The expansion of Brazilian higher education institutions (HEIs) organized in multicampi structures brought a significant complexity to the academic and administrative management. In this context, environmental management strategies become quite relevant, especially when considering the low effectiveness of the Brazilian Labeling Program (BLP) for the classification of buildings in practice. The main objective of the present paper is to evaluate the BLP efficacy as applied to HEI buildings, aiming to develop a new environmental labeling model for multicampi HEIs. For this purpose, the BLP was applied to the labeling of Instituto Federal de Educação, Ciência e Tecnologia do Piauí (IFPI), employing data obtained from electricity bills between 2016 and 2018. The energy diagnosis was performed considering distinct indicators,performance indexes, levels and rankings of relative energy efficiency, from which energy efficiency labels could be developed. The results allow the verification of the low efficiency of the BLP, especially in the environmental labeling of HEIs. From the detailed analysis of bills, it is possible to develop environmental labels inspired by the BLP, resulting in a different approach. A novel type-II environmental labeling methodology is then introduced based on the breakdown of electricity bills and statistical methods.

The current challenges for enterprises are heavily linked to resource and energy efficiency, a result of political guidelines and the overall consciousness for environmental issues in society. Thus, the impact of energy efficiency on factory planning and production planning is of undeniable importance. Adequate consumption information utilising various depiction methods has become a necessity in this respect. Yet, only few works provide information on the efficiency of energy data acquisition methods. This paper proposes a methodological framework for defining an efficient procedure for energy data acquisition in accordance with the depiction or prognosis method. A preliminary literature review indicates the variety of methods for energy data depiction and prognosis. The classification of these methods regarding planning state and planning levels leads to the estimation of relevant input data. Based on the fundamental investigation of necessary input data the decision approach is developed with a general heuristic decision model and incorporates the Analytic Hierarchy Process for quantification and solution of the overall decision problem. Therefore the integration of multiple decision criteria enables the consideration of different quantitative and qualitative influences. As a result the whole approach supports the collaborative identification of means for energy data acquisition and is applicable in several circumstances where energy data needs to be gathered efficiently. The decision procedures exemplary application has shown the general proficiency of the approach and that excessive data acquisition which contradicts efficiency is avoidable.

The analysis of scientific and practical approaches concerning the identification and classification of stakeholders, the definition of centers of influence on projects were carried out. It has been shown that there is insufficient attention paid to the aspects of proactive interaction with the stakeholders in the project management, the specificity of the projects for the ensuring of municipal energy efficiency is not taken into account. This article proposes to introduce the concept of the proactivity basis, identify the role of stakeholders of the municipal energy efficiency projects and the strength of their influence on the adoption of management decisions. The model of stakeholders of such projects is suggested taking into account the proactive influence on them. The model identifies stakeholders, their roles in municipal energy efficiency projects, and proposes appropriate proactive basis. The principles of proactive communication of the project of ensuring the municipal energy efficiency projects with stakeholders are formulated: the principle of common values, the principle of priority, the principle of continuous monitoring, the principle of feedback effectiveness, and the principle of strategic partnership. The method of proactive communication of the project management system is also developed, which will allow for proactive management of projects to ensure municipal energy efficiency.

Implementation of EU directives has forced EU member countries to revise the building regulations related energy efficiency. The 2017 revision of the building codes is due to the requirement set in the EPBD 2010 for all new buildings to be nearly zero buildings by 2020. The Finnish Ministry of the Environment (in charge of building regulations) invited FINVAC Federation of Finnish HVAC Associations to revise the guidelines values of ventilation rates as part of the nearly zero energy building regulations. At the same time, the Finnish Society of Indoor Air Quality and Climate updated its voluntary Classification of Indoor Environment. Several methods were used in the study to collect information and develop the new guideline values. European studies, such as HEALTHVENT, and relevant CEN standards were taken into consideration in drafting the design ventilation rates. Existing legislation on housing conditions gave the minimum levels and, finally, the recommended values were defined using expert interviews, workshops and public review process. Earlier studies had indicated that earlier design ventilation rates were too high for small apartments. Ventilation rates were considered too low for homes of elderly people and residential kitchen hoods, and some larger apartments. Furthermore, the balance of outdoor and exhaust air flows needed revision due to the improved tightness of the building envelope. Energy efficiency and avoidance of draught and noise were also taken into account. This paper presents the numeric values of the ventilation rates in the new building regulations and the design guidelines supporting them.

Der Beitrag stellt eine neue Bewertungsmethode zur Priorisierung rationeller Energieeffizienzmaßnahmen in der Galvanik vor. Ziel ist eine optimale Einführung und Steuerung von Energieeffizienzmaßnahmen. Nach der Einordnung von Energiebedarfen in der Galvanik werden allgemeine Methoden zur Identifikation von Energieeffizienzpotenzialen beschrieben. Darauf basierend wird eine neue Bewertungsmethode präsentiert, gefolgt von der Quantifizierung ausgewählter Energieeffizienzmaßnahmen.   This paper presents a new method of evaluation for prioritizing rational energy efficiency measures in electroplating. The aim is to optimally introduce and control energy efficiency measures. After the classification of energy requirements in electroplating, general methods for the identification of energy efficiency potentials are described. Based on this, a new evaluation method was developed, followed by the quantification of selected energy efficiency measures.
