Purpose The purpose of this study is to contribute to the theory and practice of project management in the construction industry by identifying the primary causes and extracting the underlying causes of construction delays and providing recommendations on delay mitigation measures. Design/methodology/approach AA survey was used to identify the importance of 47 causes of delays. The relative importance index was used to rank them, factor analysis was applied to extract the underlying causes and focus group interviews were used for discussion and development of mitigation measures. Findings Six of the ten most important causes are in the top ten universal delays in construction projects. Factor analysis revealed six underlying causes: improper planning, poor consultant performance, inefficient site management, owner influence, bureaucracy and sub-standard contracts. Practical implications The owner/sponsor/client must have adequate engineering and project management skills to be able to evaluate proposals and contractors more accurately, economically and technically. The bidding and contract award process should focus on the most economically advantageous proposal and contracts should provide for mechanisms for managing risks while executing projects. Contractors should select reliable, high-quality subcontractors and suppliers and should have competent site managers. Originality/value This work expands and improves the understanding of the causes of delays in construction projects by providing an empirical study of the causes of delays and respective mitigation measures in Portugal.

Purpose The purpose of this paper is to investigate the major challenges faced by Chinese international contractors (CICs) in the Malaysian construction industry. Design/methodology/approach An exploratory sequential mixed-methods research approach was adopted where following a detailed literature review and semi-structured interviews with local professionals, 20 prevalent challenges experienced by CICs are identified. Subsequently, a questionnaire survey was used to elicit the views of 100 construction practitioners. Descriptive statistics were used to prioritise the challenges, while exploratory factor analysis was conducted to uncover the underlying factors. Findings The five most crucial challenges identified relate to: changes of regulation, cost control, contract clauses, language barrier and quality control. Exploratory factor analysis revealed four major underlying dimensions of these challenges, in connection to financial and government policy management, organisational performance management, supplier relationship management and cross-cultural management. Research limitations/implications The challenges are considered primarily involving CICs in the context of Malaysia; further work can be extended to Western or other East Asian, such as Japanese and Korean, international contractors undertaking construction projects in Malaysia or selected developing countries around the region. Practical implications This study will benefit professionals involved with China-backed construction projects in countries sharing demographics and socio-economic characteristics akin to Malaysia. The outcome of the study is expected to facilitate project managers to devise proactive risk-mitigation measures to reduce the impact of these challenges and to improve project delivery. Originality/value The paper examined the challenges faced by CICs in the Malaysian context. This is a timely study, as China’s Belt and Road Initiative will provide considerable opportunities for Chinese companies in Malaysia.

PurposeRecent research on construction project management (CPM) envisions addressing wider social good while delivering value to the funding organizations. It is complemented by a growing body of knowledge on social sustainability in construction projects. These two literature streams are currently scattered and there is a lack of holistic guidance on integrating social sustainability with CPM. The current study addresses this knowledge gap through a critical review of these two bodies of literature and thereby proposing a conceptual framework for socially sustainable CPM.Design/methodology/approachA conceptual modelling approach, involving sequential steps of knowledge acquisition, and knowledge abstraction and representation, has been used. Knowledge acquisition was based on a systematic search and short-listing of research articles and knowledge abstraction was performed through thematic analysis of the 81 shortlisted articles. The categories abstracted through thematic analysis were integrated and presented as the framework.FindingsA framework for socially sustainable CPM, consisting of four social sustainability characteristics and six areas of social sustainability integration in CPM (SSI-CPM), has been proposed. It presents possibilities of integrating social concerns in CPM processes at various levels – ranging from permanent firms that provide resources to the temporary (project) organization that delivers value.Originality/valueThis study seeks to bridge the gap between theory and practice of realizing social good through construction projects. To this end, a conceptual framework has been proposed along with an agenda for future research encompassing social sustainability and CPM.

