Multi-granularity hierarchical topic-based segmentation of structured, digital library resources

Purpose Current segmentation systems almost invariably focus on linear segmentation and can only divide text into linear sequences of segments. This suits cohesive text such as news feed but not coherent texts such as documents of a digital library which have hierarchical structures. To overcome the focus on linear segmentation in document segmentation and to realize the purpose of hierarchical segmentation for a digital library’s structured resources, this paper aimed to propose a new multi-granularity hierarchical topic-based segmentation system (MHTSS) to decide section breaks. Design/methodology/approach MHTSS adopts up-down segmentation strategy to divide a structured, digital library document into a document segmentation tree. Specifically, it works in a three-stage process, such as document parsing, coarse segmentation based on document access structures and fine-grained segmentation based on lexical cohesion. Findings This paper analyzed limitations of document segmentation methods for the structured, digital library resources. Authors found that the combination of document access structures and lexical cohesion techniques should complement each other and allow for a better segmentation of structured, digital library resources. Based on this finding, this paper proposed the MHTSS for the structured, digital library resources. To evaluate it, MHTSS was compared to the TT and C99 algorithms on real-world digital library corpora. Through comparison, it was found that the MHTSS achieves top overall performance. Practical implications With MHTSS, digital library users can get their relevant information directly in segments instead of receiving the whole document. This will improve retrieval performance as well as dramatically reduce information overload. Originality/value This paper proposed MHTSS for the structured, digital library resources, which combines the document access structures and lexical cohesion techniques to decide section breaks. With this system, end-users can access a document by sections through a document structure tree.

Purpose – The purpose of this paper is to discover and enumerate the elements of the digital library and measure how much an individual library was equipped with the characteristics of the digital library accordingly. Design/methodology/approach – For this purpose several steps were taken. First, research on the characteristics and the representative services of the digital library were comprehensively reviewed. Second, examples of the library services that were being considered for the next generation digital library were investigated to compare with the conventional library services. Third, the elements of the conventional and the digital libraries initially extracted were examined by ten experts. These experts were composed of researchers and professors specializing in digital libraries, and career librarians who had worked in the digital library field for at least ten years. The elements were verified through discussions with them. Fourth, 19 university libraries, 16 public libraries, and 17 special libraries were selected in accordance with the verified elements of the conventional and the digital libraries to measure the digitization level of the libraries. Findings – The following is a summary of the evaluation of the first eight evaluation items, which are covered in Part 1 of this study. The remaining five items will be covered in Part 2. First, the digitization level of the acquisition element and classification and cataloguing was significantly high. Second, book collections excluding “digital video,” reference service, library program service, and space service showed significantly conventional characteristics. Third, in the element of circulation services, the item of lending books offline and returning the books scored 92.64 and the item of lending-returning with use of smart devices and social media obtained significantly low scores. Also, the average in using the book return desk for the circulation service was 81.39, much higher than using the automatic book return machine, which scored 18.61, by a wide margin. Fourth, in the element of user services, the digital item of providing support for mobile services related to the library resources demonstrated higher scores than the conventional item, but other items showed more conventional characteristics. In particular, the item of duplication services for material scored 94.99, but other items such as support for publication/bookbinding services using digital publication tools and devices obtained significantly low scores. Originality/value – This study is first study in the world to measure the level of digitization of the library. Therefore, hereafter, each library will be able to measure and determine its digital position based on these elements. Up to now, some research was performed in pursuit of extracting the elements of a library but it has relied solely on literature review. Comprehensive research had never been performed as in this study.

Purpose In the future, librarians need to prepare users to navigate a profoundly different informational landscape. Addressing issues of information overload and informed selection of both search tools and results, the purpose of this paper is to cast the collaborative relationship between librarian and student in the mode of an outfitter: a guide preparing a client for a journey. Within this context, the authors emerging role involves guiding students through the task at hand using critical thinking skills to access a wider range of publications to meet a broader range of needs. Design/methodology/approach Metaphors created by Raymond and Friedman reflect the current state of information, the relationship users have with these sources, and the role librarians play in a disintermediated environment. In The Cathedral and the Bazaar, Raymond portrays a decentralized environment as a bazaar. In The World is Flat 3.0, Friedman describes how technology flattens organizations through empowering end users. The informational landscape in the twenty-first century is decentralized, and more powerful search tools provide unparalleled access to these sources. Users, however, continue to experience problems finding their information. A librarian/outfitter can prepare users to effectively track information in the new environment. Findings In the twenty-first century, a broader range of sources are available, and search engines are turning to dashboards to prioritize the growing list of results. Users need to adapt to the new environment through viewing the search as an activity rather than a destination. Librarians can help this process through sharing their expertise in uncovering likely places relevant information may be found, in evaluating sources, and locating information in a larger context. Through developing the meta-skill of information management, librarians guide users through the process of finding information for personal, professional, and academic needs. Practical implications The author’s goal is what it has always been: empowering end users to successfully access needed information in a disintermediated environment. Today librarians need to emphasize a fundamentally different set of skills in the interactions they have with students and faculty. People can use dashboards and satisficing to find sources they need, but librarian/outfitters can introduce a broader range of sources and tools suitable for completing specific tasks. This paper illustrates the different skills needed to effectively find information for personal, professional, and academic tasks. Originality/value This paper provides a new context for the process used for locating and validating information in an increasingly broad and diffuse informational landscape. Librarians become advisors in navigating a more complex informational landscape that is used to meet a broader range of informational needs. While focusing on navigating the broader range of resources through decoding dashboards and satisficing techniques, the author can assist users in overcoming information overload and advocate a broader sense of satisficing through using more sophisticated critical thinking skills.

