“Inamura no hi” (“the rice bale fire”), its evolving story and global relevance: the politics of tsunami preparedness in Japan

PurposeThis paper aims to reintroduce to proponents of natural disaster readiness worldwide the history and content of the most renowned tsunami mitigation tale in Japan, “Inamura no Hi” (“The Rice Bale Fire”) for the purpose of reconnecting with its many virtues that have made it a cross-cultural pedagogical catalyst for tsunami preparedness education. At a time in the planet's history when global warming mitigation and pandemic advertence in a milieu in which equity, diversity and human rights are highly valued, the insights it contains pertaining to tsunami preparedness, plot design and the politics of its popularity make it particularly instructive.Design/methodology/approachThe study used methods, approaches and techniques prevalent in cultural anthropology, i.e. primary texts, historical analysis, linguistic natural hazard preparedness education theory and ethnographic insights to assess how and why “Inamura no Hi” (“The Rice Bale Fire”) has come to be used so broadly on an international scale as a tsunami preparedness teaching tool and the politics involved in this process.FindingsThe study revealed that the cross-cultural relevance of “Inamura no Hi” (“The Rice Bale Fire”) is related to its unique authorship and development which has cultivated in it three qualities highly compatible with effective disaster mitigation at the international level. These are the simplicity of its message, the practical advice it dispenses and the universally agreeable morality it supports. However, the way in which the Japanese Government has promoted this story does not effectively encourage equity, diversity, or a respect for human rights as a major facilitator of preparedness among the many nations like itself in the region and in the world that are vulnerable to natural hazards.Research limitations/implicationsThe main limitations of the study are that it is based on a historic investigation of the origins of “Inamura no Hi” (“The Rice Bale Fire”) using materials in English and Japanese, a genealogical interpretation of the story using approaches prevalent in translation studies and a qualitative analysis of historical uses of the story, all of which are difficult to quantify. Since the study seeks to find social and cultural patterns in the relevant material presented, the analysis reflects a subjectivity common in all social scientific studies of this kind.Practical implicationsEducating its readers about tsunami preparedness is one of the most important functions of this paper. The study confirms that “Inamura no Hi” (“The Rice Bale Fire”) provides Japanese and non-Japanese alike with the opportunity to envision and construct a customized culturally specific sense of tsunami readiness by harnessing this dynamic. For Japanese, the story provides a chance to contemplate an astute view of Japanese-style tsunami management from the viewpoint of an outsider who became a well-respected citizen. For non-Japanese, the story offers an opportunity to be reflexive about tsunami readiness based on a cross-culturally adaptable template that Hamaguchi's protagonist Gohei provides.Social implicationsPedagogically speaking, “Inamura no Hi” (“The Rice Bale Fire”) makes the most sense when regarded as a starting point for preparing for any natural disaster anywhere. The story reminds us that the most educational, globally relevant tsunami preparedness narratives are those that complement and extend the latest of what the world knows about these destructive ocean waves to keep vulnerable citizens safe and alive. This study reveals that as important as the story is the politics of its delivery to provide the best first line of defense against tsunami amnesia which in Japan and many other countries has historically taken far too many lives.Originality/valueThe paper argues that “Inamura no Hi” (“The Rice Bale Fire”) is an example of a tsunami preparedness story that contains a variety of insights that continue to contribute to tsunami awareness education cross culturally that must not be underestimated. However, the way it is currently promoted by the Japanese Government needs to be improved, so that more representatives from more countries involved in tsunami preparedness and natural hazard readiness worldwide can benefit. These are insights not accessible by a researcher who is not bilingual in English and Japanese; thus, by using an ethnographic approach and participant observation utilizing both languages as part of long-term fieldwork, the researcher can gain these insights.

The present text bets on the power of reflections on a pedagogy guided by cosmoperception. It is a collective call for the enchanted ways of perceiving and relating to the other. “Ọrọ, nwa, ẹkọ”, the talk, the look, the education, insurgent forces that grow in the cracks, just like moss, alive, reborn. That is the way we think about education, as a living practice, turned to freedom. Freedom understood as a force that enables us to question certain hegemonic truths entrenched in our ways of being, thinking and producing knowledge. In dialogue with the criticisms on the decolonial thought and by authors and authoresses who are putting themselves into thinking about an epistemology from a diasporic place, from the edges of the world, we will try to problematize the effects of the epistemic erasures promoted by the colonial processes and how that has affected our educative practices. The look at the educational experience that happens in the sacred territory of candomblé, will be our starting point to think about politically and poetically transformative educational practices.

