Poverty Knowledge and the History of Poverty Research

This article examines the history of poverty research and the evolution of the practice of gathering knowledge about the poor. It distinguishes between poverty research and poverty knowledge, suggesting that the convergence of the two was a historically specific development that first began to gain wide currency in the late nineteenth century in response to the vast and increasingly visible disparities of industrial capitalism in Western Europe and the United States. It also situates poverty research within the politics and social organization of knowledge and considers the influence of broader contextual factors, such as the creation, expansion, and subsequent restructuring of welfare states in Western industrial democracies; the geopolitical imperatives of empire, decolonization, and the Cold War; and the official declaration of the War on Poverty in the 1960s. Finally, it explores how poverty knowledge was reshaped by the economic, political, and ideological transformations associated with the rise of neoliberalism.

In the fall of 1945, the Japanese military institution’s end was sudden and final, one of the central ordering institutions of East Asia since the late-nineteenth century disappeared. Or did it? As Garren Mulloy shows, the Japanese imperial military institutions – its ethos, cultures, and personnel – were recast and reinvented in the Cold War as the United States sought to transform Japan into a key ally. In a detailed historical examination of the imperial roots of the SDF, Mulloy examines how the military institution of the fallen empire was sustained and then reconfigured to serve the new era of democracy and an international order dominated by the United States. In the process he recasts Japanese post-1945 security in a new postimperial key, focusing on the first two decades of security transformation, and showing how once imperial officers latched onto the Cold War help to reinvent the Japanese military as a territorially bound Self Defense Force. In the process he revises the familiar story of demilitarization and pacifism into a more complicated and ambivalent history of transwar martial cultures and practises which continued to flourish deep into the 1960s.

Abstract This essay analyzes the rhetorical and political connections between African American and South Asian critiques of race and empire in the century leading up to the Bandung conference in 1955. Specifically, we trace the way “caste” emerges as a key rhetorical term in the mid-to-late nineteenth century for linking the oppressions of race, slavery, and its aftermath in the United States to those of caste and empire in India. Building on work by Nico Slate and Antoinette Burton, we identify a strategic citational practice we call Afro-Asian cross-referencing, which the writers under consideration use to advance anti-racism in sometimes very local contexts. Focusing on the dynamic periodical culture of the period, our study analyzes anti-caste sentiment as an expression of cross-racial solidarity uniting anti-colonial movements in India with racial uplift movements in the United States. Because the concept of “Afro-Asian solidarity” first took hold at the Bandung conference of 1955 and the Non-Aligned Movement that it helped to originate, the phenomenon itself remains most visible in relation to this later period and the Cold War context. By shifting focus to an earlier moment in the history of Afro-Asian solidarity, we illuminate the work that the idea of caste did in defining strategic transnational connections—as well as missed opportunities for connection—later in the century.

This article argues that during the 1960s, the European Community (EC) made little contribution to peace. What peace there was resulted mainly from other factors, most importantly the United States as benevolent hegemon, North Atlantic Treaty Organization (NATO), and bilateral agreements. European integration under the auspices of the EC presupposed peace rather than contributing to it. At the time, the EC’s main role with regard to peace was at the symbolic level: it started to represent all attempts at peaceful co-operation and reconciliation in Western Europe. It was only in the 1970s, especially with the European Political Cooperation, that the EC began to actively promote peace beyond its borders.

This essay examines recent scholarship on the legal history of sexuality in the United States. It focuses on Margot Canaday's The Straight State: Sexuality and Citizenship in Modern America (2009) and Marc Stein's Sexual Injustice: Supreme Court Decisions from Griswold to Roe (2010). It also reviews recent work on the history of marriage, including Sarah Barringer Gordon's The Spirit of the Law: Religious Voices and the Constitution in Modern America (2010) and George Chauncey's Why Marriage? The History Shaping Today's Debate Over Gay Equality (2004), and the history of military law Defending America: Military Culture and the Cold‐War Court Martial (2005), by Elizabeth Lutes Hillman. The essay argues that this scholarship is significant because it offers a different view of sex and power than the one derived from the early writing of Michel Foucault. “Queer legal history” treats the liberalism of the 1960s‐1970s as sexually discriminatory as well as liberatory. It underlines the exclusions that were part of public policy under the federal G.I. Bill and the New Deal welfare state.

