Causes of Delay in Budget Hotel Construction Projects

Delay in construction projects is a universal phenomenon. However, the topic is not adequately studied in the Indian context. This paper attempts to identify the causes of delays in construction of budget hotels in India and suggest remedies to avoid some delays. A business group constructing budget hotels across the country is approached for this study. Forty causes of delay have been identified and Relative Importance Index was calculated. The contribution of each category of causes of delay to overall delay in the projects was computed. Remedies such as, joint effort of the participants of the industry, training, coordination between project participants and project timing and scheduling are suggested and validated.

Purpose The purpose of this paper is to reveal the main causes of delays in the projects are from the client (relative importance index (RII)=0.716), labor and equipment (RII=0.701) and contractor (RII=0.698). Hence determining the contractual responsibility of delay is the most likely source of dispute in construction projects and many techniques have been used in the courts to demonstrate the criticalities of a delay event on the project schedule. Therefore, authors try to investigate all process-based techniques of delay claims and evaluated and conformed them with principles by Society of Construction Law (SCL) protocol and Association for the Advancement of Cost Engineering International (AACEI) in order to choose the best techniques based on the specific circumstances of each project. Design/methodology/approach This section is divided into two distinct parts: refers to the methods used to assess the perceptions of clients, consultants, and contractors on the relative importance of causes of delay in construction industry; and refers to advantages and disadvantages of various techniques used to analyze delays and their conform with SCL protocol. A questionnaire was developed to assess the perceptions of clients, consultants, and contractors on the relative importance of causes of delay in Iranian construction industry. The respondents were asked to indicate their response category on 78 well-recognized construction delay factors identified by authors. Findings In total, 78 causes of delay were identified through research. The identified causes are combined into seven groups. The field survey included 58 contractors, 55 consultants, and 62 client. Data collected were analyzed by RII and Statistical Package for Social Sciences (SPSS). The authors identified main causes of delay and ten most important causes, according to Table AII, from the perspective of three major groups of participants (clients, consultants and contractors). The ranking of categories of causes of delay, according to Table I, were: client-related causes (RII=0.716); labor and equipment category causes (RII=0.701); contractor-related causes (RII=0.698); material-related causes (RII=0.690); design-related causes (RII=0.666); external causes (RII=0.662); and consultant-related causes (RII=0.662). But according to the discussions and given that determining the contractual responsibility of delay is the most likely source of dispute in construction industry and many techniques have been used in the courts to demonstrate the criticalities of a delay event on the project schedule. Originality/value All process-based techniques of delay analysis have been present in this paper and categorized in 11 groups. In order to understand the advantages and disadvantages of them by clients, contractor and consultant, a thorough review conducted to reveal the nature of techniques. In the next step, given that selecting the most appropriate technique based on constraints and specific conditions of each project is one of the most important steps to carry out a successful delay analysis. The authors conformed, all process-based techniques of delay analysis, by SCL protocol and AACEI principles. Finally, the result of this match was brought in order to choose the best technique based on the specific circumstances of each project.

Abstract Delay is one of the most recurrent problems in the construction industry. It is the cause of major negative consequences on construction projects and it can be the main reason for project failures. Still, there is a need for studies focusing on causes of these delays. The objective of this article is to determine the factors with greatest influence on the backlog of real estate developments, improving the collective list of causes of delays in construction projects. A list of 24 probable causes was assembled and submitted as a survey for 47 professionals in administrative rolls from the building construction sector, more precisely, from private companies. The results were processed utilizing the Relative Importance Index (RII) ranking approach. The outcome shows that the most important delay causes are: rework, poor labor productivity, lack of qualified labor, unqualified labor, and project changes. The results also indicate that there are significant differences of opinion between the professionals of distinct hierarchy positions. The results obtained indicate that there is a transition between the opinions of professionals in different roles regarding the importance of influential factors in the delay of works, according to the managerial level of each group.

Purpose The purpose of this study is to contribute to the theory and practice of project management in the construction industry by identifying the primary causes and extracting the underlying causes of construction delays and providing recommendations on delay mitigation measures. Design/methodology/approach AA survey was used to identify the importance of 47 causes of delays. The relative importance index was used to rank them, factor analysis was applied to extract the underlying causes and focus group interviews were used for discussion and development of mitigation measures. Findings Six of the ten most important causes are in the top ten universal delays in construction projects. Factor analysis revealed six underlying causes: improper planning, poor consultant performance, inefficient site management, owner influence, bureaucracy and sub-standard contracts. Practical implications The owner/sponsor/client must have adequate engineering and project management skills to be able to evaluate proposals and contractors more accurately, economically and technically. The bidding and contract award process should focus on the most economically advantageous proposal and contracts should provide for mechanisms for managing risks while executing projects. Contractors should select reliable, high-quality subcontractors and suppliers and should have competent site managers. Originality/value This work expands and improves the understanding of the causes of delays in construction projects by providing an empirical study of the causes of delays and respective mitigation measures in Portugal.

