Abstract Police organizations internationally explore and experiment with new technologies to improve their performance and in response to new forms of crime. The police in the Netherlands experiment with various forms of innovative technology. Previous research has shown that social, organizational, and technological factors are important for effective use and deployment of technology by the police. However, the precise factors and mechanisms underlying the promotion or inhibition of technological innovations within the police are not clear. This study aims to provide empirical knowledge about these mechanisms by providing insight into the processes through which technological innovation develops within the police in the Netherlands. From January 2017 to February 2018, 13 technological innovation projects were subjected to a longitudinal process study. The results show that innovation processes within the police organization are often inhibited by organizational factors, whereas social factors can stimulate and promote these processes.

Knowledge is the currency of the new economy and consequently information is power. For this reason, it is a business imperative to grow and shape intellectual capital. Human resource management (HRM) plays a pivotal role in creating and growing intellectual capital and embedding it within organizational systems. Previous studies in HRM have demonstrated the connection between technological innovation and HRM in two conspicuously different ways. Specifically, some have illustrated how HR strategies can enhance technological innovation in organizations (Gloet & Terziovski, 2004; Jiménez-Jiménez & Sanz-Valle, 2005) while others have shown ways in which HR functions can be aligned and made more efficient by the effective use of technology (Ashbaugh & Miranda, 2002; Broderick & Boudreau, 1992; Bussler & Davis, 2001/2002). In this article, a more holistic approach is taken in viewing technology as both an input and an outcome of effective HRM. To this end, the aim here is to provide a description of some of the key ways in which HRM can enhance the development, implementation, and success of new technologies as well as how HRM can enhance its own value through the use of new technologies.

The purpose of this chapter is to explore and suggest how perceptions of the social context of an organization moderate the usage of an innovative technology. We propose a research model that is strongly grounded in theory and offer a number of associated propositions that can be used to investigate adoption and diffusion of mobile computing devices for business-to-business (B2B) interactions (including transactions and other informational exchanges). Mobile computing devices for B2B are treated as a technological innovation. An extension of existing adoption and diffusion models by considering the social contextual factors is necessary and appropriate in light of the fact that various aspects of the social context have been generally cited to be important in the introduction of new technologies. In particular, a micro-level analysis of this phenomenon for the introduction of new technologies is not common. Since the technological innovation that is considered here is very much in its nascent stages there may not as yet be a large body of users in a B2B context. Therefore, this provides a rich opportunity to conduct academic research. We expect this chapter to sow the seeds for extensive empirical research in the future.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

The article is devoted to the problems of innovative enterprise development. Since the Russian economy is in a state of financial and economic stagnation, there is a need to apply radically new innovative directions of business activities that ensure the effective use of financial potential within the framework of national projects. Practice shows that today the business sector in Russia is not able to provide a full-fledged demand for new technologies. Therefore, there is a need for substantial state support to provide centralized orders for high-tech industries. There are already examples of combining the efforts of a number of Autonomous economic entities to implement innovative reforms, new organizational forms of interaction have been formed, such as: centers for the implementation of innovative ideas; centers for engineering services; business incubators, etc. The subjects of these organizational forms of cooperation developed and proposed measures aimed at innovative solution of technological problems relevant to the regional economy, as well as for the country as a whole. Link for the efficient interaction of economic agents becomes an inherent characteristic, is the need of implementation of mechanisms of coordination with “network interaction”. It is important to note the fact that the existing relations and forms of regulation of various systems are not permanent, there are no strategic concepts aimed at long-term public and private cooperation.

Abstract This Extended Reach Drilling (ERD) field re-development of a giant offshore field in the United Arab Emirates (UAE) requires in most cases extremely long laterals to reach the defined reservoir targets. However, certain areas of the field show permeability and / or pressure variations along the horizontal laterals. This heterogeneity requires an inflow control device (ICD) lower completion liner to deliver the required well performance that will adequately produce and sweep the reservoir. The ICD lower completion along with the extremely long laterals means significant time is spent switching the well from reservoir drilling fluid (RDF) non-aqueous fluid (NAF) to an aqueous completion brine. To reduce the amount of rig time spent on the displacement portion of the completion phase, an innovative technology was developed to enable the ICDs to be run in hole in a closed position and enable circulating through the end of the liner. The technology uses a dissolvable material, which is installed in the ICD to temporarily plug it. The dissolvable material is inert to the RDF NAF while the ICDs are run into hole, and then dissolves in brine after the well is displaced from RDF NAF to completion brine, changing the ICDs from closed to an open position. The ability to circulate through the end of the liner, with the support of the plugged ICDs, when the lower completion is deployed and at total depth (TD), enables switching the well from RDF NAF drilling fluid to an aqueous completion brine without the associated rig time of the original displacement method. The technique eliminates the use of a dedicated inner displacement string and allows for the displacement to be performed with the liner running string, saving 4-5 days per well. An added bonus is that the unique design allowed for this feature to be retrofitted to existing standard ICDs providing improved inventory control. In this paper the authors will demonstrate the technology and system developed to perform this operation, as well as the qualification testing, field installations, and lessons learned that were required to take this solution from concept to successful performance improvement initiative.

The article proposes a conceptual model for improving the efficiency of project activities at the local level. The essence of project activity efficiency is determined and the basic approaches to the analysis of criteria and factors of project activity success in general are analyzed. The factors during the organization of group project activities are generalized and analyzed, including social-psychological, external-organizational factors and the level of readiness of territorial communities for project activities. It is determined that the level of readiness of territorial communities to carry out project activities is a set of motives, knowledge, skills, abilities, methods of project actions, personal qualities that ensure the successful interaction of its subjects. It is substantiated that the concept of the offered model consists in the most effective use of possibilities of group project activity for maintenance of qualitative formation of communicative competence of territorial communities, their personal and professional development. The key components of the proposed model are: conceptual-target, functional, structural, diagnostic. It is determined that the main purpose of the conceptual-target component is to form communicative competence, mastering the methods of solving problem-oriented tasks by means of project activities. The functional component of the model includes the identification of the entities on which the effectiveness of the project activity depends, and which carry out its evaluation. It was found that the structural component of the model contains the stages according to which project activities should be organized at the local level. The diagnostic component of the model contains criteria and indicators, levels, means of evaluating the effectiveness of project activities. Within this component, three levels of project activity efficiency (low, medium, high) are defined on the basis of taking into account the results achieved in the project activity process.

This article introduces Proxy Technology Assessment (PTA) as a methodological approach that can widen the scope of virtual world and game research. Studies of how people experience virtual worlds and games often focus on individual in-world or in-game experiences. However, people do not perceive these worlds and games in isolation. They are embedded within a social context that has strongly intertwined online and offline components. Studying virtual experiences while accounting for these interconnections calls for new methodological approaches. PTA answers this call.Combining several methods, PTA can be used to investigate how new technology may impact and settle within people's everyday life (Pierson et al., 2006). It involves introducing related devices or applications, available today, to users in their natural setting and studying the context-embedded practices they alter or evoke. This allows researchers to detect social and functional requirements to improve the design of new technologies. These requirements, like the practices under investigation, do not stop at the outlines of a magic circle (cf. Huizinga, 1955).We will start this article by contextualizing and defining PTA. Next, we will describe the practical implementation of PTA. Each step of the procedure will be illustrated with examples and supplemented with lessons learned from two interdisciplinary scientific projects, Hi-Masquerade and Teleon, concerned with how people perceive and use virtual worlds and games respectively.
