Gendering Institutional Change

Many institutionalist scholars—historical institutionalists in particular—have recognized for some time that our understanding of institutional change needs to be improved. Taking this premise as a starting point, this article develops it by arguing that we not only need to understand institutional change better but that we also need to improve our understanding of how it is gendered. The chapter combines key elements from institutional analysis with recent gender and politics scholarship. This combination will form an analytical framework that can be used to examine how different instances of institutional change are gendered, highlighting, for example, the importance of some key concepts such as informal institutions and their role in either promoting or stymieing attempts to promote institutional change. After exploring the gaps in many current gender and politics analyses such as their capacity to explain many instances of institutional change, the paper charts the development of key insights on institutional change from both historical institutionalism and feminist institutionalism. It delineates different forms of institutional change and develops some key themes for each one that might enable us to better understand, not only how each is gendered, but also how far each form might be used by change actors as a gender equity strategy.

Objectives. Gender continues to be largely neglected in the global response to the noncommunicable disease epidemic. The objectives of this study were to examine current practice and barriers faced by Latin American and Caribbean (LAC) researchers in addressing gender in research on healthy food environments, and to identify future topics for gender-sensitive and gender-transformative research. Methods. This study involved: 1) a descriptive, three-part survey to investigate to what extent LAC researchers are integrating gender considerations in research for healthier food environments and 2) a participatory workshop to coproduce ideas for future gender-sensitive and gender-transformative research. Results. Fifty-four participants, from 19 countries, attended the workshop. Of those 54, 41 of them responded to at least one section of the three-part survey, including with 26 of the 41 responding to the section on gender. Of these 26, 17 (65.4%) had collected sex-disaggregated data and 14 (53.8%) had conducted gender analysis in recent research on food environments. Few participants had integrated gender-related findings in their recommendations and solutions. Challenges included data and methodological limitations (e.g., lack of preexisting evidence, working with secondary data), knowledge and capacity gaps, subject sensitivity, and biases. Participants identified research topics for enhancing gender equity that included food preparation norms and domestic responsibilities; differential participation of women and men in food production, distribution, and retail; and employment and school policies. Conclusions. The findings from this study suggest that gender inequity is not being well addressed in food environment research from the LAC region. The analytical framework presented here can serve as an important starting point and resource for catalyzing future gender-transformative research. Complementary efforts are needed to overcome other challenges raised by the participating researchers, including capacity gaps, resource and data limitations, and publishing barriers.

This chapter summarizes the main parameters of coalitional presidentialism and the key concepts, definitions, explanatory frameworks, indicators, and propositions. It summarizes our understanding of coalitional presidentialism; the distinction between coalition formation and maintenance; the definition of coalitions; the multidimensional understanding of coalition management (the ‘presidential toolbox’); and an analytical framework that emphasizes the motivation of presidents to achieve cost minimization under constraints determined by system-level, coalition-level, and conjunctural factors. It also summarizes our main empirical findings: (1) the characteristics of presidential tools, (2) the substantive patterns of their deployment, (3) the factors that shape the costs of using these tools, (4) the actual (observed) costs of using them, and (5) the potential for imperfect substitutability of these tools. Finally, it concludes with some reflections on the current state of the research on comparative presidentialism.

Purpose Starting from the premises that IoT applications can be used in museums as an aid to visiting systems, the aim of this research is to see how recommendation systems can be developed to provide advanced services to museum visitors. Design/methodology/approach The research methodology employs a qualitative exploratory multi-case study: the method used has consisted in crossing the information currently known on the most advanced communication technologies (ICT) with the requirements of enhancing museum services, in order to determine the possible trajectories of applying the former to the latter Findings The implementation of recommender system outlines the main implications and effects of an advanced market-driven digital orientation, as the system’s users are the starting point for innovation and the creation of value. For a museum, it will be possible to access to an additional system of knowledge alongside that of its scientific staff. This process has profound implications in the way in which a museum presents itself and how it is perceived by its visitors and, in a wider sense, by the potential demand. Research limitations/implications Our paper consists in an exploratory effort to introduce an analytical framework for an evolved adaptive museum orientation system; the empirical investigation can be structured in the inductive-predictive view of assessing this promising debate further. Originality/value Implementing the IoT blueprint entails introducing a plethora of new products, services and business models, opening new routes to guide and direct cultural events. Now, more than ever, sustainable development involves an intrinsic balancing act between the pluralism of data and that of customer needs, which is achieved through the elaboration of digital data.