Power transmission (PT) projects are vital for the power sector. However, worldwide PT projects experience delay. There is an urgent need to understand the unique causes of delays in PT projects. This paper presents the first empirical study on causes of delays in PT projects via a comprehensive literature review. Based on this literature review, 63 potential delay factors are identified and divided into ten major groups. These include two new groups of delay attributes, comprising sector-specific factors (SSF) and general factors (GF), where SSF pertains solely to PT projects and GF contributes to minimizing the bias of project participants. A questionnaire survey of 311 PT stakeholders is conducted to determine the overall ranking of the delay factors using the relative importance index. The results indicate that SSF, GF, and external/unavoidable factors are the most critical groups of delay factors, with the top-ranked factors being right of way problems of transmission line (TL), frequent changes in TL routes, and accessibility to the TL tower locations. Finally, recommendations are made to help minimize time overruns in PT projects, as well as in other linear power and non-power construction projects in general.

dentifying the root causes of construction accidents has indicated that not only contractors but designers and architectures are capable of influencing construction workers safety. The aim of this study is to investigate and prioritize factors affecting construction hazards in the design phase. To achieve the aim of this study, a questionnaire survey was distributed among respondents randomly selected from construction sites within Malaysia. Relative Importance Index method was used to prioritize factors in order of level of effect on construction hazards. The results indicated that Lack of designers safety knowledge, Lack of designers knowledge about construction processes and Late involvement of constructors in the design process have the highest level of effect while Lack of safety organizations which evaluates the safety level of design and Few application of components' prefabrication have the lowest level of effect on hazards in the design phase of construction projects.

Productivity is a very important element in the estimation process in construction management. The objective of this research is to identify and analyze the factors which affect labor productivity in construction projects. In this research, 42 effective factors were collected from site survey, interview with engineers and experts, and previous research in the Arab world. These factors are grouped into Nine categories “Workforce, Leadership, Motivation, Supervisors, Safety, Project, Time, Material, and External”. A survey questionnaire of 70 respondents was distributed among different experts. A statistical analysis was done using SPSS and EXCEL packages. The Relative Importance Index was used to find out the most significant factors affecting the labor productivity in construction sites. The results accomplished from the survey revealed that the major factors negatively affect the labor productivity (ranked from the worst factor with Relative Importance Index values, respectively) namely, Availability Material (88.571%), Climate status “Weather” (88%), Religious occasions (86.29%), Number of working groups (86%), Ganger experience (85.714%), Workforce surveillance (84.857%), Ganger Age (84%), working at height (82%), Drawings and specifications alteration during execution (81.69%), and Sequence of floor (80.571%). Based upon these findings, this can help the construction professionals to improve the productivity and project performance in Iraq.

In a construction project, changes during the construction period are common. This change can be in the form of an increase or decrease in volume and type of work, changes in work specifications, or changes in the schedule for implementation. Changes in projects are often known as change orders. Change orders must be approved by all parties in a project namely, contractors, owners, and consultants. Change orders are caused by several factors such as changes in design, delays in procurement of goods, differences in field conditions, and others. The impact of this change order is felt by all parties involved in a project, but the change order has a different impact on each party involved. This study aims to determine the biggest impact of change orders from the contractor. In the questionnaire submitted the impact of change order is divided into several variables namely, the cost of quality, time, organization, and others. From the responses of respondents regarding the impact of change orders on road construction projects, an analysis was performed with the calculation of the Relative Importance Index (RII), and the biggest impact was obtained. Before the data is processed with RII, the validity and reliability tests are performed first. The biggest impact of change orders caused by change orders is that change orders increase the budget for contractors, change orders increase overhead costs, increase project duration, cause project costs overruns, and change orders cause a decrease in project profits. AbstrakPada suatu proyek konstruksi, perubahan selama masa konstruksi merupakan hal yang umum terjadi. Perubahan ini bisa berupa penambahan atau pengurangan volume dan jenis pekerjaan, perubahan spesifikasi pekerjaan, maupun perubahan jadwal pelakasnaan. Perubahan dalam proyek sering dikenal change order. Change order harus disetujui oleh semua pihak yang ada dalam suatu proyek, yaitu kontraktor, pemilik, dan konsultan. Change order disebabkan oleh beberapa faktor seperti perubahan desain, keterlambatan pengadaan barang, perbedaan kondisi lapangan, dan lain-lain. Dampak dari change order ini dirasakan seluruh pihak yang terlibat dalam suatu proyek, namun change order menimbulkan dampak yang berbeda pada tiap pihak yang terlibat. Penelitian ini bertujuan untuk mengetahui dampak change order terbesar dari pihak kontraktor. Dalam kuesioner yang diajukan dampak change order dibagi menjadi beberapa variabel yaitu, biaya mutu, waktu, organisasi, dan lainnya. Dari hasil tanggapan responden mengenai dampak change order pada proyek konstruksi jalan, dilakukan analisis dengan perhitungan Relative Importance Index (RII), dan didapat dampak terbesar. Sebelum data diolah dengan RII dilakukan uji validitas dan uji reliabilitas terlebih dahulu. Dampak change order terbesar yang ditimbulkan oleh change order adalah change order menambah anggaran untuk kontraktor, change order meningkatkan biaya overhead, menambah durasi proyek, menyebabkan biaya proyek membengkak, dan change order menyebabkan penurunan keuntungan proyek.
