The Common Security and Defense Policy

The European Union’s Common Security and Defence Policy (CSDP) is scarcely two decades old, yet a considerable and diverse body of literature has emerged during this time. CSDP can best be thought of as the functional crisis management end of the Common Foreign and Security Policy (CFSP), of which it is an integral part. It covers both the military and civilian aspects of crisis management, with the majority of overseas missions being civilian in nature. Yet, it is the growth of the military dimension that has spurred extensive debate about the nature of the EU’s actorness and whether it can still be thought of as a civilian power par excellence. Much of the research has been driven by the application of the main theoretical approaches in international relations to CSDP. The result is an extensive, but occasionally cacophonous, body of literature. Given the relative youth of CSDP there are inevitably gaps in the literature, especially the question of how CSDP relates to other policy fields in the external relations of the EU and whether the “D” in CSDP will remain indefinitely silent.

This chapter examines the European Union's foreign, security, and defence policies. It begins with a discussion of the intergovernmental Common Foreign and Security Policy (CFSP), established by virtue of the Maastricht Treaty, focusing in particular on the role of the member states and the EU institutions in the development of the policy. The forerunner to the CFSP was the European political cooperation. The chapter then considers the Common Security and Defence Policy (CSDP), created by the Lisbon Treaty, and the gradual militarization of the EU. It concludes with an analysis of the range of military and civilian CSDP missions that the EU has undertaken to date.

EU cooperation in foreign, security, and defence policy has developed rapidly since the launch of the Common Foreign and Security Policy (CFSP) in the early 1990s. The first section of this chapter charts the first steps towards a common policy in this area, including the development of the Common Security and Defence Policy (CSDP) and the gradual militarization of the EU. The chapter then reviews the key theoretical debates on the EU’s role as a foreign and security actor. The subsequent section analyses the main actors involved in the CFSP, focusing in particular on the role of the member states and EU institutions in the development of the policy. The next section of the chapter evaluates the range of military and civilian CSDP operations and missions that the EU has undertaken to date, before examining the key challenges that the EU faces in this area.

The external relations of the Union span a broad spectrum, from external competences in ‘Community’ areas to external aspects of internal ‘Community’ competences and the Common Foreign and Security Policy (CFSP), which includes the Common Security and Defence Policy (CSDP). There is an overarching institutional architecture governing the external relations of the Union, but at the same time, depending on whether the competence at issue falls within the CFSP or the non-CFSP policies, different institutions assume different roles. It is for this reason that, although Part III of this volume has already examined the institutional framework of the EU legal order as a whole, it is analytically necessary to revisit the institutional architecture of EU external relations in particular, before delving in the following chapters of this Part into specific issues relevant to the actions of the Union and its Member States abroad. The remainder of this introduction serves as a short overview of developments in the constitutional history of the Union that determined the current legal and political outlook of the EU external relations institutional architecture.

After the end of World War II leaders of the West European countries had realised the necessity to create new security frameworks, thus making the security of the continent the concern of the Europeans themselves. However, immediately after it had been formed the North Atlantic Alliance, as a trans-Atlantic defence shield against the danger from the "communist East", became the central security component in Europe. Just after the end of the Cold War and disappearance of the "danger from the East" the European leaders initiated the process of creation of the new European defence system. The system would be designed in such a way not to jeopardise the position of the NATO, improving at the same time the security and stability in the continent. In the first part of the article the author considers the course of European integration in the second half of the last century that proceeded through creation of institutions preceding the establishment of the European Union. During the period of creation of this specific form of action performed by the European states at the internal and international levels, the deficiency of integration in the military field was notable. In that regard, the author stresses the role of the Western European Union as an alliance for collective defence of West European countries. The second part of the paper discusses the shaping of the EU security component through the provisions on the Common Foreign and Security Policy, which are included in the EU agreements. The Maastricht Treaty defined the Common Foreign and Security Policy as an instrument to reach agreement by member states in the defence field. The Amsterdam Treaty confirmed the role of this mechanism expanding the authorities resulting from it. The Treaty of Nice supplements the existing mechanism by a new military and political structure that should help implement the decisions made by the European Union institutions in the military field. In the third part of the article, the author presents the facts concerning the establishment and internal organisation of the Eurocorps. The creation of this military formation took place in early 1990s and was initiated by the two states of "the old Europe" - Germany and France. The authors also emphasises that the establishment of this formation is the first step towards creation of the armed forces in Europe. The fourth part of the paper treats the Rapid Reaction Force that was established by the Helsinki Agreement (1999). It became operative in early 2003 and its basic aim is to prevent the outbreak of crises in the region and to improve stability in Europe. In spite of the opinions that the establishment of such a force is the skeleton for creation of the European armed forces, the author thinks that, at least in the near future, they will not be a rival to the NATO. In his opinion, their possible military missions will be carried out only when the alliance takes no interest in being engaged in them.