PurposeThe barriers to integrating sustainable practices into construction project management require extensive resource allocations to resolve. Within developing countries such as Iran (where resources are scarce), remedial strategies adopted must prioritise tackling those barriers that can be expected to yield maximum return on investment. The candidate barriers are many, and this paper aims to identify a hierarchy of barriers, providing a priority list of remedial targets.Design/methodology/approachA mixed philosophical stance of interpretivism and post-positivism is adopted within a deductive approach and survey strategy. A list of 30 known barriers are identified from extant literature and used to formulate a questionnaire data collection instrument administered within the Iranian construction industry. Data collected from 176 practitioners are analysed using the relative importance index and Mann–Whitney U test to compare groups based on the participants' demographic variables.FindingsThe findings challenge the common assumption that items related to market and workforce experience are major inhibitors of change. That is, economics and regulatory dependent barriers have a higher impact on the failure of a shift to sustainable practices in Iran. The most influential barriers to incorporating sustainability in construction projects are: (1) lack of understanding of the potential benefits; (2) insufficient cooperation among practitioners, research institutions and environmental organisations; and (3) a lack of a systematic approach to pursuing sustainability goals. No significant associations are detected between the affiliation of the respondents and their attitude towards the issue. Thus, a generalised approach can be applied to a broader range of organisations and construction projects in Iran.Originality/valueWhile studies on sustainability impediments at the firm or project level are ubiquitous within literature, this research identifies that the most significant barriers to sustainable project management in Iran, as an underexplored context, are those experienced at the economic and institutional level. Moreover, this novel research presents important insights into the potential effects of participants' demographic profiles on their view of the importance of identified barriers.

Delays and disruptions are among the challenges faced in the course of executing construction projects in Nigeria. Delays as well as disruptions are sources of potential risks that current studies are looking into ways to manage such as technical, social, economic, legal, financial, resource, construction and commercial. The purpose of this research is to assess causes and effects of delays and disruptions in the Nigerian construction industry. This study is descriptive, designed to obtain views from clients, consulting firms, regulatory boards and construction firms in regard to causes and effects of delays in construction projects. Two sampling techniques were used to select respondents namely: purposive and random sampling. Literature review, questionnaires techniques were used to collect data for the study. Findings reveal that the main causes of delays and disruptions are: design changes, delays in payment to contractors, information delays, funding problems, poor project management, compensation issues and disagreement on the valuation of work done. On the other hand, time overrun, cost overrun, negative social impact, idling resources and disputes are the main effects of delays and disruptions. The study concludes that there still exist a number of causes of delays and disruptions and their effects put construction projects at great risk that have an effect on their performance. It is therefore recommended that adequate construction budget, timely issuing of information, finalization of design and project management skills should be the main focus of the parties in project procurement process.

Purpose Construction projects in India continue to suffer excessive delays. This paper aims to investigate the delay causes in India by project sector (transport, power, buildings and water) and carry out a comparative study of delay causes in design build (DB) projects with that of design bid build (DBB) projects along with mitigation measures. Design/methodology/approach A questionnaire survey was conducted among major clients, contractors and consultants in India. Importance Index was used for ranking of the delay causes. Projects were categorized based on the type, and causes of delay in each project type were identified. Projects were also categorized based on type of contract, and delay causes in DB and DBB projects were compared. Statistical analysis of responses by Cronbach’s alpha, one-way analysis of variance, Kruskal–Wallis tests was carried out with Statistical Package for Social Sciences. Semi-structured in-depth interviews were conducted with senior industry professionals to develop exhaustive mitigation measures. Findings The research findings indicate finance-related causes as the most critical causes of delay in Indian projects. Delay in settlement of claims, contractor’s financial difficulties, delay in payment for extra work/variations by owner, late payment from contractor to subcontractor or suppliers, variation orders/changes of scope by owner during construction and changes in design by owner were the highly ranked delay causes. The research found no significant difference in the delay causes in DB and DBB projects. Originality/value This is the first study wherein delay causes for various project types within a single country are identified. In addition, the study has identified and compared the delay causes in DB projects and DBB projects. Mitigation measures developed in this study will help professionals and project managers not just in India but other developing countries as well to alleviate delay causes and in improvement of project timelines.