Purpose This paper aims to take the “toxic masculinity” (TM) trope as a starting point to examine recent cultural shifts in common assumptions about gender, morality and relations between the sexes. TM is a transculturally widespread archetype or moral trope about the kind of man one should not be. Design/methodology/approach The author revisits his earlier fieldwork on transnational sexualities against a broader analysis of the historical, ethnographic and evolutionary record. The author describes the broad cross-cultural recurrence of similar ideal types of men and women (good and bad) and the rituals through which they are culturally encouraged and avoided. Findings The author argues that the TM trope is normatively useful if and only if it is presented alongside a nuanced spectrum of other gender archetypes (positive and negative) and discussed in the context of human universality and evolved complementariness between the sexes. Social implications The author concludes by discussing stoic virtue models for the initiation of boys and argues that they are compatible with the normative commitments of inclusive societies that recognize gender fluidity along the biological sex spectrum. Originality/value The author makes a case for the importance of strong gender roles and the rites and rituals through which they are cultivated as an antidote to current moral panics about oppression and victimhood.

Abstract Since the introduction of democratic reforms in post-independent Africa, most states have been battling corruption to guarantee sustainable peace, human rights and development. Because of the devastating effects of corruption on the realisation of peace, human rights and sustainable development, the world at large and Africa in particular, has strived to fight against corruption with several states adopting national anti-corruption legislation and specialised bodies. Despite international and national efforts to combat corruption, the practice still remains visible in most African states without any effective accountability or transparency in decision-making processes by the various institutions charged with corruption issues. This has further hindered global peace, the effective enjoyment of human rights and sustainable development in the continent. This paper aims to examine the concept of corruption and combating corruption and its impact on peace, human rights and sustainable development in post-independent Africa with a particular focus on Cameroon. It reveals that despite international and national efforts, corruption still remains an obstacle to global peace in Africa requiring a more proactive means among states to achieve economic development. The paper takes into consideration specific socio-economic challenges posed by corruption and the way forward for a united Africa to combat corruption to pull the continent out of poverty, hunger and instability, and to transform it into a better continent for peace, human rights and sustainable development.

Abstract This study is about heroism in the novel The Jungle Book by Rudyard Kipling. There are three points of discussion under this title: giving protection, defending rights and gratitude. Defending rights is associated with heroic deeds. A hero is a random citizen that rises to an occasion and performs an action of superhero proportions. Gratitude implies thankfulness or an appreciation of benefits conferred together with a desire, when practicable, to return those benefits. Defending rights is tied to human rights which are universally applicable to one and all. These are the significant components of heroism. One of the relevant and outstanding modern theories of heroism applied here is proposed by Gibbon (2009) stating that hero is just an average man who fights to solve a common problem in today’s society. The study is conducted with Descriptive Qualitative Method proposed by Haughman (2009) in which he states that Qualitative research is a form of social inquiry that focuses on the way people interpret and make sense of their experiences and the world in which they live. Kipling leads children down the jungle path into adventures beyond their day to day imagining and along the way he shows the value of ‘doing for yourself', of 'learning who to trust'. The result shows that heroism is highlighted through the major characters and the conclusive points are some of the significant characters such as Mowgli, Father Wolf, Mother Wolf, Hathi, and Bagheera have done heroic deeds. Their heroism is presented in the forms of giving protection, defending rights and gratitude. Keywords: heroism, human rights, gratitude

Abstract ‘You Must Cultivate the Heathland’. The Society of Benevolence and the cultivation of soil in the nineteenth-century press. In the nineteenth century, debates surrounding the cultivation of Dutch soil and processes of civilisation were inextricably linked. This article examines the discourse surrounding cultivation of heathlands in newspaper reports about the Society of Benevolence in the 1820s and 1840s. It considers the way the cultivation of heathland in Drenthe is framed as a civilizing force and reflects on the tensions between nation and region in reporting on this issue, as local economic and cultural interests conflicted with nationalist visions of progress and the interests of urban investors. Comparing Dutch and British reports on the Society, the article also forms a starting point for a transnational perspective on this topic.