The task of building an effective security architecture facing the European Union is extremely important in that the approach to its solution will determine the nature of the relations between the countries in the region in the future. An analysis of the processes of building a common security and defense policy (EUSR) of the EU is impossible without addressing the interrelated problems: security in the EU with the European Union's place in the Euro-Atlantic processes and in the world at large. The development of the SPBO has a significant impact on all countries of Central and Eastern Europe, including Ukraine, which explains the relevance of its further study by national science. Until the scientific and legal literature has addressed the issue of forming and developing a common security and defense policy in the EU. In many ways, this is explained by the relatively short period of existence of the ESDC as a phenomenon, with the result that, in most cases, the study focused on considering the formation, rather than the functioning, of the ESDC mechanisms designed to prepare the EU component for further work. First of all, we are referring to studies on various aspects of the history and current activities of the European Union. In addition, the authors analyze the common issues of European security: from the problems of building security models for Europe to issues related to the activities of European regional military-political organizations on the security and interaction of European and US countries in the field of the common security and defense policy of the EU. Other authors have considered some aspects in the process of becoming an EU Security Council. However, the existing work does not allow for a holistic picture of the process of forming and developing a common foreign and security policy of the EU, in turn, the continued development of a common foreign and security policy of the EU necessitates the development of new aspects of identified issues and generalizations. In this article, the author focuses on highlighting the main stages of the EUSF formation and its importance for the effective functioning of the EU as a whole. There are four main stages in the development of the common security and defense policy: the first stage (1992-1997) is the signing of the Maastricht and Amsterdam Treaties; the second stage (1998-2002), when the EU declared its intention to form an ESDP in Saint-Malo (1998), as well as the decisions taken at the Cologne, Helsinki, Nice, Lachen summits; the third stage (since 2003), the Berlin Plus agreement was reached (March 2003). The Council of Europe adopted the first European Security Strategy (December 2003); and the final stage began with the entry into force of the Lisbon Treaty on 1 December 2009. Within this framework, the European Union is trying to adequately respond to some of the new challenges that emerge in the process of globalization, shaping European identity.

The article aims to explore the utility of Europeanisation as a concept to grasp the interactions between national and European levels. The article illustrates how the EU impacts on the national level of policy, polity and the politics of Member States and assesses how the role of nation states within the European political system has changed as a result. First, the existing definitions of Europeanisation are critically assessed, contextualised and delimited. Initially developed for communitised policy areas in the first pillar, Europeanisation is defined as an interactive, ongoing and mutually constitutive process of ‘Europeanising’ and ‘Europeanised’ countries, linking national and European levels. Defining Europeanisation as ‘domestic change’, the article then discusses mechanisms, objects and forms, as well as the criteria and conditions of change. The article subsequently seeks to clarify the validity of the Europeanisation concept in capturing the increasing interwovenness of national and European spheres in intergovernmental policy fields situated in the second pillar of the EU, that is, foreign and security policy. Inherent methodological challenges, mainly due to the deficient delimitation of Europeanisation and the intergovernmental character of this policy field are discussed as well as the particularities of its applicability in this unique policy area.

Article 17 TEU The common security and defence policy shall be an integral part of the common foreign and security policy. It shall provide the Union with an operational capacity drawing on civilian and military assets. The Union may use them on missions outside the Union for peace-keeping, conflict prevention and strengthening international security in accordance with the principles of the United Nations Charter. The performance of these tasks shall be undertaken using capabilities provided by the Member States.

The 1999 Kosovo crisis has forced the European Union to finally give concrete form to its ambitions in the sphere of the common foreign and security policy. At a time when agreement on defence issues seems out of reach, the member states' focus is on the development of a crisis management capability. It is argued that when the Union's diplomatic structures are complemented with military and civilian crisis response tools, much needed balance will be given to the Union's persona as an economic giant and a political dwarf. The article includes a number of measures which should be taken with a view to reinforcing and extending the Union's external role in this field.

It considers the broad contours of the EU policy-making process and relevant analytical approaches for understanding that process.
