IS will rebuild in rural areas of northern Iraq

Significance Over the past year, IS has transitioned into an insurgent movement across the north, and the risk of militants fleeing Syria into Iraq has heightened fears of a growing threat. Impacts IS will not attack Iraqi cities in a sustained manner in 2019. IS will maintain a strong rural presence in Kirkuk, Nineveh and Diyala. US-led coalition forces will likely remain in Iraq and Syria.

Purpose The purpose of this paper is to reveal the distributional characteristics and evolutional patterns in source periodicals, topics, authors, funding, and institutes of research papers in Chinese Agricultural Economics so as to understand the current situations and developmental tendency of Chinese agricultural economics research over the past decade. Design/methodology/approach Using the citation analysis method, this paper analyzed the distributional characteristics and evolution of source periodicals, fields, authors and topics of 2,203 highly cited journal papers from the database of China National Knowledge Infrastructure (CNKI) and 189 cited journal papers from database of Social Sciences Citation Index (SSCI) in agricultural economics first-authored by Chinese scholars from 2006 to 2015. Findings First, over the past decade, agricultural economics research in China has seen a rapid development. Specially, 103 scholars and 42 institutes have played key roles in the development, and 12 Chinese periodicals and 3 international journals have been the most influential outlets. Second, the coverage of the topics in Chinese agricultural economics research is broad and has expanded over the past decade. The rural land issue has been the most popular topic, while the issues regarding rural institutional arrangements and industrialization in rural areas have been explored extensively. However, issues in other fields, such as agricultural markets and trade, rural labor, food safety, etc. have to be further studied. Third, the improvements of economic theory and quantitative analytic techniques, the supports from research funding, and an increase in the collaboration between Chinese scholars and those from other countries have made great contribution to the rapid development of Chinese agricultural economics research over the past decade. Originality/value This paper is an original work that identifies the most influential journal papers including highly cited journal papers from CNKI and cited journal papers from SSCI, using citation frequency and standard Essential Science Indicators method. This is a contribution relative to the methods used by previous studies, which did not account for frequency of citation of a paper. Moreover, this study is based on data from two databases, CNKI and SSCI, suggesting that the coverage of sample papers is broader compared to those of previous studies.

Significance Attacks by Boko Haram’s two factions pose the greatest immediate danger, but insecurity from banditry in Zamfara and Sokoto states and inter-communal conflicts across much of the north-central ‘Middle Belt’ could impinge on the elections and after. Impacts An over-extended military and partisan political divisions will hamper the development of a coordinated counterinsurgency response. Journalists and human rights groups could face a growing clampdown over critical reporting on the military. Ethnic and religious-inspired Middle Belt clashes risk disrupting polling in rural areas and fuelling worsening cycles of reprisal violence.

Subject Sudan's new cabinet. Significance The prime minister has appointed a new unity government, in accordance with a disputed 'national dialogue' framework completed last year. For the past five years, Sudan has been facing the combined economic pressures of budget cuts, reduced foreign investment, a weakening currency and rising inflation. The former government pushed through some subsidy cuts, despite public protests over the ensuing economic hardship. In January, Washington announced a lifting of economic sanctions on Sudan, raising Khartoum's hopes that it will become easier to attract foreign investment. Impacts Gulf institutions will provide new financing for energy and infrastructure projects. Mining and agriculture opportunities in the north and centre of the country could also attract some new investment. However, major Western companies will remain wary of doing business in Sudan.

Significance They face trial for “complicity in acts of terrorism, insurrection, rebellion and the propagation of false information”. Anglophone Cameroonians in the Northwest and Southwest regions have been staging strikes and protests against discrimination as a linguistic minority in the past months. This prompted a government shutdown of the internet in January, which was restored in April. Although large-scale protests have stopped, many schools remain closed, the larger cities in the region continue weekly ‘ghost town’ strikes and several high-profile protesters are still under arrest. Impacts Pre-election government spending will likely increase, specifically targeted at the Northwest and Southwest regions. Attacks in the north by Boko Haram will persist and pose a growing threat to Lake Chad counterterrorism efforts. Diplomatic tensions could grow between Cameroon and Nigeria over the resettlement of refugees.