Purpose The purpose of this paper is to develop a motivation framework that will enhance labour productivity for Iskandar Malaysia (IM) construction projects. The vision of IM development corridor is to become Southern Peninsular Malaysia’s most developed region by the year 2025. IM cannot realise this foresight without effective labour productivity. Previous studies have reported that the labour productivity of IM construction projects was six times lower than the labour productivity of Singapore construction projects, due to lack of motivation among IM labourers, and a shortage of local skilled labour. Therefore, there is a need to study how to motivate IM construction labourers, so as to increase their productivity. Design/methodology/approach A quantitative research method was used to collect data from IM construction skilled labourers and construction professionals, using two sets of questionnaire. The respondents were selected using a purposive sampling technique. In total, 40 skilled labourers and 50 construction professionals responded to the questionnaire survey, and the data were analysed using Statistical Package for Social Science software (version 22). Findings The analysis revealed the major factors that motivate labourers participating in IM construction projects. The factors were ranked hierarchically using Relative Importance Index (RII) and the outcome of the ranking indicated that effective management, viable construction practices, financial incentives, continuous training and development, and safe working environment were the most significant motivation strategies that positively influence IM construction labourers. Originality/value The study developed and validated a framework that can be used to boost the morale of IM construction labourers, so that their productivity can be increased. Implementation of the established motivation framework will also lead to career progression of IM construction labourers, based on the training elements in the framework. This career prospect will attract local skilled labourers to participate in IM construction projects.

Delay in construction projects is a universal phenomenon. However, the topic is not adequately studied in the Indian context. This paper attempts to identify the causes of delays in construction of budget hotels in India and suggest remedies to avoid some delays. A business group constructing budget hotels across the country is approached for this study. Forty causes of delay have been identified and Relative Importance Index was calculated. The contribution of each category of causes of delay to overall delay in the projects was computed. Remedies such as, joint effort of the participants of the industry, training, coordination between project participants and project timing and scheduling are suggested and validated.

Purpose The purpose of this study was to investigate the perceptions of construction professionals relative to factors that affect the delivery of optimum health and safety (H&S) on construction projects during the COVID-19 pandemic. Design/methodology/approach The study adopted a quantitative design which entailed the distribution of a web-based questionnaire among construction professionals, namely, architects, construction/project managers, engineers, H&S managers and quantity surveyors working for contractors and construction consultants in Zimbabwe. The data were analysed with descriptive and inferential statistics. Factor analysis was used to reveal interrelated significant sets of factors affecting the delivery of optimum H&S. Findings Factor analysis revealed nine components/factors: change and innovation-related, monitoring and enforcement-related, production-related, access to information and health service-related, on-site facilities and welfare-related, risk assessment and mitigation-related, job security and funding-related, cost-related and COVID-19 risk perception-related factors as the significant factors affecting the delivery of optimum H&S during the COVID-19 pandemic in Zimbabwe. Research limitations/implications The results highlighted the need for social dialogue among construction stakeholders to support initiatives that will enhance the delivery of H&S on construction projects. Construction stakeholders may find the results useful in highlighting the areas that need improvement to protect workers’ H&S during the pandemic. However, the small sample limits the generalisability of the results to construction sectors in other regions. Originality/value The study investigated factors affecting the delivery of optimum H&S during the COVID-19 to inform interventions to enhance H&S.

PurposeThe purpose is to explore how the process of action research (AR) can support building legitimacy and organizational learning in innovation project management and portfolio practices in merger contexts.Design/methodology/approachMeta-reflection on method issues in Action Research through an action research case study with an innovation group during an organizational change process. This case demonstrates an example of an action research cycle focused on building practitioner legitimacy rather than problem-solving.FindingsKey findings include (1) demonstrating how AR can be used for building legitimacy through visualizing the innovation process, and embedding those visuals in top management practices of the organization; and (2) demonstrating how AR can work as an organizational learning tool in merger contexts.Research limitations/implicationsThis study focuses on an action research cooperation during a two-and-a-half-year period. Thus, findings offer the depth of a medium term case study. The processes of building legitimacy represent this particular case, and can be investigated in other organizational contexts to see the extent to which these issues can be generalized.Practical implicationsFor researchers, this paper offers an additional type of AR cycle to consider in their research design which can be seen as demonstrating a form of interplay between practitioner action and organizational level legitimacy. For practitioners, this paper demonstrates a connection between legitimacy and organizational learning in innovation contexts. The discussion of how visuals were co-created and used for building legitimacy for an innovation process that differs from the standard stage gate model demonstrates how engaging in AR research can contribute to developing visuals as resources for building legitimacy and organizational learning based on connections between theory and practice.Originality/valueThis case rethinks AR practice for innovation project management contexts to include legitimacy and organizational learning. This focus on legitimacy building from organizational learning and knowledge conversion contributes to our understanding of the soft side of innovation project management. Legitimacy is demonstrated to be a key concern for innovation project management practices.
