electricity, achieve huge savings. in addition to savings and efficiency, RES also affect the construction of facilities that fit into the living space and compensate for the modalities of heating-cooling-transformation-storage-sale of excess energy The paper analyzes the current state of licensing, design and construction of facilities, as well as the issuance of use permits with reference to the installation of "green" materials and the creation of an appropriate atmosphere that supports renew-able energy sources and energy efficiency.

The article considers the current state of construction of enclosing walls with facade systems for southern latitudes with a hot climate, taking into account the thermal air envelope formed at the walls of buildings of different orientations under the condition of facade insolation. The influence of the total temperature on the external enclosing structure of buildings, depending on their orientation and the conditions of insolation, is determined. The significance of the external walls of buildings under different conditions of facade insolation in the regulation of the heat-wind regime of the wall microclimatic layer of the air and the room is revealed. The list of facade systems for improving the ventilation of the wall layer of air, premises and the territory adjacent to the building, which are of crucial importance in ensuring the microclimatic comfort of the indoor environment in the problem of improving the energy efficiency of buildings, is formulated.
