Along with increasing concerns on environmental protection and global warming mitigation, new industrial organization modes such as “Ecoindustrial Park” and “Low Carbon Industrial Park” are emerging. Since ecoindustrial parks and low carbon industrial parks may offer multifaceted benefits to the users, it naturally follows that the sustainability assessment of the industrial parks ought to adopt a multicriteria methodology. In this paper, a multicriteria sustainable evaluation framework is proposed in combination with the life cycle analysis and applied to a low carbon and high end industrial park (LCHE) in Beijing, China. Results show that the LCHE industrial park can contribute to both energy-saving and greenhouse gas emission mitigations compared with other industrial parks. In terms of economic performance, although the economic profits are considerable, the investment per constructed area is relatively high. The results of sustainable analysis of the LCHE industrial park can thus shed light on future upgrading of industrial parks.

By using AHP (Analytic Hierarchy Process) method, the weight coefficient of evaluation system for low-carbon industrial park has been analyzed. The structure model and model matrix have been established. Combined with specialist suggestions, using calculation equations, the scores of the weight coefficient of evaluation system have been analyzed and determined. Finally a set of allocation scheme is developed reasonably and an evaluation standard for low-carbon industrial park is finished. Energy utilization and GHG management, recycle economic and environmental protection, financial security mechanism and application of planning are chosen as the criterion layer. The standard can be used as a guide to promote the supervision of low-carbon development for industrial parks in China.

Tianjin Harbor Economic Area is one of the important functional areas of Tianjin Binhai New Area. At present, its artificial wetland ecological construction has started running. In this paper, the comprehensive benefits of artificial ecological wetland are analyzed in terms of ecological, social, economic. Including the industrial park wastewater treatment, water conservation, increase biodiversity, promote regional low-carbon development, beautify the landscape of industrial parks, produce the best possible results of ecological publicity and education function and promote regional economic development. The analysis showed that the artificial ecological wetland in Tianjin Harbor Economic Area has broad application prospects for such large-scale industrial parks, and it can be used as demonstration to promote ecological industrial park construction.

Due to the current environmental situation, the reducing of greenhouse gas emission and the saving energy is the phenomenon. The building sector is still growing and more and more energy is needed. Thermal performance of building envelope has been of great importance in the context of existing global warming issues. Buildings are responsible for 40% of energy consumption and 36% of Carbon Dioxide (CO2) emissions in the member states of the European Union. According to the research project Heartland Green Sheets, the recommended criteria for assessments of sustainable buildings materials are low embodied energy, recyclable, use renewable resources, locally or regionally produced, energy efficient, low environmental impact, durable, minimize waste, positive social impact and affordable. The contribution focuses on life-cycle assessment (LCA) and sustainability assessment of commonly used wall systems. The multi-criteria analysis of the contemporary wall systems in term of sustainable development is presented in the paper. The contemporary commonly used wall systems are assessed in terms of labour, time and financial demands, energy and environmental performance.

The rapid development of information and communication technology (ICT) and the Internet have accelerated the transformation of social patterns and lifestyles. Intelligent technology services have become indispensable to peoples daily lives in the twenty-first century. In Taiwan, the 921 earthquake in 1999 and Typhoon Morakot highlighted the significance of safety and disaster prevention in rural communities. Implementing intelligent living technology in rural communities can enhance residents knowledge and concepts of disaster prevention, relief, and evacuation, and prevent losses from disasters. Considering the rapid development of global ICT and the threat and pressure of natural disasters and deteriorating living environments, we used the evaluation framework for low-carbon rural communities developed in a preliminary study as a foundation and introduced intelligent living applied services and technology. Through this study, we hoped to enhance the competitiveness of rural communities by adjusting industrial policies and the living standards in rural communities according to the lowest costs and the highest efficiency. The results showed that the sustainable evaluation indicators do have positive benefits for rural communities, consistent with our review of literature. Intelligent living technology exhibits a positive significant impact on development potential evaluation of rural communities, a result consistent with the results of related domestic and foreign studies. Therefore, governments can strengthen the quality of life benefits brought by intelligent living technology, such as effective microclimate environment adjustments, creation of good leisure spaces and scenery, and improvements to the basic production conditions, preservation of the rural ecology and culture.

One of the effective ways of low carbon concrete is to reduce the cement content. It can not only reduce the greenhouse gas emission, but also improve the comprehensive utilization of industrial solid waste. In this paper, the mix design and experimental research of C15 Self-Compacting Concrete (SCC) were carried out by substituting cement with high volume fly ash. A partition coefficient of environmental burden Cm was introduced in order to assess the environmental effect of different mix proportion SCC precisely by using life cycle assessment method. Evaluation results showed that the mixing of fly ash can reduce the consumption of coal, the discharge of CO2 and the solid wastes effectively. The study provided a rational basis for the high performance and low cost fly ash concrete.

This paper discusses the construction and development of eco-industrial parks. It points out that the core of eco-industrial park construction is to advance low-carbon production and puts forward three principles of cutting, exchanging and turning. Based on three perspectives of enterprise itself, among enterprises, between enterprises and the park, it explains the meanings and implementations of three principles. Then, the key factors are analyzed to establish cooperation between enterprises and the park based on game theory. Finally some effective ways are given out to promote the development of eco-industrial parks.

From the early seventies the Korean Government has adopted a rural industrialization policy as an important measure for promoting rural development. It has been perceived that through this measure the over-concentration of economic activity would be controlled and dispersed. Development of rural industrialization has passed through three different phases: i) the period of promoting rural cottage-type industries (1960-80); ii) the period of rural industrial park establishment; and iii) a stagnation period after the early 1990s. Throughout the overall period government policy changed from an individual project-oriented approach to a diversified and comprehensive policy program. The policy programs, such as the development of rural industrial parks, off-farm income source development and vocational training programs for farm youths, have helped in promoting rural industrialization. On the other hand, policy programs promoting rural out-migration and unbalanced regional development policy have impacted negatively on rural industrialization. Presently one of the serious policy issues facing rural industries is how to secure a young labor force and how to promote rural entrepreneurship. In addition, rural development efforts by local government and authorities are necessary in order to increase investment from urban-based entrepreneur firms.
