New Technologies and Technological Innovation for the City: Chance EXPO 2015

The main principle of the strategy for the complex improvement of the functioning of northern cities in winter, including their infrastructure development, is a comprehensive solution of the problem of industrial-scale snow-mass collection, removal and utilization at different areas of urban roadway networks. For its implementation in the capital of Russia, “MosvodokanalNIIproject” JSC developed in 2002 the Snow Removal Master Plan for the city of Moscow. The meteorological conditions in the city, which have changed considerably in the recent years, including the changes in the snow-cover depth and in the road-surface areas to be cleaned, as well as emerging of new technologies for the cleaning of urban streets, yards and sidewalks and some new types of deicing agents, resulted in the necessity to update the above-mentioned Snow Removal Master Plan developed for the city of Moscow. Efficient application of deicing agents is of special importance for its updating in the context of the environmental safety of the city in a winter period. The article considers the results of the implementation of the updated Snow Removal Master Plan and contains some proposals concerning snow removal under the conditions of extreme snowfalls.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

Open Government is committed to improving the quality of information availability on government activities, supporting civil society participation in government, upholding professional standards in public administration to prevent corruption, abuse of power and increasing access to the use of new technologies to support accountability and openness. Currently, many governments have implemented e-government which supports the government's goals in open government. Where, e-government is used to describe the use of technology in carrying out several government tasks. The city government of Palembang has several applications or e-government systems that are open government. The city government of Palembang has not made a quality measurement of the e-government that has been implemented, so it is not known the level of quality in each application or system implemented. Based on this explanation, it is necessary to analyze the level of service quality in the system that has been implemented by the Palembang City Government.

This paper is studying influence of new technologies on city development with accent on socio-spatial dimension. The primary goal of the paper is to point out the reflections of earlier ideas in the context of modern technological processes in cities. All social, technical and technological components of a community, and finally civilization, are reflected within space of the city. Although having remained the greatest consumer of many material goods, city has also become a ‘’producer’’ of many technical-technological and spiritual values of civilization. Taking into account acceleration of phenomena in the world of technology and technology featuring modernity, it reasonably brings a question on realistic chance for prediction of their further course and related social changes that are about to cause it. In many scenarios of urban future, one can sense the idea of a city as a result of high technological achievements of civilization. Special attention is paid on informational city which, connecting a lot of people into systems of interactive information technology change the way of their mutual communication, as well as their social life and culture of behaviour. Measure of organization and function of city is set by telecommunication technologies, information, and computers. If city is a ‘’print of a society in space’’, then a contemporary moment refers to ‘’digitalization’’ of human beings, digitalization of their interactions, new aesthetics, value and other criteria. The tendency of this paper is to contribute to the understanding of new technologies on 21st century cities interpreted primarily through the prism of certain theoretical and experimental ideas and concepts of the 20th century.

<p class="VARAbstract">Can we preserve cultural heritage and, consequently, the memory of the past? To answer this question, one should look at the digital revolution that the world has gone through in recent decades and analyse the complex and the dialectical relationship between cultural heritage and new technologies. Thanks to these, increasingly accurate reconstructions of archaeological sites and historical monuments are possible. The resulting digital replicas are fundamental to experience and understand cultural heritage in innovative ways: they have complex and dynamic relationships with the original objects. This research paper highlights the importance and the scientific validity of digital replicas aimed at understanding, enhancing and protecting cultural heritage. The study focuses on the virtual reconstruction of the constructive phases, from the mid-15<sup>th</sup> century to date, of one of the most emblematic Gothic-Renaissance buildings in the city of Milan (Italy): the convent of Santa Maria delle Grazie, famous worldwide for hosting Leonardo da Vinci's Last Supper painting. This site proved to be an ideal case study because of its troubled and little-known history that led to numerous changes over the centuries. Thanks to a methodological approach based on the analysis of the documentary sources and three-dimensional (3D) modelling, it was possible to outline the chronological succession of the convent transformations; the way in which these overlapped the pre-existing structures was described starting from the Renaissance harmonious and organic interventions, to finally reach 18<sup>th</sup>-19<sup>th </sup>centuries inhomogeneous and incompatible additions. Finally, the research was completed by mapping the 3D models based on the sources used and their different levels of accuracy. The 3D models have thus become a valid tool for checking and verifying the reconstruction hypotheses.</p><p class="VARAbstract">Highlights:</p><ul><li><p>The study focused on the virtual reconstruction of the convent of Santa Maria delle Grazie, one of the most emblematicGothic-Renaissance buildings in the city of Milan.</p></li><li><p>By combining data from documentary sources, architectural treatises, period photos and digital survey, the mainbuilding phases of the convent, from the 15th century to date, were digitally reconstructed.</p></li><li><p>The 3D models are enriched with information about the accuracy of the digital reconstruction, creating 3D databasesthat can be easily consulted and updated.</p></li></ul>