Purpose The purpose of this paper is to investigate the relationship between lecturers’ ability to identify the extent of information need, access information and utilization of digital library resources in Federal Universities, Southern Nigeria. Design/methodology/approach Correlational research design was adopted. The population of the study comprised 6,653 lecturers’ with a sample size of 665 selected through proportionate stratified random sampling technique. Instruments for data collection were cognitive test and questionnaire used for utilization of digital library resources. Kuder–Richardson method was used to establish the internal reliability coefficient, yielding the score 0.77, 0.78, respectively, and Cronbach alpha for questionnaire yielding 0.81. Data collected were analyzed using the Pearson product moment correlation coefficient. In testing the hypotheses, p-value was used to determine the level of significance at the 0.05 alpha level. Findings The results show low positive relationship between abilities to identify the extent of information, access information in the utilization of digital library resources. The hypotheses were rejected, indicating a positive relationship between abilities to identify extent of information need, access information and utilization of digital library resources. Originality/value The findings of this study provide novel facts that help to clarify existing uncertainties and ambiguity in the link between some elements of information literacy and the use of digital library resources in developing economies such as Nigeria.

Purpose The role of digital library resources (DLRs) in accelerating academic and research productivity has been acknowledged worldwide. The purpose of this study is to empirically explore the use of DLRs as a predictor of satisfaction and research productivity in the context of Pakistan to examine its impact on engineering research productivity. Design/methodology/approach Given the research objectives, the most suitable methodology for this study is survey. The tool used for gathering the research data on the frequency of usage, purpose, satisfaction level and impact of DLRs usage on research productivity was questionnaires. Findings The findings of this study showed that the frequency of use of DLRs and purposes of DLRs significantly contributed to the research students’ satisfaction and research productivity. In addition, a significant relationship was found between the predictors (DLRs purposes, DLRs frequency) and outcome variables (users’ satisfaction and research productivity). Thus, all five hypotheses are supported. The findings of this study further suggested the provision of information sources by university libraries to support research efforts and make a scientific knowledge-based society in the country. The findings are also significant for Higher Education Commission (HEC) authorities, university library administrators, Library and Information Science professionals/information providers to develop e-resources and formulate effective usage policies through which they could make effective use of DLRs. Originality/value The rationale of the present study is to fill the gap by empirically investigating the association of users’ satisfaction and research productivity with two dimensions of DLRs, namely, DLRs usage frequency and purposes of DLRs usage.

Purpose Although there have been a considerable number of studies regarding subsidiary role typology in multinationals’ management literature, there appear to be few studies that consider knowledge-based role typology from the network-based perspective. The purpose of this study is to fill this gap and extend the study of Gupta and Govindarajan (1991). Thus, the study focuses on answering the following research question: Do subsidiaries have different roles in terms of knowledge flows within a multinational company (MNC)? Design/methodology/approach This empirical study has been carried out as an explorative single case study. An MNC with 15 foreign subsidiaries headquartered in Turkey, which operated in the manufacturing of household appliances and consumer electronics, has been selected as the case. Knowledge transfer is analyzed in this MNC from the network perspective. Findings Four role typologies are detected for subsidiaries of the MNC: collector transmitter, collector diffuser, converter transmitter and converter diffuser. Research limitations/implications Findings of this study are specific to this case. Testing the findings in a sample consisting of subsidiaries of MNCs producing transnational products may contribute to the generalizability of these roles. Practical implications This study offers potentially important findings for MNC managers to use. First, in this study, knowledge flows' route could be defined within MNCs’ dual network. Second, role typologies could inform MNC managers to design their MNCs’ knowledge network. Originality/value The suggested typologies are expected to more accurately define the roles of subsidiaries within contemporary MNCs which are accepted to be transformed from hierarchical structures to network-based organizations.

