Growing Laos-US ties will concern Beijing

Subject Laos/US diplomatic ties. Significance Ahead of US President Barack Obama's planned visit to the 2016 East Asia Summit in Laos, Washington is boosting its high-level diplomacy with Vientiane. In the past two months, US Assistant Secretary of State Danny Russel hosted the sixth annual Laos-US Strategic Dialogue; US Ambassador to ASEAN Nina Hachician visited to confer on Laos's 2016 ASEAN chairmanship; and Second Lady Jill Biden led a delegation to Vientiane on women's empowerment and civil society. These visits further the US 'Asia pivot' and lay the groundwork to challenge China's influence over Laos and the wider Mekong region including Cambodia and Myanmar. Impacts Generational changes in Lao politics will unfold from April 2016. Vientiane will diversify its diplomatic contacts. Possible US trade preferences may hasten Lao labour reforms. Japan, South Korea and Vietnam will also challenge China in Laos.

Chapter 4 describes the rising phenomena of East Asian regionalism in the wake of the Asian financial crisis and demonstrates how debates between inclusive and exclusive variations of Asian regionalism played out in the development of the regional architecture. The chapter traces the establishment of the ASEAN Plus Three, the East Asia Summit, and the Six-Party Talks. Taken together, these three institutions signified greater political will behind regional multilateralism but also revealed the contentious nature of institution building. The discussion of multilateral developments is juxtaposed to an analysis of the US–South Korea and US-Thailand alliances, and their resilience in an era of greater multilateralism and expanding regionalism.


Significance Singapore was chosen to host the meeting because it has ties to both countries, which view it as neutral turf, while the event resonates with the city-state’s foreign policy interests. Impacts ASEAN would view the summit as underscoring its centrality in the regional security architecture. If the summit takes place and is successful, the leaders of Japan and Russia will seek their own high-level meetings with Kim. Trump may be reluctant to travel to Singapore again in November to attend the East Asia Summit.


Significance The preferential US trade programme faces renewal or lapse by December 31. South-east Asia’s economies are structured to take advantage of the GSP and many of the products exported to the United States under GSP (such as light manufactures and seafood) are important for South-east Asia’s supply chains. Impacts Vietnam may make another application for inclusion in the US GSP programme. The more authoritarian South-east Asian countries could find it easier to gain US GSP preferences under Trump. The Trump administration could use the GSP as a bargaining chip in trade negotiations or renegotiations.


Significance Presumptive presidential election winner Joe Biden is reputed not to have trusted Suga’s predecessor, while Democratic governments in general are seen in Tokyo as giving Japan a low priority. Impacts A US return to multilateralism will begin to rebuild Japan’s diminished respect for the United States. East Asia specialists may return to the US State Department, making for better informed and probably more consistent policy towards Japan. Talks on repairing Japan-South Korea relations are reportedly underway behind the scenes; a creative solution may be found. Together with European partners, Japan and the United States would make a powerful alliance at the COP26 climate talks in November 2021.


Significance The informal dialogue normally acts as a pressure valve for major powers in the Asia-Pacific, but this meeting perhaps unintentionally worsened US-China trade and security tensions, US-North Korea denuclearisation-related frictions and the Japan-South Korea controversy over war reparations, since the meeting came in a week of occurrences that denoted high regional tension. Impacts Washington will still need Chinese (and other countries’) support in its rapprochement push with North Korea. Washington will expand cooperation with fellow Quad countries Australia, India and Japan in the Asia-Pacific. Involvement of out-of-region states and high-profile international issues could weaken ASEAN efficiency in tackling ASEAN issues. This ARF meeting will help warm US-Thai relations, with further such moves likely at the East Asia Summit this November, also in Thailand.


Significance The two sides have suspended tariffs arising from their dispute over subsidies to Airbus and Boeing, are working on an international deal on corporate taxation and have established a high-level council to discuss issues at the nexus of security, technology and trade. Impacts A major aim of closer transatlantic cooperation is better coordination of policies with respect to China. Closer transatlantic cooperation over China might soften US opposition to the Nord Stream 2 gas pipeline. It will be difficult for the US government to pass legislation concerning trade given the Democrats' precarious majority in both houses.

Purpose The purpose of this paper is to examine how corruption has changed over time in South Korea and to explore how the corruption control and prevention efforts of the Korean government have been successful and failed. Design/methodology/approach This paper draws on institutional theory to formulate a qualitative analysis to assess the effectiveness of anti-corruption policies and measures, and to identify the strengths and weaknesses of anti-corruption reform efforts in South Korea. Findings This paper argues that while the Korean government has been quite successful in building anti-corruption institutions to control low-level petty corruption, it has failed to institutionalize anti-corruption institutions to curb high-level grand corruption. Originality/value While many studies have attempted to identify the successful factors of fighting corruption, this paper draws a theoretical distinction between institution-building vs institutionalization to examine the success and failure of corruption control and prevention efforts in South Korea.


Significance In June, Morocco accused Algeria of illicitly facilitating the transfer of Western Saharan independence leader Brahim Ghali to Spain for medical treatment. In July, an investigative journalism consortium revealed that Morocco had been engaged in a cyber espionage offensive that targeted, among others, Algerian politicians, military officers, civil society activists and journalists. Morocco extended an olive branch, which Algeria immediately rejected. Impacts Though Brussels has long favoured Rabat over Algiers, Morocco’s recent actions may reinvigorate Algeria-EU relations The developments, which seem detrimental to Morocco’s foreign relations, may indicate that King Mohammed has less control than in the past. Moroccan and Algerian business communities are unlikely to be impacted by the diplomatic spats.

<p>Continued professional development (CPD) has been at the centre of capacity building in most successful organisations in western countries over the past few decades. Specialised professions in fields such as Accounting, Finance and ICT, to name but a few, are continuously evolving, which is necessitating certain standards to be followed through registration and certification by a designated authority (e.g. ACCA). Whilst most developed countries such as the UK and the US have well established frameworks for CPD for these professions, several developing nations, including Qatar (the chosen context for this article) are only just beginning to adopt these frameworks into their local contexts. However, the unique socio-cultural settings in such countries require these frameworks to be appropriately modified before they are adopted within the respective national context. The purpose of this paper is to examine the role of CPD in Qatar through comparing the UK as a benchmark and drawing corresponding and contrasting observations to formulate a roadmap towards developing a high level framework.</p>

Purpose This is a literature survey paper. The purpose of this paper is to focus on the latest developments in textual analysis on China’s financial markets, highlighting its differences from existing works in the US markets. Design/methodology/approach The authors review the literature and carry out an experiment of sentiment analysis based on a small sample of Chinese news articles. Findings Based on the experiment of sentiment analysis, there is limited evidence on the association between sentiment and other contemporaneous or future returns. Originality/value The supply of financial textual information has grown exponentially in the past decades. Technological advancements in recent years make the programming-based analysis an effective tool to digest such information. The authors highlight the use of credible textual information and discuss directions of research in this important field.
