PurposeThis paper discusses the role of public leadership and the strategic response of local governments to the external shock caused by the COVID-19 pandemic. The authors examine the typical Czech response with regard to how the leadership of municipalities in the Czech Republic responded to this extremely negative external stimulus.Design/methodology/approachThe authors use qualitative research methods for this investigation. They have chosen the case study method (see Yin, 2009; Stake, 1995; Klonoski, 2013). The general case is the Czech Republic. Mini-cases consist of municipalities from the Znojmo region, municipalities of the Central Bohemian region and the municipal districts in the capital city of Prague. Furthermore, the method of participant observation was used.FindingsThe authors’ analysis of the problem of local government responses to the pandemic crisis shows that municipal leaders responded with a variety of (non-)adaptation strategies. It appears that certain framework factors influenced the various local governments' behavior.Originality/valueThe article examines the strategic behavior of Czech municipal leaders regarding the pandemic crisis based on the observation of the reactions of local governments in the Czech Republic to the pandemic crisis and strives to define their basic strategies.

Purpose – The purpose of this paper is to analyse Czech’s activation reforms enacted since 2006 which culminated in 2010-2012 as radical workfare-like reforms. It also aims to explain which factors have influenced their development. Design/methodology/approach – The paper is the case study of activation reforms in one country interpreted within the theoretical framework of the “activation models” and discussion of the factors influencing activation reforms. The design and implementation of the reforms of activation policies are in focus. Institutional analysis is combined with secondary statistical data and survey data. Findings – The author distinguish three phases of the activation reforms: the initial phase of activation (work first), the radical phase (workfare) and the failure of radical workfare as the final phase. The key argument is that the main factors leading to the radical workfare version of activation were the political factors combined with institutional factors, particularly, the specific model of policy making (the so-called “compost model”). Ironically, this model which has enabled fast and radical workfare-like reforms was also the main reason why the reforms failed. Originality/value – The paper is innovative since it explains the specific features of the activation reforms in the Czech Republic, distinguishing workfare from other models of activation, and identifying the factors which have played a role in shaping these features. The in-depth case study of one country provides the evidence on the role of the specific factors and helps the author to understand the motives, the design and the implementation of activation reforms in their mutual relationships. The specific role of the institutional legacy in the new circumstances is emphasized.

Privatisation is one of the key elements of the package of neoliberal reforms in the transition economies of Central and Eastern Europe which collectively constitute the ‘sharp shock’ strategy. In this, privatisation is ascribed the role of redistributing and clarifying property rights, which is an assumed precondition for efficiency improvements in individual firms. In practice, the transformation is characterised by path dependency, cultural and political legacies, and uneven and partial reform of market institutions and of regulation. We contribute to the debate on the link between property rights and firm-level performance in three main ways. First, we analyse the tourism sector as a counterbalance to the emphasis in the existing literature on manufacturing and financial services; particular emphasis is given to the roles of ‘operators’ and the ‘nomenklatura’, and to complex, nonlinear shifts in property rights. Second, we assess the performance of tourism firms created by different forms of creative and distributive privatisation; this emphasises the diversity of property rights, market segmentation, and the capital and debt structures of firms. Third, the value of the concept of ‘recombinant’ property for analysing the complex and changing forms of property rights is critiqued. These arguments are illustrated through a case study of tourism in the Czech Republic and Slovakia.

Purpose – The purpose of this paper is to introduce a network perspective to the study of collective consumption. The authors examine the characteristics of heterogeneous consumption collectives formed around a Finnish footwear brand. The case is both theoretically and practically relevant. It differs from previous research by featuring consumer grassroot activities, face-to-face interaction and strong pre-existing social relationships. Design/methodology/approach – Qualitative case study research was conducted with different methods of data generation including interviews, participant observation and cultural materials such as newspaper articles and photos. Findings – A new concept of collective consumption network is introduced. Five kinds of consumption collectives are identified, including place focussed, brand focussed, activity focussed, idea focussed and social relations focussed consumption collectives. The strength of ties as well as the role of the brand varies within the collectives. Practical implications – Suppliers should find an appropriate network position, where they can enable and support shared value creation. Developing skills to identify and cultivate weak links as well as mobilize resources are important. Originality/value – The findings illustrate the heterogeneity and complexity of collective consumption. In particular, the paper discusses the way self-organizing and emergent consumption collectives and the supplier interact and integrate resources within the network.

Purpose Self-service libraries (SSLs) have been regarded as an effective approach to provide convenient book services to the enormously large populations of China’s cities. These SSLs are in fact automatic book service machines, which provide a combination of services, including reading card issuing, book lending and returning, and book reservations and collection. However, despite acclaimed success, SSL services are not well received by patrons and are underutilised. The purpose of this paper is to identify and understand the causes of the underutilisation of SSL services in Chinese cities. Design/methodology/approach This study adopted an inductive approach and a case study research design. The SSL services in Wuhan, the capital city of Hubei Province, were adopted as the case study, in which 20 public librarians, SSL workers and managers, and library patrons were approached and interviewed using semi-structured question scripts. The interview data were analysed using a thematic analysis approach. Findings The analysis pointed to 13 causes in three main themes: management problems, service limitations, and the implicit role of government. Further conceptualisation of the findings revealed that the underutilisation of SSL services has resulted from the absence of a patron-centric perspective and the negligence of patrons’ needs and requirements. Therefore, to increase the popularity and usage of SSLs, it is necessary to develop patron-centric management mechanisms through which patrons’ needs and requirements can be effectively understood and responded to. Originality/value This study aims to develop specific suggestions to improve the usage of SSLs. Furthermore, although this study focuses on SSL development in China, this research can provide useful suggestions and implications that can be shared across international borders.

