The decisions taken in rehabilitation planning for the urban water networks will have a long lasting impact on the functionality and quality of future services provided by urban infrastructure. These decisions can be assisted by different approaches ranging from linear depreciation for estimating the economic value of the network over using a deterioration model to assess the probability of failure or the technical service life to sophisticated multi-criteria decision support systems. Subsequently, the aim of this paper is to compare five available multi-criteria decision-making (MCDM) methods (ELECTRE, AHP, WSM, TOPSIS, and PROMETHEE) for the application in an integrated rehabilitation management scheme for a real world case study and analyze them with respect to their suitability to be used in integrated asset management of water systems. The results of the different methods are not equal. This occurs because the chosen score scales, weights and the resulting distributions of the scores within the criteria do not have the same impact on all the methods. Independently of the method used, the decision maker must be familiar with its strengths but also weaknesses. Therefore, in some cases, it would be rational to use one of the simplest methods. However, to check for consistency and increase the reliability of the results, the application of several methods is encouraged.

Flash flooding is one of the most severe natural hazards and commonly occurs in mountainous and hilly areas. Due to the rapid onset of flash floods, early warnings are critical for disaster mitigation and adaptation. In this paper, a flash flood warning scheme is proposed based on hydrodynamic modelling and critical rainfall. Hydrodynamic modelling considers different rainfall and initial soil moisture conditions. The critical rainfall is calculated from the critical hazard, which is based on the flood flow depth and velocity. After the critical rainfall is calculated for each cell in the catchment, a critical rainfall database is built for flash flood warning. Finally, a case study is presented to show the operating procedure of the new flash flood warning scheme.

AbstractThe Income Stabilization Tool, a risk management scheme introduced within the Common Agricultural Policy (CAP) 2014–2020, could help European Union farmers manage the income risks they face. This study assesses the potential impact of implementing this tool through the maximum level of contribution to the fund which determines an indifference to participate in the fund and its financial sustainability. The study relies on an expected utility approach and assesses the variability of loss ratios over time using a sample of Italian hazelnut farms as a case study. The participation depends on the level of farmers' contributions and their degree of risk aversion. However, the CAP public support makes the scheme financially sustainable.

Network management in Delay/Disruption Tolerant Networks (DTNs) is an active research topic and covers topics such as system architecture, roles of actors, and management protocol. The existing solutions either expect a flat management hierarchy or do not address the hierarchical structure used in management. However, in many real-world DTN use cases, particularly in emergency and military contexts, the actors using the DTN system are a part of an organizational or operational hierarchy, and the network design and topology follow the hierarchical structure. This paper introduces a DTN management scheme that is based on that hierarchy. The paper presents a node categorization that is based on the hierarchy, the characteristics of the hierarchical management, roles and responsibilities of the managed and managing nodes in the hierarchy, and the related concept of management responsibility stack. Further, the paper discusses the characteristics of the messaging and configurability of the nodes in a hierarchical network, and introduces a problem called DTN management trilemma. The paper also presents a use case where the concepts of this paper are applied to network management of a hierarchical organization in a reference scenario, and the performance of the hierarchical management methods is compared to an equivalent nonhierarchical solution.

In order to increase value and reduce environmental loads and resource consumption over the entire product life cycle, a designer should design a product life cycle as well as a product in an integrated manner. In order to support such integrated life cycle design, we are currently developing Life Cycle CAD (LC-CAD) system. Indispensable requirements for LC-CAD system include the following three points: (1) Representing a product and its life cycle in an integrated manner, (2) Managing the consistency of the relationship between a product and its life cycle, and (3) Life cycle evaluation by using the information of a product and its life cycle. This paper focuses on the function (1) and (2), and proposes a method of consistency management between a product and its life cycle. For this purpose, this paper proposes a method for representing a product and its life cycle with defining the relationship between these two models. Then, this paper proposes a management scheme for the consistency of the relationship. We developed a prototype systemand applied it to design of Liquid Cristal Display (LCD) TV as a case study. The result indicates that the relationship between a product and its life cycle is successfully represented and managed, and that a designer can design them in an integrated manner.
