The European Social Fund (ESF) provides financial support to MS for action that increases the employability of existing and potential workers. It is now one of the Structural Funds and is, apart from the rules on eligibility of actions, governed by provisions that are common to those Funds. The ESF is an important complement to the TFEU provisions on social policy, since it allows the Union institutions actively to shape the priorities addressed by MS.

Accepting the argument that the financial means dedicated to health protection are limited, the author of the paper emphasizes the need to use external sources of financing, in this case European Union structural funds. This paper attempts to answer the question of to what extent the sources from the European Regional Development Fund, and the European Social Fund, have influenced, or can influence the improved efficiency of the health protection system in Poland. The paper begins with the fundamental notions of health protection, the levels and forms of the delivery of health services, the subject range of the system (including the catalogue of beneficiaries), and the sources of finance. The most important (in the author’s opinion) current problems related to the organization and financing of health protection are also mentioned. Next, a general description of selected operating programs is presented with the examples of health protection projects financed from the structural funds that have already been implemented. The opportunities to fund these types of projects under the present financial perspective are also indicated. The subject matter of a detailed analysis presented in the paper concerns the Lubuskie province.

For this aim, we do a quasi-experimental before-after intervention impact evaluation of such a project funded by the European Social Fund in the Swedish city of Örebro (135,000 inhabitants) during 2010–2013. From an estimate of the average treatment effect, we calculate the internal net present value and the payback period that would make this program break even from avoided expenditure for day-activity services, assuming that it had been funded entirely by the municipality. </div></div></div>

Abstract The design and evaluation of social policies requires information systems that enable social intervention with the people targeted by the programmes and services and that also offer indicators for the follow-up and monitoring of the policies adopted. The article presents the process of validation of a tool for diagnosing situations of social difficulty arising from social exclusion. The scale has been implemented in one of Spain’s seventeen Autonomous Communities and has been selected on the basis of Good Practice under the European Social Fund. Expert judges were consulted for content validity; the metric properties of the scores obtained by the scale were examined and an exploratory factorial analysis (EFA) was performed to study the internal structure. The results show that the scale has adequate levels of content validity, construct validity and internal consistency. The SiSo Scale supplies a synthetic index of Social Position, providing professionals with the technical tools needed to carry out social diagnoses and simultaneously giving valid and reliable information on the social condition of people in a situation of social exclusion, which can guide social policy decision-making.