This article seeks to analyze the methodology and principles underlying the intervention of the Portuguese architect and professor Fernando Távora (1923-2005) in the renovation of manor houses in the north of Portugal. Throughout his renowned professional career, Távora designed the refurbishment of numerous country houses, managing to adapt uses and spaces to the new requirements without undermining their strong identity in the landscape and their historical and architectural values. Thus, the study of his particular methodology can provide design guidelines to approach the adaptive reuse of this cultural legacy with respect for its heritage values, especially in rural areas undergoing a severe process of depopulation and agro-productive transformation. Three case studies have been selected in order to determine the evolution and consolidation of his practice: The Casa da Igreja in Mondim de Basto (1958-1961), the Casa da Covilhã (1963-1988) and the Casa da Breia (1984-1985). These renovation projects reveal careful analysis of the preexistence, supporting sensitive introduction of new elements with subtle contemporary expression in respectful continuity with the forms and atmospheres of the past.

Significance The peso is depreciating sharply due to renewed uncertainty surrounding the North American Free Trade Agreement (NAFTA). Further volatility may be caused by an acrimonious and uncertain Mexican presidential campaign in 2018. Although macroeconomic fundamentals are solid, the government will need to adopt stabilisation measures in order to stem a loss of investor confidence. So far however, there are no signs that such actions are being considered. Impacts Banxico is unlikely to sell international reserves to stabilise the peso, given the past failure of that strategy. Depreciation may increase inflationary expectations and push Banxico to tighten monetary policy, constraining growth in 2018. The appointment of Foreign Minister Luis Videgaray as Banxico governor would be viewed negatively by the markets. US monetary tightening will narrow the premium Mexico enjoys over US rates, potentially constraining investment into Mexico.

Phlebotomine sand flies are insects of medical importance, as they are vectors of viruses, bacteria and trypanosomatids of the genus Leishmania Ross, the causative agent of leishmaniasis (Forattini 1973). During the past 20 years approximately 500,000 cases of leishmaniasis have been reported in Brazil. Most of these cases were reported in the North and Northeast regions. In the State of Roraima, almost 2,000 cases, including both cutaneous leishmaniasis (CL) and visceral leishmaniasis (VL), have been reported during the past three years (SINAN 2017). Usually the transmission by infected female sand flies occurs in wild or rural areas, but there have also been recorded cases and vector captures in urban environments. Some sand fly species are known to enter houses in search of resting places and blood meal sources; as a result of this behavior, they are remarkably adaptable to new environments (Carvalhoet al. 2010).

Subject Burkinabe jihadists' tactics. Significance Over the past month, jihadist insurgents have begun attacking Christian churches and worshippers. With Burkina Faso enjoying a reputation for religious pluralism and tolerance, this is likely an attempt to push non-Muslims out of the north of the country, while also turning Christians and Muslims against each other. Following earlier successful attempts to provoke community confrontations along ethnic lines, this new jihadist tactic is testing the government’s ability to pursue counterinsurgency measures and preserve social cohesion. Impacts Influential ethnic and religious leaders will likely begin to take more prominent roles in mediating local conflicts. The authorities’ inability to effectively manage other social unrest could see its popularity weaken before the 2020 polls. Civil society activists will become more vocal in their scrutiny of the armed forces and its human rights record. Following recent high-profile hostage kidnappings, the military is tightening coordination with both Benin and Niger.

Purpose The purpose of this paper is to understand what are the best projections of these events effects on organizations and economies. The onset of the COVID-19 pandemic leads to a combination of economic and public health circumstances that challenge the accounting for and accountability of organizations that are mostly outside of their experience and that of academics for the past 50 years. Design/methodology/approach Through evidence-based policymaking research, evaluation and reporting tools the author draws on the extant research literature to develop estimates of likely effects of these events on organizations and economies. Findings The process of investigating this subject led the author to write a short research synthesis paper (Salterio 2020a) that summarized the historical economic evidence about the Spanish flu of 1918–1920 and various simulations of potential pandemic macroeconomic effects. This evidence allowed the author to quantify the potential effects of the crisis less than a month into the North American economic shutdown. Originality/value Using that research synthesis the author responded to the call for papers for this special issue by reflecting on the lessons that this crisis has for managers and organizations from both an accountability and accounting perspective.
