Abstract The paper focuses on the links between sustainability and urbanism with a focus on the environment. In order to achieve the sustainability of cities, it is necessary to monitor the balance between economic, social and environmental interests, and urbanization is closely linked to this. Urbanism with a focus on the environment or ecological urbanism is a type that focuses on projects in ecological aspects, such as humidification, temperature reduction in the city, energy buildings, planting, urban surfaces, etc. Sustainability of cities is also one of the topics of the United Nations which generally addresses Sustainable Development Goals. In order to achieve the goal of sustainable cities, it is necessary to ensure access to trouble-free and affordable housing and services for all citizens by 2030. This development program is set for the time period 2015-2030. As far as the city is concerned, this in itself fundamentally affects the quality of the surrounding environment, especially interventions in undeveloped areas, land use and city administration. Spatial urban development is also focused in detail on searching and regeneration of unused areas which can have a negative impact in the form of slower growth or decline. The newly emerging BIM method, which demonstrably streamlines the management and development of cities, can also contribute to overall sustainability which further leads to the concept of smart cities. It is a concept of smart cities of urban development that moves to the sectors of management, energy, environment, infrastructure and population in an effort to streamline the management and development of cities using new methods. The result of the work is to show cities as the powerful player in reducing of greenhouse gas emissions which can help to build more liveable environment. Cities are not the biggest problem but the biggest opportunity for change.

This chapter is devoted to the study of the role of ecological subsystem in the structure of the sustainable development program of smart city. The author suggests the logic of building the environmental strategy of the city as a long-term landmark of its sustainable development including the environmental mission, vision of the future, goals and priorities, programs and their implementation, target indicators for assessing results, and consequences of realization programs. Certain attention is paid to the city as an object of research with a focus on environmental problems. The characteristics of the factors affecting the development of the ecological situation in the city are shown. A system of criteria and indicators that can be used to assess the impact of the planned environmental activities is proposed.

This chapter examines efforts by constitutionally voiceless cities and mayors to expand cities’ quasi-constitutional powers through urban citizenship schemes or, more frequently, through international networking and collaboration based on notions such as “the right to the city,” “sustainable cities,” “solidarity cities,” and “human rights cities.” For the most part, such initiatives have a socially progressive undercurrent to them. They address policy areas such as air quality and energy efficient construction, “smart cities,” affordable housing, enhanced community representation, or accommodating policies toward refugees and asylum seekers. Such experimentation with city self-emancipation is increasing in popularity and possesses significant potential in policy areas not directly addressed or hermetically foreclosed by statist constitutional law.

This paper presents the conceptualisation of the City Data Plan, a data governance policy instrument intended to connect the production and use of urban data in a comprehensive and evolutive long-term strategy aligned with city development goals. The concept of the City Data Plan had been elaborated by taking into account current issues related to privacy and manipulation of data in smart city. The methodological approach adopted to define the nature of a City Data Plan is grounded on the conceptual and empirical parallelism with corporate data governance plans and general urban plans, respectively aimed to regulate decision-making powers and actions on data in enterprise contexts, and the interests of local stakeholders in the access and use of urban resources. The result of this analytic process is the formulation of the outline of a City Data Plan as a data governance policy instrument to support the iterative negotiation between the instances of data producers and data users for instantiating shared smart city visions. The conceptualisation of the City Data Plan includes a description of the multi-stakeholder organisational structures for the city data governance, cooperation protocols and decision areas, responsibilities assignments, components of the plan and its implementation mechanisms.

The article deals with the priorities and dynamics of the Canada urban development and describes the sustainable cities evolution. The purpose of the work is to compare the main achievements in the implementation of sustainable cities in Canada and to outline the problems and prospects of the formation of smart cities. To date smart cities is also an innovative system, where technologies are used to improve the relationship between citizens and their governments and provide social innovation and improve quality of life. A sustainable and smart cities is a place where citizens work with local authorities to improve service delivery, develop community initiatives and create solutions to improve quality of life. In this context, it is important to analyze the current policy of sustainable urban development in Canada in order to identify problem points and formulate recommendations for further de-velopment.

To counterbalance the stakes of globalization and generalized competition, territories are compelled to build and manage their territorial attractiveness which is, often, driven by a comparative or even a differentiating advantage. Aware of these issues, the actors of the city of Rabat have undertaken territorialized actions. Indeed, the built fabric of this city is included in the UNESCO World Heritage List. In addition, the city has adopted an integrated urban development program. This article aims to examine the reconciliation between the heritage status of the city and the urban projects undertaken within the framework of this program. The analysis is based on a documentary study.

