As scientific community as businessmen discuss the problem of cross-subsidization in the electric power industry. This problem has long remained relevant. The main topic of economic discussions is fairness and validity of the rules for the tariff formation in the electric power industry. The different tariffs allow reducing the financial burden of some consumers and shifting it to others. The aim of the issue is to develop the main vectors of solving problems and government regulation measures. They are expected to level the negative economic effects of cross-subsidization. The purpose of the study is revealed through solving the following problems: a) to determine the socio-economic nature of cross-subsidization and regulatory problems at the current stage of development; b) to study the experience of foreign countries in cross-subsidization policies; review public policy mechanisms related to cross-subsidization. The subject of the issue is economic relations between different economic participants and their interests arising in the process of cross-subsidization policy. The results of the issue are the development of the main directions of the transformation of the state regulation of the energy complex in terms of reducing the negative effects of cross-subsidies. The scope of application of the obtained results is determined by the possibilities of developing and implementing a balanced state policy that takes into account the interests of all participants in economic processes, eliminating the creation of social tension in society that supports the growth of the well-being of the population. The following general scientific and special methods were chosen as scientific tools for conducting this study: content analysis method, system analysis method, retrospective analysis method, statistical survey methods. The information base of the study was the analytical development of the materials of the Federal Antimonopoly Service, the Federal State Statistics Service, regulatory acts of the Russian Federation governing the development of the electric power complex. The basis of the presented study was the basic definitions of cross-subsidies, methods of reducing the negative consequences of cross-subsidies, principles and approaches of state regulation of the electric power complex.

In the midst of the effervescent discussions of climate change and setbacks in national environmental protection mechanisms, the Brazilian Amazon and its ichthyofauna are in the spotlight. Therefore, in this work we redescribe Hypostomus carinatus (Steindachner 1881), a little known medium-sized Amazonian species, providing means for its correct identification and taxonomic stabilization. In this way, based on the analysis of type specimens and recently collected material, H. carinatus is redescribed and its geographical distribution is expanded to the basins of the Branco, Japurá, Juruá, Solimões, Negro, Tapajós, Trombetas and Uatumã rivers. A lectotype of the Plecostomus carinatus is designated herein. Hypostomus carinatus is mainly distinguished from congeners by the presence of four to ten predorsal plates posteriorly surrounding parieto-supraoccipital bone; dark spots on body and fins; by having the dark spots smaller or almost equal to distance among each spot; body carenae armored with odontodes; and compressed head with eyes laterally positioned.

The application of lean construction theory in building green substation was discussed. The study on integration of design-build indicated that the electric power design institute as the general contractor should change the mode of only setting up one secondary organization to manage the engineering, and should improve the management system and change the producing idea. The study on the combination of the last planner system and building the substation indicated that the measures of arranging the work and setting the workload reasonably and enhancing the supply of important resources etc. could increase the Percent Plan Complete of building the substation. At last, the 4-saving and 1-environmental protection measures of green construction of substation were brought out.

Abstract One of the most essential tasks for a number of systems of the automatic controls in the autonomous electric power systems of the water transport is accurate calculation of variable harmonic components in the non-sinusoidal signal. In the autonomous electric power systems operating with full semiconductor capacity, the forms of line currents and voltages are greatly distorted, and generator devices generate voltage with inconsistent frequency, phase and amplitude. It makes calculation of harmonic composition of the distorted signals be a non-trivial task. The present paper provides a mathematical set for solution of the outlined problem including the realization in the discrete form. The simplicity and efficiency of the system proposed make possible to perform its practical realization with the help of cheap FPGA. The test of the developed system has been performed in the medium Matlab.
