Soybean rust (Phakopsora pachyrhizi Sydow) has been known to occur in eastern Asia and Aus-tralia for decades. In recent years, the disease entered Africa and South America and has spread rapidly in these continents. It has become a concern to the U.S. soybean industry. To assess the threat of soybean rust, we used a modeling approach to determine the potential geographical zones where the fungus might overwinter and serve as source areas for seasonal epidemics. Long-term meteorological averages were used to assess the temperature stresses by using CLIMEX, and the dry stress with an algorithm developed in this study. Integration of stresses was used to predict the likelihood of survival of the rust in a defined location. Our results suggest that the new soybean rust invasions in Africa and South America occurred in the areas where the fungus might persist year-round. The main regions where rust has not been reported but might overwinter are located in the western hemisphere, including northern South America, Central America, the Caribbean, Mexico, southern Texas, and Florida. Southeastern China and neighboring areas are suggested as the primary regions where initial spores for soybean rust epidemics in central China are produced. If the disease is to establish in the United States, it is likely to be restricted to parts of Florida and southern Texas during the winter in the frost-free areas or areas where the fungus could overcome short periods of below-freezing temperatures. Occurrence of rust epidemics within the U.S. soybean belt would depend on south-to-north dispersal of uredospores.

This chapter traces the history of the Zika virus. Viruses are usually messengers of bad news. The bad news emerging as a specialty of infection by Zika viruses and the harm they cause is the long-term disability of the most vulnerable populations: pregnant women and their babies. Zika virus is a member of the flavivirus group, whose fellow members are yellow fever and West Nile viruses; all three are transmitted by mosquitoes. Attacks by Zika virus and the disease it caused unexpectedly exploded in 2015–2016, mainly in Brazil and surrounding countries in Central and South America and the Caribbean. Zika was then transported to the United States. Zika infections recorded in the United States were linked primarily to airplane or ship travelers from the areas of Zika outbreaks. Adult males and females infected with Zika virus may develop an autoimmune disease termed Guillain-Barré syndrome (GBS). GBS describes persons whose own immune system attacks their nerves (polyneuropathy), leading to symmetrical weakness of the extremities requiring hospitalization.

By the beginning of the twentieth century, the United States had emerged as a substantial great power. Despite a century of animosity, the United States and Great Britain were able to reconcile at this time. This chapter reviews the process by which this reconciliation took place, including through three crises that defined the terms of their relationship in the western hemisphere—the Venezuela boundary crisis, the Panama Canal crisis, and the Canadian border crisis. In addition, by accepting a U.S. presence in East Asia, Britain signalled its comfort with the arrival of the U.S. as a great power. British confidence in U.S. long-term intentions, not any judgment about U.S. capabilities, were key to Anglo-American friendship.

This study represents part of a long-term research program to investigate the influence of U.K. accountants on the development of professional accountancy in other parts of the world. It examines the impact of a small group of Scottish chartered accountants who emigrated to the U.S. in the late 1800s and early 1900s. Set against a general theory of emigration, the study's main results reveal the significant involvement of this group in the founding and development of U.S. accountancy. The influence is predominantly with respect to public accountancy and its main institutional organizations. Several of the individuals achieved considerable eminence in U.S. public accountancy.

The long-tailed weasel Mustela frenata Lichtenstein, 1831 has the greatest geographical range among mustelids in the western hemisphere (Harding & Dragoo 2012). The range of M. frenata extends from the north of the United States, near the Canadian border, to northern South America (Sheffield & Thomas 1997), from sea level to 3800 masl (Sheffield & Thomas 1997, Reid & Helgen 2008).

Understanding long-term changes in human well-being is central to understanding the consequences of economic development. An extensive anthropometric literature purports to show that heights in the United States declined between the 1830s and the 1890s, which is when the U.S. economy modernized. Most anthropometric research contends that declining heights reflect the negative health consequences of industrialization and urbanization. This interpretation, however, relies on sources subject to selection bias. Our meta-analysis shows that the declining height during industrialization emerges primarily in selected samples. We also develop a parsimonious diagnostic test that reveals, but does not correct for, selection bias in height samples. When applied to four representative height samples, the diagnostic provides compelling evidence of selection.

This chapter chronicles how young people experience deportation from the United States to Guatemala. It examines the policies and institutional practices that govern the removal of unaccompanied children and trace the ways in which young people and their families understand and navigate these policies and practices. Through multi-sited ethnographic research in the United States and Guatemala, the chapter reveals the various impacts of the forced “repatriation” of children, exacerbating the very conditions that spurred their migration and causing new interrelated uncertainties and related risks as “deportees.” As they are physically expelled from the United States, deported young people move out of U.S. legal systems. The effects of a forced “return” to their nations of origin produce new challenges such as feelings of isolation and vulnerability as well as danger, such that, in many ways, they continue to be in and moving through regimes of illegality. Demonstrating the long-term and geographically distant effects of the U.S. government’s deportation of children and youth, the chapter outlines the confining character of being out of a system, especially if once in it.