<p><strong>Abstract.</strong> By 2050, almost 66 per cent of the world’s population will live in urban areas. While the urban settlements provide better living opportunities for people, they are also tremendously exhausting natural resources. Thus, as one of the 17 sustainable development goals, “sustainable cities and communities” is promoted by the United Nations. Over the course of the last 70 years, Turkey has experienced one of the most significant urbanization experiences in the world. Recently, cities accommodate over 75 percent of the country’s population. Furthermore, they are prone to high disaster risks due to their dense population and construction in Turkey. Of note, the two perilous earthquakes in 1999 (Izmit &amp;amp; Duzce), provided Turkey significant experiences. They gave rise to reviewing the entire disaster mitigation system. Nevertheless, the earthquake in the City of Van (24.10.2011) revealed some deficiencies in the process of implementing disaster mitigation measures. To remedy these deficiencies, the Ministry of Environment and Urbanization (MoEU) prepared a new law on “Transformation of Areas under the Disaster Risks” (Law No. 6306). The law sets out principles and standards of disaster mitigation and process and procedures with respect to areas prone to disaster risks as well as buildings at risks in and out of disaster prone areas. In this paper, the aforementioned experience of Turkey will be reviewed in terms of sustainable cities and communities goal. Furthermore, the relevant implementations will be reviewed with a view to creating better solutions as well as decreasing undesired consequences such as compulsory displacement of people and degradation of urban environment.</p>

Smart Cities have grown in prominence due to advancement in ICT and the new paradigm of sustainable city management and development. Whilst many authors have proposed guidelines and framework for Smart City implementation, less attention has been given to the assessment of Smart City performance. The mainstream Smart City assessment framework generally entails the quantitative assessment of factors, elements and initiatives categorised under the Smart City dimensions. However, this approach is problematic and impractical because it requires a large amount of different baseline data that is often at times unavailable due to various reasons. This paper describes an alternative framework for smart city assessment, one that is based on the modification of Giffmger’s to make it amenable to leaner data. The proposed assessment framework was adopted to assess the smart city performances of Seoul, Singapore, and Iskandar Malaysia which were then compared. With the use of the framework for the performance assessment, the city that has performed better than the others is able to be identified.

Urban development and land release policies in the city fringes are criticised because they often fail to achieve their objectives such as providing affordable housing for low to moderate-income groups as well as provision of infrastructure and transportation. From a Marxian point of view, urban development plans fail because of the inherent contradictions of capital, and consequently, maximisation of surplus-value becomes the main objectives of land supply policies. In this paper, I draw on the Lacanian concept of drive and use the homology between Marxian surplus-value and Lacanian surplus-enjoyment to explain how the market rationality of neoliberalism (late-capitalism) deflects the desired objectives of urban development plans (UDPs); that is, the desire to provide affordable housing and urban services and infrastructure instead facilitates speculative activities on land in the suburban areas of a metropolis, such as Perth, Western Australia. In particular, the paper focuses on the neoliberal intuitional and financial dimensions of UDPs. In conclusion, I suggest how planners may deal with the pressure of the lack in the hegemonic discourse of neoliberalism in order to avoid the stuckness of the logic of drive materialised in the operation of planning institutions.

This chapter discusses the CUNY Youth Ambassador Program, an undergraduate mentorship and leadership development program with an emphasis on global sustainability that focuses on the United Nations Sustainable Development Goals, specifically Goal Number 4: Quality Education. The creation and development of this program is one way two educators at the City University of New York responded to the global call for action on quality education, by initiating a collaboration with UNESCO to seed a movement of informed youth undergraduate advocates active in education spaces. This chapter showcases the framework and components of the CUNY Youth Ambassador Program and the aforementioned collaboration, as well as the experience and impact on the undergraduate students involved in this initiative.

There are diverse ways and concepts to align the development of smart cities with the UN Sustainable Development Goals (SDGs). This chapter is concerned with ways of making sure that any smart city transformation is aligned in full or in part with the SDGs to achieve sustainability. It outlines fundamentals that affect any plan of smart city development. After discussing basic commitments of smart city sustainability, such as the Aalborg and other commitments, the chapter proceeds to distinguish between horizontal, vertical alignment, and blended alignment with SDGs. Emphasis is placed on two relevant SDGs: Goal 11 and Goal 17. An accelerated policy of action is suggested (Smart Rush). Finally, the chapter addresses the modalities of enhancing innovation and participation in smart sustainable cities.