This article analyzes the history of psychiatrists’ entwined efforts to understand the psychological effect of nuclear war’s threat and to disseminate those findings as a contribution to the antinuclear movement. The sub-specialty of ‘nuclear psychiatry’ sought: (1) to expose how avoidance, denial, and dehumanization set the conditions for the arms race and, potentially, nuclear war; (2) to explain the psychological consequences of nuclear war’s threat, particularly on children and adolescents. By enlightening leaders and the public about delusional, distorted thinking on the nuclear question and the rise of nuclear anxiety, psychiatrist-activists hoped to leverage their expertise for political ends. Connecting developments in the United States with those in Great Britain and the Soviet Union, this article draws on previously untapped archival and published materials, including research findings, media coverage, and internal documents from profession-based antinuclear organizations from the 1960s through the 1980s. In the process, it reveals the centrality of psy-disciplines to the history of the antinuclear movement and the Nuclear Age.

This article proposes a “genealogical” rereading of the concept of “populism”. Following the idea of “genealogical” analysis that was suggested by Michel Foucault, the aim is to show the “political” logic of the reinvention of the concept of “populism”, which was carried out between the 1950s and 1960s by the social sciences in the United States. First, this contribution reconstructs the history of the concept, identifying five different phases: (1) Russian populism of the late nineteenth century; (2) the Popular Party in the United States; (3) the Perón and Vargas regimes in Argentina and Brazil, respectively; (4) the reformulation carried out by the social sciences in the 1950s and 1960s; and (5) the subsequent extension of the concept to Western Europe. It is argued that the decisive turning point took place in the 1950s when the social sciences “grouped” the traits of heterogeneous movements into a single theoretical category.

This chapter introduces the historical cultural antecedents to the contemplative movement, showing that mindfulness builds upon the rhetoric and logics of prior religious liberal and spiritual thought in the United States. Americans were exposed to Buddhism, and its emphasis on cultivating inner spiritual life through solitude and reflection, in the mid-nineteenth century from the Transcendentalist literature of Henry David Thoreau and Ralph Waldo Emerson. In the late nineteenth century, the Theosophists and the World’s Parliament of Religions meetings brought additional attention to Buddhism, aligning it with science. Interest in Zen and solitary, reflective Buddhist practices surged in the mid-twentieth century based on the influence of D. T. Suzuki, Alan Watts, and the politicized literature of the Beats. These romanticized portrayals of Buddhism were then more widely popularized with the countercultural movements of the 1960s and 1970s. The contemplatives built upon the work of these prior streams of Buddhist-inspired American spirituality.

This chapter analyzes the most important trends in the writing of the history of terrorism since the beginning of terrorism research in the late nineteenth century up to today. It presents the origins of terrorism studies in Western social sciences and international relations, and it contextualizes the standard narrative of the history of terrorism put forward by the political scientists David C. Rapoport and Walter Laqueur. The chapter traces major developments in the history of terrorism in professional historiography in the Soviet Union or Russia as well as Europe and the United States during and after the Cold War, and especially since the attacks on September 11, 2001, and it outlines the results and effects of that historiography. On the basis of the evaluation of the scholarship available to date, the article maps out the rationale and the contours of the new global history of terrorism pursued in The Oxford Handbook of the History of Terrorism.

Louis Menand’s The Metaphysical Club, daunting in its choice of subject matter, closely aligns itself with the ancient sense of the word ‘history’ as a fluid, almost epic narrative. The Metaphysical Club of the title was a conversation group that met in Cambridge for a few months in 1872. Its membership roster listed some of the greatest intellectuals of the day: Charles Peirce, William James, Oliver Wendell Holmes, Chauncey Wright, amongst others. There is no record of the Club’s discussions or debates—in fact, the only direct reference to the Club is made by Peirce in a letter written thirty-five years later. Menand utilizes the Club as a jumping-off point for a sweeping analysis of the beliefs of the day. The subtitle of the book belies its true mission: ‘a story of ideas in America.’ Menand discusses the intellectual and social conditions that helped shape these men by the time they were members of the Club. He then shows the philosophical, political, and cultural impact that these men went on to have. In doing so, Menand traces a history of ideas in the United States from immediately prior to the Civil War to the beginning of the Cold War.

During the Cold War, the governments of the United States and the Soviet Union developed cultural exchange programs, in which they sent performing artists abroad in order to generate goodwill for their countries. Ballet companies were frequently called on to serve in these programs, particularly in the direct Soviet-American exchange. This book analyzes four of the early ballet exchange tours, demonstrating how this series of encounters changed both geopolitical relations and the history of dance. The ballet tours were enormously popular. Performances functioned as an important symbolic meeting point for Soviet and American officials, creating goodwill and normalizing relations between the two countries in an era when nuclear conflict was a real threat. At the same time, Soviet and American audiences did not understand ballet in the same way. As American companies toured in the Soviet Union and vice versa, audiences saw the performances through the lens of their own local aesthetics. Ballet in the Cold War introduces the concept of transliteration to understand this process, showing how much power viewers wielded in the exchange and explaining how the dynamics of the Cold War continue to shape ballet today.
