Non-Partisan Advisors in the Minister’s Office—Ghosts in the Core Executive Machine?

Abstract The ‘core executive’ is conceived of as the collection of organisations and procedures that coordinate executive government. Two approaches to core executive studies are: the resource dependency approach, which focusses on how roles interact and resources are utilised; and the functional approach, which focusses on how roles change over time. Both approaches are applied to non-partisan advisors (private secretaries) in ministerial office settings, actors which to date core executive studies have ignored. It reveals the resources that non-partisan advisors apply to contribute to policy coordination and maintain political neutrality; and that their role has changed since the increased presence of partisan advisors in ministers’ offices in the past 20 years. Six distinct roles describe how non-partisan advisors respond to and meet the needs of both minister and public service in the core executive. When compared with political advisory roles, five of the roles appear strongly aligned in function.

Abstract By the early 1990s, the core executive was established as the ‘new orthodoxy’ in the study of British government at the centre. Thirty years on, this article avers that its main assumptions are increasingly questionable in the light of more recent empirical evidence. The core executive approach may well have outlived its usefulness. This claim is derived from analysis of the Cameron premiership from 2010 to 2016. The focus is on how Whitehall reform radically altered the relationship between politicians and civil servants, reshaping prevailing public service bargains and rules of the game. Ministers identified mechanisms to rebuild political capacity, augmenting partisan control of the bureaucracy. They drew on resources from outside the core executive while politicians increased their sway over civil service appointments. As a result, officials felt they should be ‘responsive’ to ministers. The cumulative effect was to replace interpersonal and institutional resource dependency with a ‘them and us’ model. Consequently, the risk of policy disasters and fiascos grew.

AbstractThis article asks whether and how J. Z. Smith's contention that religion is a “non-native category” might be applied to the discipline of history. It looks at how nineteenth-century Americans constructed their own understandings of “proper history”—authenticatable, didactic, and progressive—against the supposed historylessness of “heathen” Hawaiians and stagnation of “pagan” Chinese. “True” history, for these nineteenth-century historians, changed in the past and pointed to change in the future. The article asks historians to think about how they might be replicating some of the same assumptions about forward-moving history by focusing on change over time as a core component of historical narration. It urges historians to instead also incorporate the native historical imaginations of our subjects into our own methods, paying attention to when those imaginations are cyclical and reiterative as well as directional, and letting our subjects' assumptions about time and history, often shaped by religious perspectives, orient our own decisions about how to structure the stories we tell.

As ACRL President, I am very interested in the changes that our members and the profession are experiencing and in making connections to our goals in the ACRL Plan for Excellence.1 Our plan enables ACRL to invest member resources in shaping policies and practices that enable us to meet the needs of our users and our institutions as they change over time. Over the past year, I’ve been doing a lot of thinking about scholarly communication and the role of academic librarians, particularly subject or liaison librarians.

This chapter argues that history is not a given, but a construction involving choices drawn from materials garnered from the past and made by different individuals, institutions, nations, and communities that change over time. It focuses on the process whereby materials, in and outside the archive, representing traces of the past, become appropriated into histories. This approaches emphasizes knowledge as a social construction that embodies experience. An interdisciplinary and collaborative approach may provide us with new ways of understanding the past—and the present—by exploring, for example, the ways in which family histories and those of political campaigns, such as women’s suffrage, are developed. By opening the categorization of those making history (“the who”), the epistemology (“the what”) can also change.

Thinking about events and dates that Palestinians commemorate, one hundred years after the fateful Balfour Declaration of 1917, reveals a political timeline on which the story of contemporary Palestinian history hangs. Commemoration, as an act, tends to lionize certain events and persons, especially when it is officially created or sponsored. Because Palestinians have long been without an official political entity in Palestine that can produce official commemorative actions, Palestinian commemorations reflect both individual and collective actions that develop and change over time. This essay analyzes those actions and the different spaces and actors behind them to explicate the politics of commemoration. It posits that the metanarratives of Palestinian history that have developed give primacy to the powers and forces that undermined Palestinian aspirations and actions. As metanarratives, they create frames for understanding history within a political and national discourse of struggle, dispossession, and suffering. And yet, these metanarratives miss the embodied practices of commemoration that define Palestinian life within this struggle. Detailing Palestinians' commemorations reveals the robust culture that ties commemorations of the past with activism, awareness, and education for the present and the future.

Since the 1981 publication of Perspectives on the Academic Discipline of Physical Education, the history of physical activity has secured a prominent place in the field of kinesiology. Yet, despite encouraging signs of growth, the subdiscipline still remains an undervalued player in the “team scholarship” approach. Without the integration of historical sensibilities in kinesiology’s biggest questions, our understanding of human movement remains incomplete. Historians of physical activity share many “big questions” and “hot topics” with researchers in other domains of kinesiology. Intriguing possibilities for integrating research endeavors between historians and scholars from other domains beckon, particularly as scientists share the historical fascination with exploring the processes of change over time.

The never-ending lists of kings imparted the view of an unbroken chain extending into the past, but they also suggested the repeated rise and fall of ruling houses. Did dynasties necessarily follow the organic trajectory of birth, growth, maturity, old age, and death? ‘Persistence and change’ compares cyclical views of dynastic power throughout history and across the globe. It also asks how scale, change over time, and regional variety impacted dynasties. Finally, it considers the rise of Europe: royalty worldwide would undergo the impact of modernization first and foremost in the shape of European military and commercial dominance.

Babcok et al. (2012) claim that Paradis (1994, 2004, 2009) argues that the reliance of late L2 learners on L1 neurocognitive mechanisms increases over time across both lexical and grammatical functions, namely for lexical items as well as rule-governed grammatical procedures, when in fact one can find repeated statements to the contrary in the very publications cited by the authors. Actually, Paradis’ main contention over the past 20 years has been that, contrary to grammatical functions, lexical items (as meaning–form relationships) are always of the same nature in L1 and L2 (hence stored declaratively). Thus in L2, only the neurocognitive mechanisms on which aspects of the grammar depend change over time. Consequently, the finding that length of residence (like age of arrival) influences the mechanisms underlying regular (composed), but not irregular (stored) verb forms, is compatible with Paradis’ views, in contradiction to what Babcock et al. are also suggesting.
