Foreign Credential Recognition and Immigrants’ Chances of Being Hired for Skilled Jobs—Evidence from a Survey Experiment Among Employers

Abstract A large body of empirical research has demonstrated that foreign education is a major cause of ethnic disadvantages in the labor market. However, there are few insights into how these disadvantages of foreign training can be effectively countered. To improve skilled immigrants’ access to positions commensurate with their foreign qualifications, several countries have introduced policies to officially recognize foreign educational credentials. In this study, we examine the extent to which having recognized foreign credentials improves immigrants’ chances of being hired. To identify the causal effect of foreign credential recognition on immigrants’ chances of accessing adequate jobs, we focus on employers’ hiring decisions. Using vignettes, we simulate a hiring process and show randomized profiles of applicants to employers who then rate how likely they are to invite the applicants to a job interview. Our central finding is that having recognized foreign credentials considerably narrows but does not completely close the gap in the hiring chances between foreign- and native-trained applicants. Moreover, we find that the extent to which applicants benefit from foreign credential recognition varies with their occupational experience but not with the quality of the educational system in which they were trained. We conclude that whereas foreign credential recognition is a promising tool to highlight immigrants’ skill potential and reduce the disadvantages of the foreign-trained in the labor market, it hardly harmonizes the hiring chances of native- and foreign-trained applicants.

This article analyses the conditions under which employers grant immigrants access to jobs corresponding to their foreign education. It is often observed that employers prefer native-educated employees and devalue foreign education. We argue that part of this devaluation is due to institutional differences in education systems. Nevertheless, hiring foreign-educated immigrants is becoming a viable strategy for employers given the substantial shortage of skilled labour and the significant influx of skilled immigrants. Using a factorial survey, we simulate a hiring process and present a series of hypothetical foreign applicants to employers in Germany. Our findings show that the transferability of foreign qualifications strongly depends on the institutional characteristics of foreign education systems. However, employers are willing to accept differences in education because they consider institutional differences a trade-off against other dimensions, such as relevant foreign work experience.

Purpose As of 2011, the average US state had 37 health insurance benefit mandates, laws requiring health insurance plans to cover a specific treatment, condition, provider, or person. This number is a massive increase from less than one mandate per state in 1965, and the topic takes on a new significance now, when the federal government is considering many new mandates as part of the “essential health benefits” required by the Affordable Care Act. The paper aims to discuss these issues. Design/methodology/approach The authors use fixed effects estimation on 1996-2010 data to determine why some states pass more mandates than others. Findings The authors find that the political strength of health care providers is the strongest determinant of mandates. Originality/value A large body of literature has attempted to evaluate the effect of mandates on health, health insurance, and the labor market. However, previous papers did not consider the political processes behind the passage of mandates. In fact, when they estimate the laws’ effect, almost all papers on the subject assume that mandates are passed at random. The paper opens the way to estimating the causal effect of mandates on health insurance and the labor market using an instrumental variables strategy that incorporates political information about why mandates get passed.

Refugees face significant barriers in the labor markets of western countries due to limited transferability of educational credentials. Post-migration education can increase refugees’ chances in the labor market, but little is known about the prevalence and underlying patterns of such post-secondary educational investments. I contribute to the literature by analyzing survey data from the Netherlands on post-migration education among more than 3,000 adult refugees who come from Afghanistan, Iran, Iraq, former Yugoslavia, and Somalia. I find that refugees’ investments in schooling depend on both pre- and post-migration characteristics. Results show that post-migration schooling is more common among adult refugees who are higher educated, who arrived at a younger age, who have applied for recognition of their foreign education, and who have (successfully) participated in integration and/or language courses. When refugees are kept in an asylum center for a longer time, they are less likely to invest in post-migration education.

AbstractWhile a large body of literature empirically documents an electoral advantage for local candidates, the exact mechanisms accounting for this effect remain less clear. We integrate theories on the political geography of candidate-voter relations with socio-psychological accounts of citizens’ local attachment, arguing that citizens vote for candidates from their own local communities as an expression of their place-based identity. To test our argument, we exploit a unique feature of the German mixed-member electoral system. We identify the causal effect of candidates’ localness by relying on within-electoral-district variation coupled with a geo-matching strategy on the level of municipalities ($$\hbox {N}=11175$$ N = 11175 ). The results show that voters exhibit a strong bias in favor of local candidates even when they are not competitive. More than only expecting particularistic benefits from representatives, citizens appear to vote for candidates from their own local community to express their place-based social identity.

AbstractThis study investigates the causal effect of older siblings’ schooling on their younger siblings’ schooling and labor market outcomes by exploiting the temporal and geographical variations in the implementation of compulsory schooling laws in China. Reform exposure is quantified as the number of years that an individual is eligible for compulsory education. We find that older siblings’ exposure to compulsory schooling reform had negative impacts on their younger siblings’ academic achievement and labor market performance. We provide some suggestive evidence for the mechanism of resource reallocation within households. These findings suggest that we may be overestimating the social benefits of compulsory schooling reforms by ignoring the resources constraints within households and the spillover effects on siblings.

The attainment of postsecondary credentials holds particular promise in improving economic security for low-income single mothers. However, the type of school attended may matter when determining whether postsecondary credentials will foster positive labor market outcomes and financial stability for former students. This paper describes the pre-test of a field experiment to examine whether the school type listed on a job applicant’s resume has an impact on receiving a call for a job interview, in fields commonly pursued by low-income women. School types tested were for-profit schools and community colleges. Results revealed little difference in outcomes for job seekers with credentials from each school type. However, more reliable results could be obtained by repeating this study in a stronger economy, using job candidates with minimal applicable experience, applying to a greater number of positions, and selecting occupations for which an academic credential is widely seen as a prerequisite for entry.DOI:10.2458/azu_jmmss_v5i1_arcand

This paper introduces a new IV strategy based on IVF (in vitro fertilization) induced fertility variation among childless women to estimate the causal effect of having children on their career. For this purpose, we use administrative data on IVF treated women in Denmark. Because observed chances of IVF success do not depend on labor market histories, IVF treatment success provides a plausible instrument for childbearing. Our IV estimates indicate that fertility effects on earnings are: (i) negative, large, and long-lasting; (ii) driven by fertility effects on hourly earnings and not so much on labor supply; and (iii) much stronger at the extensive margin than at the intensive margin.
