The interest in the problems of the personality of juvenile offenders is primarily explained by the number of offenses and crimes committed by minors. At the same time, particularly dangerous crimes take place in the structure of crimes, such as. Like murder, rape, robbery, vandalism and others. In this regard, special attention is required to study the personality of the offender, those features and properties that contribute to the commission of such crimes, as well as the nature of the interaction of this person with the micro and macro environment. The article analyzes the socio-psychological personality traits of a minor offender, regardless of the type of offense. Despite the differences in the motives and methods of committing various offenses, they are primarily characterized by 1) the antisocial orientation of the individual; 2) the resulting ability to a certain aggressive / illegal / criminal action in relation to a particular object; 3) the presence of an appropriate environmental situation.

The article is devoted to the problems of disturbed lands that are part of urban territories, the need for reclamation and the creation of recreational spaces based on them. There are a large number of quarries on the territory of the Belgorod region, many of which are no longer functioning and they need to be transformed. The work in this direction entails an improvement in the environmental situation, increases the quality of the urban environment and makes these objects attractive for investment. The authors consider the main factors affecting the reclamation of the territory, analyze the types of soil and identify the relationship of geodesy with the architectural component of reclamation, present foreign and domestic experience in solving problems related to disturbed lands, comply a table of the main quarries of the Belgorod region in order to identify features characteristic of this region. As a result of the research, proposals and methods are put forward, taking into account regional peculiarities, for the reclamation of a chalk quarry in order to create a recreational space and then integrate it into the forest park framework in Belgorod, which will lead to an improvement in the environmental situation and aesthetic perception of the city as a whole.

The data on ground concentrations of aerosols and small gas components (particulate matter PM2.5 and sulfur dioxide NO2) were compared with remote sensing data obtained over the territory of Krasnoyarsk from June to August 2020. We use the air monitoring system of the Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences (KSC SB RAS) to determine the concentration of PM2.5. NO2 concentrations were taken according to the data of the State departmental information and analytical system of the Ministry of Ecology of the region. It is shown that the remote sensing data of the MODIS MAIAC algorithm with a spatial resolution of 1 km can be used to determine the concentration of PM2.5 as an addition to the data obtained by the ground-based air monitoring system of the KSC SB RAS. The MAIAC data were calculated using two different models and are given to the measurement system used in the KSC SB RAS monitoring network. A high coefficient of determination between satellite and ground monitoring data was obtained. Determination coefficients were also obtained for NO2, showing how applicable the remote sensing data are for assessing the environmental situation in Krasnoyarsk.

Abstract The work is devoted to the study of the use of business models of financial outsourcing in the institutional support of sustainable development. It is shown that a significant role in the sustainable development of the economy and environmental management can belong to clients of financial outsourcing services - small and medium-sized businesses (SMEs). The paper proposes to include an outsourcing company of financial outsourcing services in the infrastructure for supporting sustainable economic development of united territorial communities (UTC), which will increase the volume of revenues to the local budget and provide additional financing for SMEs, incl. whose activities are aimed at improving the environmental situation. A methodology for monitoring the revenue side of local budgets has been developed by processing monthly data “Openbudget” and “Opendata” by methods of predictive analytics. The proposed methodology has been tested on the example of the budget of Mariupol (Ukraine), as a city with a poor environmental situation, in which monitoring of the local budget will reveal additional sources of financing for the activities of SMEs - clients of financial outsourcing services aimed at improving the environment, as well as ensuring sustainable development of the economy of the territories and the country.

The article is devoted to the substantiation of the need to implement a special program of radiation-hygienic support of work with nitride fuel for fast neutron reactors. It is shown that at the current pace of implementation of the project direction "Breakthrough", in conditions when achievements in scientific research lead to a revision of design and technological solutions, it is possible to manage radiation and hygiene support only in a mode that provides a quick response to changes in the real production and environmental situation.

This article discusses the following issues: justification of the feasibility of intra-city railway communication on the example of St. Petersburg, creation of a basic algorithm for commissioning this project for this purpose, the analysis of existing methods used for the introduction of new types of transport was carried out, the main advantages and disadvantages of railway communication are given, the basic algorithm for the introduction of intra-city railway communication is given, the possibility of implementing the project in St. Petersburg is considered. The commissioning of the intra-city railway network allows: to reconsider the issue of the development of the transport network of the agglomeration, promotes the development of an off-street mode of transport that can compete with the metro, redistribute passenger flows coming from the Leningrad region and the suburbs of St. Petersburg, improve the environmental situation in the region by reducing congestion at the entrance to the city by transferring to the intra-city railway communication, which will also reduce the travel time of all traffic participants.