Purpose Electronic library (E-library) is a form of computer mediated system that uses electronic media, such as Web/internet devices and distributes resources to improve on the quality of teaching and learning. Students’ use of e-library for learning is essential and as such the government has invested hugely into its subscription for several university libraries in Ghana. However, most university students feel reluctant to use the e-library resources for their studies. The purpose of this paper is therefore to examine the factors that influence students’ intention to use e-library resources for their studies. Design/methodology/approach Questionnaire was used to collect data from 200 students from one Technical University in Ghana. Structural equation modeling (SmartPLS) was used to analyze the data. Findings The study found that accessibility, attitude, perceived ease of use, perceived usefulness and relevance to studies have positive significant effect on students’ attitude to use e-library. In addition, self-efficacy, subjective norm and attitude have positive significant influence on students’ intention to use e-library. Research limitations/implications Although the sample frame used for this study may be unique, but the total amount of data collected was limited to providing the general representative of the Ghanaian students in one particular university. Other researchers may consider collecting data from other universities to extend the sample frame for a larger sample size of students. Practical implications Academic administrators need to organize training and workshops on how to use the e-library portal for their search and other didactic assignments. Most importantly, students should be given IT or internet tutorials as foundation for the use of the e-library portal. Social implications Universities have to provide internet access such as hotspot and network routers at the labs, classrooms and other vantage points. It is believed that with these in place, adequate access to the internet would promote students’ engagement on the e-library facility. Originality/value The study examines the factors that influence students’ intention to use e-library resources for their studies in Ghana.

Purpose – The purpose of this paper is to propose an approach that integrates three complementary perspectives, multi-agent systems, fuzzy logic and case-based reasoning. Unsatisfied customers, information overload and high uncertainty are the main challenges that are faced by today’s supply chains. In addition, a few existing agent-based approaches are tied to real-world supply chain functions like supplier selection. These approaches are static and do not adequately take the qualitative and quantitative factors into consideration. Therefore, an agent-based framework is needed to address these issues. Design/methodology/approach – The proposed approach integrates three complementary perspectives, multi-agent systems, fuzzy logic and case-based reasoning, as a common framework. These perspectives were rarely used together as a common framework in previous studies. Furthermore, an exploratory case study in an office furniture company is undertaken to illustrate the value of the framework. Findings – The proposed agent-based framework evaluates supply offers based on customers’ preferences, recommends alternative products in the case of stock-out and provides a collaborative environment among agents who represent different supply chain entities. The proposed fuzzy case-based reasoning (F-CBR) approach reduces the information overload by organizing them into the relevant cases that causes less overall search between cases. In addition, its fuzzy aspect addresses the high uncertainty of supply chains, especially when there are different customers’ orders with different preferences. Research limitations/implications – The present study does not include the functions of inventory management and negotiation between agents. Furthermore, only the case description and case retrieval phases of the case-based reasoning approach are investigated, and the remaining phases like case retaining, case reusing and case revising are not included in the scope of this paper. Originality/value – This framework balances the interests of different supply chain structural elements where each of them is represented by a specific agent for better collaboration, decision-making and problem-solving in a multi-agent environment. In addition, the supplier selection and order gathering mechanisms are developed based on customers’ orders.

Purpose The purpose of this paper is to examine the use and non-use of the Government Financial Report by Maltese Members of Parliament (MPs). It refers to information overload theory to analyse the gap between financial reports and their relevance for decision making. Design/methodology/approach A mix of qualitative (interviews) and quantitative (questionnaire) research tools are applied, with the Maltese MPs being the research participants. This method is acclaimed to be comprehensive, but this study highlights certain disadvantages when applied in the political arena. Findings The characteristics of the information itself could be the main cause of information overload, resulting in the non-use of the financial report for decision making. Politicians refer to financial data for their decision making, but not to the data presented in the financial report. Irrespective of the politician’s professional background, the data in the financial report is perceived as incomplete and outdated. Practical implications The cause of information overload and its effects are important considerations for preparers of financial information and accounting standard setters, if they wish that their production is relevant for decision makers. Originality/value There is an increase in research concerning politicians’ use of budgetary and performance information, at local and regional levels of government. This study investigates exclusively the use of the financial report by politicians at central level, in a politically stable environment.

Purpose – The paper aims to set out challenges that libraries face while developing their Digital Library capabilities and capacity and propose an approach to estimating the costs for these functions. There is a skills challenge as well as an organisational challenge. The opportunities to build new teams or re-train existing staff are discussed. Design/methodology/approach – The approach builds on a 2008 paper about Digital Library economics and discusses the changes in the environment since then. A model is described in which a library takes on the full responsibility for building and operating a Digital Library function in-house. This is used to benchmark other options such as managed services, outsourced infrastructure and “cloud” services. Findings – The Open Access Publication and Research Data Management mandates present challenges to all libraries based in academic institutions in the UK. New working methods and new costs are unavoidable. There are a number of ways to deal with this depending upon the institutional circumstance. The bottom line can be increases in revenue budgets of around 10 per cent with variable requirements for capital investment. Originality/value – Libraries and librarians have different experiences in closely working with colleagues in information technology (IT). A number of propositions are presented about the value of cooperation and collaboration between library and IT and also with external partners and service providers.
