The Two-Good Theory in Practice: From Abstract Generalization to Specific Inference

The “two-good theory” is a theory of foreign policy that is meant to apply to all states in all situations; that is, it is general. The theory is simple and assumes that states pursue two things in theory with respect to foreign policies: change (altering aspects of the status quo that they do not like) and maintenance (protecting aspects of the status quo that they do like). It also assumes that states have finite resources. In making these assumptions, the theory focuses on the trade-offs that states face in constructing their most desired foreign policy portfolios. Further, the theory assumes that protecting realized outcomes is easier than bringing about desired changes in the status quo. The theory assumes that states pursue two goods instead of the more traditional one good; for realism, that good is “power,” and for neorealism, it is “security.” This small step in theoretical development is very fruitful and leads to more interesting hypotheses, many of which enjoy empirical support. The theory captures more of the dynamics of international relations and of foreign policy choices than more traditional approaches do. A number of empirical tests of the implications of the two-good theory have been conducted and support the theory. As the theory can speak to a variety of foreign policy behaviors, these tests appropriately cover a wide range of activities, including conflict initiation and foreign aid allocation. The theory enjoys support from the results of these tests. If the research relaxes some of the parameters of the theory, the investigator can derive a series of corollaries to it. For example, the initial variant of the theory keeps a number of parameters constant to determine the effect of changes in capability. If, however, the investigator allows preferences to vary in a systematic and justifiable manner (consistent with the theory but not established by the theory), she can see how leaders in a range of situations can be expected to behave. The research strategy proposed, in other words, is to utilize the general nature of the two-good theory to investigate a number of interesting and surprising implications. For example, what may one expect to see if the United States supplies a recipient state with military aid to counter a rebellion? Under reasonable circumstances, the two-good theory can predict that the recipient would increase its change-seeking behavior by, for instance, engaging in negotiations to lower trade barriers.

The members of the profession of audiology often express concern that the services and products that have been developed to provide benefit to the hearing impaired are not sought after or delivered to the majority of those diagnosed with hearing loss. A critical look at the status quo of hearing care delivery in the United States is needed to verify this assumption and to develop strategies to improve the situation. A key concern is the lack of a comprehensive high-quality scientific database upon which to build continuous improvements in the effectiveness of the services and products that are provided to the hearing impaired.

This article situates the debate on the United Kingdom’s Prevent policy in the broader framework of the global paradigm for countering violent extremism (CVE), which appeared at the end of 2015. It argues that omission of a nuanced focus on the social, cultural, economic, and political characteristics of radicalised people has led to a tendency to introduce blanket measures which, inadvertently and indirectly, have had harmful results. Moreover, although Prevent has been the fundamental element of the British government’s counterterrorist strategy since 2006, it confuses legitimate political resistance of young British Muslims with signs of violent extremism, thus giving credence to the argument that Prevent is a form of social engineering which, in the last instance, pacifies resistance by reaffirming the status quo in the country’s domestic and foreign policy.

Workers who are lesbian, gay, bisexual, transgender, and queer (LGBTQ)-identified have always been a part of the workplace in the United States, yet there has been a lack of awareness about how to advocate for the needs of these people. This lack of awareness was challenged by Congresswoman Bella Abzug. Abzug’s campaign for creating an equal working environment for sexual minorities initiated gradual changes in the public discourse concerning workplace and other broad equality measures for these communities. To frame these gradual transformations within a historical context, we use Lewin’s force field analysis framework to examine the change efforts of Abzug. Abzug had beginning success in thawing the status quo yet her visions for equality for LGBTQ people have yet to be realized. Using Abzug’s social action as an example, this article concludes that allies must continue to challenge societal oppression, power, and privilege and to demand civil rights protections for LGBTQ individuals.

Megaproject practices worldwide have triggered increasing research in megaproject management issues and led to an increasing number of papers being published during the last decade. However, it is demonstrated by the literature that there is no systematic examination on research development in the discipline of megaproject management, and consequently it is very difficult for scholars to quickly understand and grasp the research trend. Therefore, a research question naturally comes out, i.e., what is the status quo of megaproject management research and what are the research directions worthy of further investigation? This study aims to answer the question by conducting a systematic examination of the research development in the discipline of megaproject management. A total of 117 relevant articles, identified from six major international journals between 2009 and 2021, were analyzed based on the number of papers published annually, main author contributions, citations, categorization of the research methods and data analysis methods adopted, and research topics covered. The results indicated that developed countries, such as Australia, Canada, the United States, and the United Kingdom, have enjoyed significant advantages in terms of megaproject management research. It also revealed that more sophisticated views and theory have been used effectively, rather than only basic qualitative methods, in a number of studies on megaproject management. Future studies on megaproject management will be led globally, where megaprojects will remain designed and built to better built environments. In addition, continuous in-depth research on related topics can promote innovation in megaproject management to achieve sustainable megaproject development. Megaproject management will continue to be a hot research topic in the future; in particular, megaproject investment and finance management have emerged as new challenging topics. The findings can be valuable for both industry practitioners and researchers to gain deeper understanding of the current status and future directions of megaproject management research.