PurposeThe paper aims to investigate the approach and tools adopted by an Italian city, included amongst the UNESCO World Heritage sites (WHS), to involve different stakeholders in the protection and valorisation of its historical centre to achieve the goals of sustainable development. The paper focusses on the role of local authorities as the key actors that should engage different city users to jointly achieve heritage conservation and socio-economic development.Design/methodology/approachData were collected, thanks to the researchers' direct participation in a project launched by the municipality of Urbino, which involved several local stakeholders and lasted about a year. Participant observation allowed the authors to collect informal interviews, join collective discussions and reflect on the direct observation of the activities undertaken.FindingsThe case study analysed suggests how participatory governance may be effective in fostering responsible principles in “asset usage” by any type of city users and how citizens actively co-design and co-implement initiatives of heritage revitalisation when engaged in cultural heritage (CH) policies.Originality/valueThe paper addresses a long-standing problem that has never been solved: how to enhance the consciousness of the CH amongst stakeholders and reconcile their different and conflicting needs in the historical urban environment in the process of revitalisation.

Floods are natural events with extensive impact on property and life of affected people. They significantly came in 1997 into the life of Czech society and since then has caused damage almost 172 billion CZK. The paper focuses on the assessment of impact of floods from 1997 to 2010 on economic level of each region. The impact is assessed on basis of development of the basic macroeconomic indicators such as GDP and economic level of regions, change in fixed capital formation, sales of industrial products and unemployment. The basic idea is to show how much floods have influenced region’s economy and if it depends more on the amount of flood damages or nature of damage (structure within infrastructure). 13 regions of the Czech Republic except Prague were chosen for the analysis. Prague was excluded from the analysis because of its specific status (capital city and the region) and economic conditions among regions in the Czech Republic (higher GDP per capita than the national average).

Purpose Consistent with the knowledge spillover theory of entrepreneurship, the purpose of this paper is to recognise the complementary entrepreneurial role of knowledge transfer intermediary organisations in the context of two Central and Eastern European (CEE) countries: Poland and the Czech Republic. Design/methodology/approach The aim was achieved through empirical studies relying on multiple-case study methodology and cross-case analysis covering 21 cases of commercialisation intermediary institutions. It was assumed that institutional and geographical conditions can impact the knowledge-based opportunity exploitation between different national economies. Findings Research confirmed that scientists in Poland and the Czech Republic are the central figures of the commercialisation process in terms of entrepreneurial opportunity recognition; however, they need support from intermediary organisations in many other entrepreneurial activities. The history of knowledge commercialisation and its intermediating entities in these countries is relatively young and spin-off company creation is not a common practice. Expertise knowledge, creativity and self-confidence admitted, by the respondents in both countries, can be an optimistic sign for the future efforts in fostering innovativeness of CEE countries. Stronger support of formal institutional framework and policies in those countries is expected. Originality/value Science commercialisation has lately attracted much attention, but only a few studies have tried to develop conceptual frameworks considering knowledge-based entrepreneurship and knowledge commercialisation in their relations and subsequential roles. Also, over the past couple of years literature in this area has expanded mainly relying on observations in the USA and Western European countries. Hence, this study allowed to collect findings from CEE countries for which data are still insufficient but can significantly contribute to the theory development. Also, some recommendations for policymakers arise from this study. Further research could validate the results in an extensive quantitative study.

Purpose With film sales markets becoming increasingly popular events where the film business gathers several times each year, the purpose of this paper is to demonstrate that they should be understood as events where important gatekeeping process are taking place. That is to say, sales markets are the point where important decisions about films are made, where sales agencies negotiate access to international markets, and where they exert influence over the sort of access given to specific films. Design/methodology/approach Drawing on qualitative methods such as participant observation and interviews, the author develops a case study of the European Film Market (EFM) in Berlin. The author analyses value creation processes at the EFM, focussing specifically on the disposition of exhibition space and the importance of film screenings. Findings Drawing on the literature about tournaments of value, the author demonstrates that sales markets endow films with significant values, exercising a powerful role over the process of enabling cultural flow. The author also demonstrates that there is a symbiotic relationship between the EFM sales market and the Berlin International Film Festival, providing a context from which films can generate attention. Originality/value The author provides new insights into film sales processes within sales markets, and the role of sales agents in influencing such processes. The author argues that sales markets exert an important influence over gatekeeping by creating social and cultural hierarchies that impact on the sales process of films.