Purpose As an interdisciplinary and applied discipline, managerial relevance has always been at the forefront of service research. This viewpoint article synthesizes the main ideas presented in one of the 10th SERVSIG conference panels by three practitioners about what they view as the biggest opportunities/challenges they face and two journal editors on current academic research priorities. The purpose of this study is to use this panel as a starting point to bridge more closely the world of academia with practice and propose a collection of recommendations toward this goal. Design/methodology/approach This study synthesizes the academic and practitioner viewpoints presented and research conducted into research priorities. Findings Although there is significant overlap in what is deemed important by the presenting academics and practitioners, there are some important differences when it comes to issues deemed important, how they are articulated and the language that is used. Originality/value This paper contributes to the literature and practitioner community by summarizing the viewpoints of the two sides and curating a collection of existing approaches and new recommendations to more closely bridge academic and practitioner perspectives.

Purpose – India has one of the more progressive disability frameworks in the developing world which tends to adopt western philosophies and principles (e.g. parent participation and advocacy) which to some degree mirrors the type of service delivery in the UK. The purpose of this paper is to adopt a cross-cultural perspective to explore caregiving amongst parents caring for a child with intellectual/developmental disabilities in India. Design/methodology/approach – Three focus groups were used to interview parents at Action for Autism (AFA) located in Delhi, India. The focus groups explored how disability is encountered within an Indian context. Findings – Two main themes were identified in the parents narratives which were “making the decision to get help” and “seeing disabilities in from a new perspective”. Family members played an important role in the decision to get help and acted as a platform for mothers to explore their own concerns. Seeing disability from a new perspective was a four stage process which included initially accepting the diagnosis and their child; regaining control through parenting skills training; witnessing positive changes in their children and themselves and reaping personal benefits as a result of their involvement with AFA. Research limitations/implications – The research is very small scale and focused on parents in a specific organisation, as a consequence the results cannot be generalised. Originality/value – The discourses of these individuals do provide a useful insight into the provision of services to children in India and provide a starting point for cross-cultural understanding of parenting children with disabilities.

After almost two years of the Carter administration the commitment to human rights, which represents a key aspect of its policies, has become a topic for much discussion and interest but seems still to be inadequately understood. The main reason for this failure, I feel, is that very few earnest efforts have been made to determine the actual scope and significance of the administration's approach as it emerges from the way it operates and from the way it developed out of the principles of freedom and morality that have inspired the best traditions and beliefs of the American people.Long before Mr. Carter announced his candidacy Richard N. Gardner, our present ambassador to Italy, had become one of his closest advisors on foreign affairs, with special regard to human rights. During recent conversations in Rome, Ambassador Gardner recalled that “an active commitment to the promotion of human rights everywhere in the world is not a novel feature in American foreign policy.

This paper takes as its starting point the theoretical debate within the field of Comparative and International Education surrounding the way in which the global/local nexus is understood and researched. Attempting to move the debate forward, the paper introduces the institutional logics approach as one way in which the global/local nexus can be explored. Institutional logics focus on how belief systems shape and are shaped by individuals and organisations. A framework, based on the institutional logics approach, is presented in this paper taking the phenomena of human rights education as an illustration. The author proposes that by adopting an institutional logics approach and framework we can gain a better theoretical and empirical understanding of the global/local nexus and at the same time provide a much needed bridge between the opposing views within this ongoing debate within the field of Comparative and International education.

The Universal Declaration of Human Rights adopted by the General Assembly of the United Nations, 10 December 1948, is the international affirmation of faith in fundamental human rights. As the most widely officially adopted creed in the world, it is of great significance for persons engaged in cross-cultural and international missions. As we have recently recognized the fiftieth anniversary year of its adoption, missiologists must continue to struggle with issues it raises, such as the relation of Christian liberty to human rights, the relation of “rights” to “duties,” and the theological basis for a doctrine of human rights.