The most conventional systems in the Urban Planning practice leave out needs and real social demands through inefficient management models in many cases. Nowadays there is a social, professional and institutional demand to transform these models into new ways of thinking and planning the city that are closer to its inhabitants. In fact, there is a high social involvement of people that are helping or developing activities in favour of their local communities. However, this social activism is not visible nor recognised as the one made by regulated associations. Undoubtedly, the use of new technologies offers a framework of opportunity in these new ways of ”making the city”, as well as it becomes a new area of work and research.In this sense, there are many experiences that incorporate technology as a resource to promote citizen participation in the management of cities. However, only some of them are effective and achieve the goal of becoming a useful tool for citizens. In the city of Malaga, there are already some digital tools at the service of citizenship, although these require a process of revision and updating that allows optimizing existing resources and increasing their impact as a participation tool. As a first step, it is necessary to identify the agents and social initiatives of existing participation in the city.The objective of this project is to create an interactive digital platform that shows the city of Malaga from a real social perspective, as it makes visible and map the emerging non regulated movements, neighbourhood initiatives and new urban trends with low visibility. Finally, the aim is to create a tool for collectives, associations, administrations and other urban agents to promote synergies and relationships among all of them. The incorporation of all of them is essential for the success of the platform as a participation tool. For this, a methodology of actions is established, and it begins with the identification of possible agents and the way of interaction with each one of them. The digital tool that is used is based on the use of geographic location systems.This article collects the results of the first phase of the research project that includes a methodological proposal for mapping the real social activist reality in cities and a functional test of the digital platform created for this. Likewise, an evaluation of the experience and possible improvements to be incorporated in the successive phases of the project is advanced

This article seeks to reflect on the already existing and inseparable rela­ tionships between society, sustainability, culture and leisure, bringing to the core of the reflection the concept of MIL Cities (Media Information as a potential scenario for developing new urban, human, cul­ tural and technological. Initially, a review of the concept of leisure was made, addressing its foundational pillars and cultural contents, poste­ riorly the relationship between individual and quality of life in cities is explained, through body practices and body awareness, as well as through environmental practices and the promotion of an increasingly active and collective environmental awareness. The relationship of oc­ cupation, belonging and right to the city is also addressed and, precisely at this point, the potential for the use of new technologies by the private sector, public authorities and civil society in the construction and appli­ cation of possibilities that permeate the universe of MIL Cities.

The authors studied the economic efficiency of conservative treatment of 196 patients with injuries of the rotator-bicepital complex on the basis of the City Clinical Hospital № 6 in Minsk for the period from 2013 to 2020 using the developed approaches and the introduction of new technologies. As a result of shortening the length of stay of patients in a hospital with the use of new treatment technologies, it can reduce the cost of money. The total economic effect was 30726 BYN. The study of the parameters of economic efficiency indicates the feasibility of using the introduced medical technologies. As a result, the total amount of savins from reducing economic losses amounted to 24 006 BYN.

Keeping order in the city is the oldest of police duties. In the 1820s, the Policía de Buenos Aires adopted the image of a watchful eye as their emblem, placing the symbol on their medallions, badges, and letterhead. This institution “never slept.” Watching the city by day, watching it by night, the police attempted to give the appearance of being the ubiquitous eyes of authority. This chapter focuses on the crisis and subsequent resurrection of this ideal during the first decades of the twentieth century. It traces this history into the 1930s, when the police began using the new technologies—radios and patrol cars—that fundamentally altered methods of perceiving and collecting information on urban life.

This chapter presents the research carried out by teachers and students of 6 junior high school classes on the modern ICT use in didactics. They participated in the “[email protected]” project and were involved in the PoliCultura&Moodle format contained in Learning4All (www.learningforall.it), a section of a national macro-project financed by FIRB (Fondo per gli Investimenti della Ricerca di Base by the Italian Ministry of Education). A short questionnaire focusing on the students’ learning needs and their aptitude for new technologies was administered to students. Some observations were carried out during a normal school day. Some student-centered focus-groups were carried out. A LCMS Moodle environment was planned and implemented to support and expand the educational activities carried out in the classroom. Research has confirmed that technological innovation in school requires a strong support from governance, and teachers who gain the digital competence and a design capacity for innovation in teaching ordinary action.
