Abstract Before the arrival of digital car data, car manufacturers had already partly foreclosed the maintenance market through franchising contracts with a network of exclusive official dealers. EU regulation endorsed this foreclosure but mandated access to maintenance data for independent service providers to keep competition in these markets. The arrival of digital car data upsets this balance because manufacturers can collect real-time maintenance data on their servers and send messages to drivers. These can be used to price discriminate and increase the market share of official dealers. There are at least four alternative technical gateways that could give independent service providers similar data access options. However, they suffer in various degrees from data portability issues, switching costs and weak network effects, and insufficient economies of scale and scope in data analytics. Multisided third-party consumer media platforms appear to be better placed to overcome these economic hurdles, provided that an operational real-time data portability regime could be established.

Policymakers are faced with a vexing problem: how to increase competition in a tech sector dominated by a few giants. One answer proposed and adopted by regulators in the United States and abroad is to require large platforms to allow consumers to move their data from one platform to another, an approach known as data portability. Facebook, Google, Apple, and other major tech companies have enthusiastically supported data portability through their own technical and political initiatives. Today, data portability has taken hold as one of the go-to solutions to address the tech industry’s competition concerns. This Article argues that despite the regulatory and industry alliance around data portability, today’s public and private data portability efforts are unlikely to meaningfully improve competition. This is because current portability efforts focus solely on mitigating switching costs, ignoring other barriers to entry that may preclude new platforms from entering the market. The technical implementations of data portability encouraged by existing regulation—namely one-off exports and API interoperability—address switching costs but not the barriers of network effects, unique data access, and economies of scale. This Article proposes a new approach to better alleviate these other barriers called collective portability, which would allow groups of users to coordinate to transfer data they share to a new platform, all at once. Although not a panacea, collective portability would provide a meaningful alternative to existing approaches while avoiding both the privacy/competitive utility trade off of one-off exports and the hard-to regulate power dynamics of APIs.

Abstract To meet the current oil and gas market challenges, there is an industry need to optimize cost by safely drilling longer horizontal wells to maximize well productivity. Drilling challenges include the highly deviated trajectory that starts from the surface sections and wellhead, the high DogLeg Sevirity (DLS) profile with collision risks, and the thin complex geological structures, especially in new unconventional fields where numerous geological and geomechanical uncertainties are present. To mitigate for those challenges, reviewing the existing drilling techniques and technologies is necessary. To compete in the current Hi-Tech and Automation era, the main challenges for directional drilling service providers are to reduce well time, place wells accurately, and improve reliability, reducing repair and maintenance costs and helping the customer reduce time and costs for the overall project. Offset wells analysis and risk assessments allowed identifying the main challenges and problems during directional drilling phases, which were highlighted and summarized. As a proposed solution, the new generation of intelligent fully rotating high dogleg push-the-bit rotary steerable system has been implemented in the UAE onshore oil and gas fields to improve the directional drilling control and the performance. This implementation reduced the Non-Productive time (NPT) related to the human errors as the fully automation capabilities were being utilized. The new rotary steerable system has the highest mechanical specs in the market including self-diagnosis and self-prognosis through digital electronics and sophisticated algorithms that monitor equipment health in real-time and allow for managing the tool remotely. As a result, the new intelligent RSS was implemented in all possible complex wellbore conditions, such as wells with high DLS profile, drilling vertical, curve, and lateral sections in a single trip with high mud weight and high solid contents. Automation cruise control gave the opportunity to eliminate any well profile issues and maintain the aggressive drilling parameters. Using the Precise Near-bit Inclination and Azimuth and the At-Bit Gamma real-time data and high-frequency tool face measurements in the landing intervals where required for precise positional control to enable entering the reservoir in the correct location and with the correct attitude helping the customer's Geology and Geophysics department to place wells accurately while maintaining a high on bottom ROP.

With the ever increasing cost of investing in technological innovations and the amount of patient data to be processed on daily basis, healthcare organizations are in dire need for solutions that could provide easy access and better management of real time data with lower cost.  The emerging trend of organizations optimizing cost in investing less on physical hardware has brought about the use of cloud computing technology in various industries including healthcare.  The use of cloud computing technology has brought better efficiency in providing real time data access, bigger storage capacity and reduction of cost in terms of maintenance. Although numerous benefits have been publicized for organizations to adopt the technology, nevertheless the rate of adoption is still at is infancy. Hence, this study explores factors that may affect the adoption of cloud-based technology particularly within the healthcare context. A quantitative study was conducted through the distribution of survey in Jordanian healthcare facilities. The survey was conducted to gauge the understanding of cloud-based EHR concepts identified through literature and validate the factors that could potentially provide an impact towards the cloud-based EHR adoption. The theoretical underpinnings of Technology-Organization-Environment (TOE) were investigated in studying the impact towards the adoption of cloud-based EHR. Results indicate that Technology-Organization-Environment factors such as privacy, reliability, security, top management support, organizational readiness, competition and regulatory environment are critical factors towards the adoption of cloud technology within a healthcare setting.

Abstract The paper describes a project known internally as "InWell" to address multiple requirements in Repsol Drilling & Completions. InWell is defined by a new Operating Model comprising Governance, People, Process, Functions and Technology. This paper addresses changes to the Technology element - often referred to as "Digitalization". The paper includes a discussion about the business transformation strategy and case studies for addressing three of 18 functionalities identified in the first round of development. The InWell development strategy followed four steps; identification of performance issues, envisioning of a future operating model, identification of functionalities required/supporting this operating model and matching to digital solutions. Our case studies focus on three functionalities provided by three separate companies, Unification of Planning and Compliance, Real Time Data aggregation and Key Performance Indicators. Each functionality was addressed with an existing commercial application customized to meet specific requirements. A corporate web-based Well Construction Process (WCP) was initially piloted and then extended to include all well projects. The WCP identifies the key Tasks that must be completed per project, and these are all tracked. Data from this application is used by a third-party Business Analytics application via an API. Real time data from many sites and a wide range of sources was aggregated and standardized, Quality Controlled and stored within a private secure cloud. The data collation service is an essential building block for current third-party applications such as the operating centre and is a prerequisite for the goal of increased automation. A suite of Operator specific Key Performance Indicators (KPIs) and data analytics services were developed for drilling and completions. Homogenized KPIs for all business units provide data for objective performance management and apples-to-apples comparison. Results are presented via custom dashboards, reports, and integrations with third party applications to meet a wide range of requirements. During a four-month Pilot Phase the InWell Project delivered € 2.5 million in tangible savings through improvements in operational performance. In the first 12 months € 16 million in savings were attributed to InWell. By 2022 forecast savings are expected to exceed € 60 million (Figures 1 & 2). The full benefit of digital transformation can only be realised when supported by an effective business operating model.
