Transition, Resilience, and Reconstruction

In the long run, responding to the challenge of climate change is going to require a de-carbonized economy with different energy systems and reconceptualized social-ecological relationships. Given the magnitude of the task, quite how to move in this direction remains a matter of some contention. In this chapter we examine several potentially complementary approaches, though nobody has yet identified the key to transition, and we do not resolve all the big questions about how to proceed. This coverage of a variety of innovations also makes sense in light of the failure to date of established centers of power—be they the global economic system, UNFCCC negotiations, or national governments—to craft effective responses. We group innovations under social resilience, new thinking about economics, new movements that embody this thinking, and new governance. Some developments are incremental, some more radical. These developments give us something more upbeat to end on, showing that transition is already being lived, if only, so far, on the margins of societies. In Chapter 4 we looked at the importance of adaptation, especially in light of current global failure to advance on the mitigation front. Adger et al. (2011a: 757) point out that “adaptive responses are not equal in terms of the sustainability of resource use, energy intensity, reduction of vulnerability, or in the distribution of their benefits.” While the international community has had difficulty in coming to terms with adaptation (even by 2011 the Green Climate Fund adopted at the Durban meeting of UNFCCC covered adaptation but omitted any clear definition of the term), it does hold significant potential. Adaptation does not have to be defeatist, and indeed can be linked to empowerment— we adapt by recognizing “that human beings can protect themselves from damage by living harmoniously with their atmospheric environment” and reduce their vulnerability to climate change (Burton, 1994: 15). In this section we consider how adaptation might contribute to transition. On the academic side, adaptation to environmental change is increasingly understood in terms of the concept of resilience. According to the multinational Resilience Alliance (2013), “A resilient ecosystem can withstand shocks and rebuild itself when necessary.

Aquaculture - belonging to the Fisheries group - is one of the high-value economic sectors, accounting for a large part in the structure of the agriculture, forestry and fishery industry in Vietnam. However, the sustainability of this industry is facing many challenges due to climate change process; An Giang is a province that has long had a strong position in aquaculture in Vietnam and is not out of that influence. Therefore, there is an urgent need to assess climate change vulnerability of aquaculture in An Giang based on the predicted changes in temperature and rainfall of the region according to the change scenarios. climate. Unlike previous studies conducted mainly on a national scale, this paper is mainly concerned with Pangasius (Pangasius is one of the aquatic species with high commercial value, with significant contribution). including livelihoods of people in An Giang province) - species raised in the main production areas of An Giang and assess their vulnerability for each area, using an index-based method and Intergovernmental Panel on Climate Change Definition of Vulnerability to overcome constraints in developing specific adaptation strategies at regional scale. First, for each exposure, sensitivity and adaptability, specific and appropriate indicators are chosen. These indicators are then estimated and weighted to analyze vulnerability to climate change. The results show that the level of vulnerability due to climate change to the pangasius farming industry in An Giang province is at a moderate level, of which Chau Phu district is highly vulnerable because the district has the main livelihood of Pangasius farming.

This research evaluates the farmers’ vulnerability to climate change in Niger State. Strategies for reducing the effect of climate change have regularly been made without experimental foundations and adequate information on farmers’ vulnerability to climate change in the study area. Thus, integrated farmers’ vulnerability assessment approach was employed by classifying socioeconomic and biophysical indicators of vulnerability into adaptive capacity, sensitivity and exposure to determine the farmers’ vulnerability to climate change. This is based on the Intergovernmental Panel on Climate Change’s definition of vulnerability. The study adopted a survey design and the method utilized for the study was questionnaire administered to 400 households in the study area. The results indicate that the farmers’ vulnerability was low in zone A with a mean index of 2.86, very low in zone B with a mean index of 3.74, and high in zone C with a mean index of 1.95 (the higher the value of the index the lower the vulnerability of farmers). It is recommended that measures should be taken to integrate climate change adaptation into Niger State development process. These measures should include improvement in adoption of good agricultural practices (GAP).

Climate change threatens to cause the largest refugee crisis in human history. Millions of people, largely in Africa and Asia, might be forced to leave their homes to seek refuge in other places or countries over the course of the century. Yet the current institutions, organizations, and funding mechanisms are not sufficiently equipped to deal with this looming crisis. The situation calls for new governance. We outline and discuss in this article a blueprint for a global governance architecture for the protection and voluntary resettlement of climate refugees—defined as people who have to leave their habitats because of sudden or gradual alterations in their natural environment related to one of three impacts of climate change: sea-level rise, extreme weather events, and drought and water scarcity. We provide an extensive review of current estimates of likely numbers and probable regions of origin of climate refugees. With a view to existing institutions, we argue against the extension of the definition of refugees under the 1951 Geneva Convention Relating to the Status of Refugees. Key elements of our proposal are, instead, a new legal instrument specifically tailored for the needs of climate refugees—a Protocol on Recognition, Protection, and Resettlement of Climate Refugees to the United Nations Framework Convention on Climate Change—as well as a separate funding mechanism.

The chapter reviews the several definitions of governance: the minimal state; corporate governance; the new public management, ‘good’ governance; a socio-cybernetic system. It then stipulates a definition of governance as self-organizing, inter-organizational networks. It argues there is a trend from government to governance in British government because of the hollowing-out pressures and the tools for intergovernmental management are integral to effective steering. Policy networks are already widespread. This trend is not widely recognized and has important implications not only for the practice of British government but also for democratic accountability. Governance as self-organizing networks is a challenge to governability because the networks can become autonomous and resist central guidance. They are set fair to become the prime example of governing without government.

The Earth’s climate system is a global public good. Maintaining it is a collective action problem. This chapter looks at a quarter-century of efforts to understand and respond to the challenges posed by global climate change and why the collective political response, until very recently, has seemed to lag so far behind our scientific knowledge of the problem. The chapter tracks the efforts of the main global, intergovernmental process for negotiating both useful and politically acceptable responses to climate change, the UN Framework Convention on Climate Change, but also highlights efforts by scientific and environmental groups and, more recently, networks of sub-national governments—especially cities—and of businesses to redefine interests so as to meet the dangers of climate system disruption.

Addressing climate change requires coordinated policy responses that incorporate the needs of the most impacted populations. Yet even communities that are greatly concerned about climate change may remain on the sidelines. We examine what stymies some citizens’ mobilization in Kenya, a country with a long history of environmental activism and high vulnerability to climate change. We foreground efficacy—a belief that one’s actions can create change—as a critical link transforming concern into action. However, that link is often missing for marginalized ethnic, socioeconomic, and religious groups. Analyzing interviews, focus groups, and survey data, we find that Muslims express much lower efficacy to address climate change than other religious groups; the gap cannot be explained by differences in science beliefs, issue concern, ethnicity, or demographics. Instead, we attribute it to understandings of marginalization vis-à-vis the Kenyan state—understandings socialized within the local institutions of Muslim communities affected by state repression.