In the decades before the Civil War many Southerners argued that their slaveholding region should expand territorially beyond the boundaries of the United States into Latin America and the Caribbean, especially Cuba. Instead, during the Civil War the Confederacy renounced the capture any new territory in the Americas. Historians have neglected to explain fully the South’s failure to to fulfill its prewar ambitions to expand territorially in the New World after secession. Patrick J. Kelly argues that examining the Southern rebellion from the perspective of Mexico City, Havana, London and Paris reveals the stark geopolitical realities facing the Confederate nation in the New World. Instead of dominating the New World, the Southern rebellion served as a pawn, especially to the French Emperor Napoleon III, in hemispheric affairs. Ultimately, the Confederacy proved too weak internationally to to capture any new hemispheric territory or gain the foreign recognition it sought in order to operate as a sovereign state in the family of nations. In an ironic twist, instead of insuring the future of Southern slavery, secession marked the death knell of the South’s dream of creating an empire for slavery in the Western Hemisphere.

The multifaceted career of Henry Alexander Saturnin Hartley (1861–1934) has been almost entirely overlooked by scholars. It however offers us a window into the way the study of classics traveled up and down the Atlantic seaboard and through the Americas. His peripatetic life which took him from Trinidad, to Paris, to maritime Canada, to South America and also to parts of the U.S. figures into the larger history of black classicism when knowledge of classical languages was a “currency” of its own. His 134-page book Classical Translations (Nova Scotia, 1889) was a singular achievement. It is the first book of translations taken from the literature of ancient Greece and Rome that was written and published by a person of African descent in the western hemisphere.

In order to maintain the U.S. domestic nuclear capability, its scientific technical leadership, and to keep our options open for closing the nuclear fuel cycle, the Department of Energy, Office of Nuclear Energy (DOE-NE) invests in various R&D programs to identify and resolve technical challenges related to the sustainability of the nuclear fuel cycle. Sustainable fuel cycles are those that improve uranium resource utilization, maximize energy generation, minimize waste generation, improve safety and limit proliferation risk. DOE-NE chartered a Study on the evaluation and screening of nuclear fuel cycle options, to provide information about the potential benefits and challenges of nuclear fuel cycle options and to identify a relatively small number of promising fuel cycle options with the potential for achieving substantial improvements compared to the current nuclear fuel cycle in the United States. The identification of these promising fuel cycles helps in focusing and strengthening the U.S. R&D investment needed to support the set of promising fuel cycle system options and nuclear material management approaches. DOE-NE is developing and evaluating advanced technologies for the immobilization of waste issued from aqueous and electrochemical recycling activities including off-gas treatment and advanced fuel fabrication. The long-term scope of waste form development and performance activities includes not only the development, demonstration, and technical maturation of advanced waste management concepts but also the development and parameterization of defensible models to predict the long-term performance of waste forms in geologic disposal. Along with the finding of the Evaluation and Screening Study will be presented the major research efforts that are underway for the development and demonstration of waste forms and processes including glass ceramic for high-level waste raffinate, alloy waste forms and glass ceramics composites for HLW from the electrochemical processing of fast reactor fuels, and high durability waste forms for radioiodine.

Abstract The Old World bollworm, Helicoverpa armigera (Hübner), is one of the most destructive agricultural pests worldwide. It was first recorded in Brazil in 2013, yet despite this recent introduction, H. armigera has spread throughout much of Latin America. Where H. armigera has become established, it is displacing or hybridizing with the congeneric New World pest Helicoverpa zea. In addition to the adaptive qualities that make H. armigera a megapest, such as broad range pesticide resistance, the spread of H. armigera in the New World may have been hastened by multiple introductions into South America and/or the Caribbean. The recent expansion of the range of H. armigera into the New World is analyzed herein using mtDNA of samples from South America, the Caribbean Basin, and the Florida Peninsula. Phylogeographic analyses reveal that several haplotypes are nearly ubiquitous throughout the New World and native range of H. armigera, but several haplotypes have limited geographic distribution from which a secondary introduction with Euro-African origins into the New World is inferred. In addition, host–haplotype correlations were analyzed to see whether haplotypes might be restricted to certain crops. No specialization was found; however, some haplotypes had a broader host range than others. These results suggest that the dispersal of H. armigera in the New World is occurring from both natural migration and human-mediated introductions. As such, both means of introduction should be monitored to prevent the spread of H. armigera into areas such as the United States, Mexico, and Canada, where it is not yet established.
