Modelling of interrelationships amongst enterprise and inter-enterprise information system barriers affecting digitalization in electronics supply chain

PurposeThe process of supply chain digitalization (SCD) through enterprise and inter-enterprise information systems (EIIS) is a challenging task. Understanding and studying barriers of SCD adopting EIIS are essential for better management of supply chains (SCs) in the long run. This paper analyses the key EIIS adoption barriers affecting the process of SCD.Design/methodology/approach Fifteen key EIIS barriers of SCD in the context of an electronic SC were identified from existing literature and in consultation with experts from industry and academia. Grey-based decision-making trial and evaluation laboratory (DEMATEL) methodology is used to identify cause–effect relationship and extent of the strength of relationship amongst EIIS barriers. Sensitivity analysis is done to verify the robustness of the study.Findings EIIS barriers were classified into seven major cause factors and eight effect factors. This study provides a structural framework of key EIIS adoption barriers to decision makers by classifying barriers into cause and effect groups for effective SCD and better management.Originality/value This study contributes to SC literature by exploring key EIIS barriers affecting the process of SCD. These findings will also help the practitioners in effective decision making for digitalization.

Purpose The purpose of this paper is to investigate the knowledge gaps in the published research on terrorism-related risk in supply chains, and to develop a framework of strategies and effective decision-making to enable practitioners to address terrorism-related risks in supply chain risk management (SCRM) and security. Design/methodology/approach The study adopts a novel combination of triangulated methods comprising a systematic literature review (SLR), text mining and network analysis. These methods have not been jointly utilized in past studies, and the approach constitutes a rigorous methodology that cross-validates results and ensures the reliability and validity of qualitative data. Findings The study reveals a number of key themes in the field of SCRM and security linked with terrorism. The authors identify relevant mitigation strategies and practices for effective strategic decision making. This subsequently leads us to develop a strategic framework of strategies and effective decision-making practices to address terrorism-related risk, affecting SCRM and security. The authors also identify key knowledge gaps in the literature and explore the main contributions by disciplines (e.g. business schools, engineering and maritime institutions) and countries. Practical implications The authors provide a strategic framework of strategies and effective decision-making practices that managers can use to minimize terrorism-related risk in the context of SCRM and security. Originality/value This paper introduces a novel methodological combination for improving the quality of SLRs. It uses the approach to systematically review the strategies and effective decision-making practices interlinked with terrorism risk, affecting SCRM and security. It identifies significant knowledge gaps and defines directions for future research.

PurposeThis article details a qualitative descriptive case study of affective factors of effective decision-making of one local government organization in the United States of America. The specific problem was that many elected American local government representatives lack effective decision-making strategies. This research focus indicated a lack of qualitative research on the real-world experience of factors that were taken into consideration during decision-making within American local government organizations.Design/methodology/approachUsing a local government organization in southwest Illinois, elected representatives were interviewed and observed. The interviews and observations surfaced how the representatives made decisions. Data were analyzed using manual coding and theming to determine themes and patterns.FindingsThe results produced six themes about factors, including emotional intelligence, which impacted decision-making. They are: (1) remembering the past, (2) communication and respect, (3) spurring economic growth and development, (4) fairness, (5) recognizing and removing emotions and bias and (6) accountability.Research limitations/implicationsBeing a single case study, this research is limited in generalization. The research was limited to the identification of current, real-world experience of elected local government representatives.Practical implicationsThe findings of this research can be used to create more effective decision-making practices for local government organizations of similar size.Originality/valueThis is the first study to review, in-depth, the decision-making and emotional intelligence factors of local government organizations in the United States of America. The conceptual background, discussion, implications to local government organizations, limitations and recommendations for future studies are discussed.

Purpose – This paper aims to contribute towards understanding how safety knowledge can be elicited from railway experts for the purposes of supporting effective decision-making. Design/methodology/approach – A consortium of safety experts from across the British railway industry is formed. Collaborative modelling of the knowledge domain is used as an approach to the elicitation of safety knowledge from experts. From this, a series of knowledge models is derived to inform decision-making. This is achieved by using Bayesian networks as a knowledge modelling scheme, underpinning a Safety Prognosis tool to serve meaningful prognostics information and visualise such information to predict safety violations. Findings – Collaborative modelling of safety-critical knowledge is a valid approach to knowledge elicitation and its sharing across the railway industry. This approach overcomes some of the key limitations of existing approaches to knowledge elicitation. Such models become an effective tool for prediction of safety cases by using railway data. This is demonstrated using passenger–train interaction safety data. Practical implications – This study contributes to practice in two main directions: by documenting an effective approach to knowledge elicitation and knowledge sharing, while also helping the transport industry to understand safety. Social implications – By supporting the railway industry in their efforts to understand safety, this research has the potential to benefit railway passengers, staff and communities in general, which is a priority for the transport sector. Originality/value – This research applies a knowledge elicitation approach to understanding safety based on collaborative modelling, which is a novel approach in the context of transport.

Purpose – This paper discusses the findings of a survey carried out to understand how employees perceived their leaders. The author was particularly interested in how brain-savvy leaders were – by this, is meant are leaders working in a way that is consistent with how the brain works? The author was interested in the question because she believes that working in a way that is consistent with how the brain works creates efficiency, productivity and engagement as well as improves the chances that change will be successful. Design/methodology/approach – We surveyed 2,000 people by telephone. Respondents were based in the UK and consisted of public sector and private sector employees spanning across all industry sectors. Findings – Our findings suggest leaders are failing to act in a way that is consistent with how the brain works. Less than 5 percent of UK employees said that their leaders were working in a brain-savvy manner and 24 percent said the leader in their organization was brain-fried, that is over stressed, a poor communicator and lacking personal connection. Originality/value – Neuroscience, the science of how the brain works offers insight into the implications for HR in organizations. The science is pointing to a number of ways the brain responds, for example, perceiving threat over reward leading to avoidance and reductions in creativity and effective decision making, and the importance of relationships as a motivator and creating engagement. The science also points to ways HR can help create more brain-savvy leaders and businesses.

Purpose – The purpose of this paper is to discuss some of the primary factors that inhibit efficient decision-making in teams and propose some methods to help facilitate the process more effectively. Teams often have a difficult time navigating the decision-making process. Even with a well-defined process, decision-making can be derailed by failing to set and maintain priorities or by ineffectively evaluating the significance of individual decisions that need to be made within the larger project scope. Design/methodology/approach – This article reviews some of the applicable literature related to decision-making and synthesizes it into an approach that can be used by teams to facilitate their decision-making processes. Findings – There are three major impediments to efficient and effective decision-making in teams. Using methods for diagnosing and triaging the nature of decisions, teams can become more effective and efficient in their decision-making processes. Originality/value – This article synthesizes a number of strands of research from various subdisciplines in management to develop an approach that can be used by project teams to more effectively facilitate their decision-making processes.

This chapter examines the relationship between parliamentarism and the legislative branch. It explores the evolution of the legislative branch, leading to disillusionment with the rationalized law-making factory, a venture run by political parties beyond the reach of constitutional rules. The rise of democratically bred party rule is positioned between the forces favouring free debate versus effective decision-making in the legislature. The chapter analyses the institutional make-up and internal operations of the legislature, the role of the opposition in the legislative assembly, and explores the benefits of bicameralism for boosting the powers of the legislative branch. Finally, it looks at the law-making process and its outsourcing via delegating legislative powers to the executive.