Abstract This article proposes revisiting Howard Brenton’s The Churchill Play (1974). I contend that the play offers pertinent insights into how authoritarian governments come into being through the implicit cooperation of people who, wittingly or unwittingly, enter into a “conspiracy of obedience.” Although inspired by political issues that were current in Britain in the 1970 s and 1980 s, the play’s illustration of the fragility of democracy resonates with today’s political atmosphere, especially that experienced in the United States. By anchoring my argument to the theories of Bertolt Brecht, I aim to clarify Brenton’s intent and encourage a more parabolic reading of the play – perceiving totalitarianism not as the usurpation of power by a single individual or group, but as the consequence of people’s complacent and self-serving tendencies to comply with the status quo.

This chapter focuses on Morocco, highlighting how citizens across the North African monarchy rationalize authoritarianism through the prism of strategic utility to U.S. (and EU) ties. Morocco includes one of the most progressive Islamic movements in the region, and citizens, while applauding the movement's moderation, remain wary of its foreign intentions. Enhancing ties with the United States and maintaining ties to Europe were often cited as key reasons why the status quo was preferable to increasing levels of democracy. It became apparent that although the Islamic Party for Justice and Development is considered moderate in terms of its internal Islamic agenda, many in the kingdom worried about the party's stance toward the United States.

This chapter describes the system of opportunity creation in the United States, which has been a series of inventions and reinventions of the means by which opportunity has been provided. It begins with a historical background on efforts to suppress opportunity—or at least keep a monopoly hold on it—particularly in Britain. It then considers how opportunity has been embedded in American-style capitalism in two fundamental ways. The first is by equipping individuals with the skills they need to participate in capitalism; the second relates to the functioning of innovation and markets, and to the ability of new industries, firms, and jobs to challenge the status quo—namely, creative destruction. It also highlights the fundamental tension between wealth creation and maintaining economic opportunity. The chapter concludes with a discussion of the role played by schools and education reformers in the history of opportunity and opportunity creation in America.

This chapter interrogates San Francisco’s mythical reputation as a town where “anything goes.” Pairings of men of color with white women occurred in the city press without the violent rage that it provoked in nearly every other part of the United States at the time. Homoerotic imagery and writings also proliferated with little to no controversy. While the acceptance of these activities might signal an embrace of the diverse people and lifestyles, it in fact pointed to the opposite. Precisely because of overwhelming and unquestionable dominance of white supremacy and heterosexuality, narratives of interracial mingling and same-sex love that might otherwise challenge the status quo served merely as entertaining anecdotes without any threat to the existing social order.

Given Pakistan's strategic commitments and the risk aversion of policy-makers in the United States and India, what options exist for these states to deal with LeT specifically, or more generally, the problem of Pakistan's reliance upon terrorism as a key foreign policy tool? Admittedly, the options are few and not without risk. In this chapter, I lay out three broad sets of options: maintain the status quo; manage the narrow problem of LeT through enhanced counter-terrorism efforts and leadership decapitation; and develop a new complement of compellent policies to undermine Pakistan's heretofore successful nuclear coercion strategy. India cannot compel Pakistan to cease and desist from using terrorism as a tool of policy on its own; rather, the United States will have to assume the heaviest burden in this effort. However, there is important--if limited--space for Indian action even if the United States, per its historical record, declines to pursue this course of action

Seven years after the fall of Saigori and three and a half after the Vietnamese invasion of Cambodia/Kampuchea, Southeast Asia is an area in search of equilibrium. That search provides the key to understanding the relations between and among the various states in the region.Vietnam's foreign policy objectives have been fairly clear and in a sense straightforward, at least since 1979. It wants de jure recognition of the status quo; that is, of a unitary Vietnamese state (now widely granted) and of both the Heng Samrin government in Cambodia and the Kaysone government in Laos (far less widely granted). Vietnam says it is seeking a normalization of relations with ASEAN and China for itself and on behalf of the other two Indochinese governments.