Organizations in the 21st century deal with constant changes such as globalization, technological evolutions, regulatory changes, competition, and other unexpected events, among others. These challenges can be viewed and addressed through the lenses of contemporary theories. This paper selected three contemporary theories namely chaos, complexity, and contingency theories, and presented their foundations and characteristics by comparing and contrasting their key concepts. These concepts include nonlinearity, feedback, bifurcation, strange attractors, fractals, and self-organization for chaos theory; nonlinearity, dynamism, feedback, self-organization, emergence, and adaptability for complexity theory; and adaptation, equifinality, effectiveness, and congruency for contingency theory. Examples of studies and organizational applications of these theories were provided, and implications for scholars and organizational leaders were discussed. By explaining notions such as how the capacity of a system could be greater than the sum of the capacities of its subunits, this paper can act as a starting point for anyone seeking to understand the three theories or use them for research or organizational purpose.

Existing literature on the economic resilience of cities has primarily focused on the study of capabilities and outcomes, while little has been conducted on the evolutionary processes. Drawing upon institutional change and path development concepts, this article develops an analytical framework that explains how different modes of institutional change shape path development processes in relation to economic resilience in cities. This article provides a comparative study on the divergent path development involving distinctive institutional change mechanisms in two Chinese mining cities both facing resource depletion since 2000, namely Zaozhuang in Shandong province and Fuxin in Liaoning province. It shows that Zaozhuang enables endogenously-based layering and conversion that leads to path renewal and creation with a more dynamic resilience engendering structural change, whereas Fuxin is trapped in exogenously-induced institutional thickening that results in path persistence and extension with a less dynamic resilience hindering economic renewal. The findings of this study advance the regional resilience literature by incorporating the role of agency, institutional change and path development in the context of China.

Abstract.Official participation in Canadian First Ministers' Conferences has long been exclusive to federal and provincial first ministers. In March 1992, however, the membership of this intergovernmental arena was expanded permanently to include territorial premiers. Using the tools of historical institutionalism and drawing upon relevant literature and eleven elite interviews with former first ministers and senior civil servants, this paper seeks to explain why this instance of incremental institutional change occurred. It finds that significant friction between the institutional and ideational layers of the Canadian federation during a period of mega-constitutional reform allowed federal, provincial and territorial actors to draw upon ideas about democracy and the political and constitutional maturation of the territorial North to expand permanently the membership of First Ministers' Conferences.Résumé.Pendant longtemps, seuls les premiers ministres fédéral et provinciaux étaient admis officiellement à la conférence des premiers ministres du Canada. Toutefois, en mars 1992, ce sommet intergouvernemental était élargi en permanence de façon à accueillir les premiers ministres des territoires. À l'aide des outils de l'institutionnalisme historique, et en tirant parti de la documentation pertinente ainsi que de 11 entrevues menées auprès d'un groupe sélect d'ex-premiers ministres et de hauts fonctionnaires, cet article tente d'expliquer pourquoi nous avons assisté à un tel degré de changement constitutionnel. Nous en concluons que d'importantes frictions entre les niveaux institutionnel et idéationnel de la fédération canadienne au cours d'une période de réforme mégaconstitutionnelle ont permis aux acteurs fédéraux, provinciaux et territoriaux de s'inspirer d'idées portant sur la démocratie et sur le processus de maturation politique et constitutionnel du Nord territorial afin d'accroître en permanence le nombre de participants aux conférences des premiers ministres.

The study of conflicts over natural resources is neither governed by a coherent set of theories nor limited by strict disciplinary boundaries. Rather, it encompasses a multitude of conceptions grounded within a wide array of disciplines and epistemological assumptions concerning the links between institutional change and conflicts, often concluding in contradictory propositions. This article aims at providing conceptual guidance for the special issue, by reviewing institutional research with a particular focus on institutional change and associated conflicts and drawing some implications from transformative settings. More specifically, the paper explores certain propositions and concepts utilised by institutional economists to explain why conflicts persist despite institutional reforms explicitly or implicitly introduced to resolve them. The author revisits diverse cases from different regions to investigate key concepts related to institutional change and its implications on environmental conflicts associated to transformations, complementing this view from a political science perspective. The paper concludes by offering an overview of factors identified as instrumental in understanding the institutional change and conflict–cooperation continuum.

The historical institutionalist tradition in comparative politics commonly assigns analytical primacy to political institutions. Whereas this polity-centeredness may be quite justifiable for purposes of comparative public policy, students of comparative political economy should pay systematic attention not only to economic institutions but also to a range of economic-structural variables that lie beyond the conventional confines of institutional analysis. Providing the basis for an analysis of collective actors and their interests, such an approach is needed to account for institutional change and policy realignments within stable institutions.
