Confident of an 'in' vote, Prime Minister David Cameron will prioritise party interests in 'Brexit' referendum planning

This chapter charts the story of the Conservatives in government between 2015 and 2017. It examines why David Cameron called a referendum on Britain’s membership of the European Union, why Theresa May succeeded him as prime minister, and why May decided to call a snap election in the spring of 2017. It locates these decisions against deep and bitter divisions within the Conservative party over the issue of EU membership, and further examines the broader record of the Conservatives in government. Above all, it seeks to explain how both prime ministers both came to gamble their fortunes on the electorate – and lose.


Subject The package of reforms on a new EU-UK relationship. Significance The agreement between the United Kingdom and its EU partners sets the stage for the UK referendum on EU membership, which Prime Minister David Cameron has set for June 23. Cameron said he had negotiated new terms that would allow the United Kingdom to remain in the EU. Impacts The deal bolsters the campaign to remain in the EU, but the referendum outcome is still highly uncertain. The deal will only come into effect if the outcome is for remaining, forestalling a second referendum for better terms. If the outcome is for leaving, a new relationship with the EU would have to be negotiated during a two-year transition period. It would also probably lead to a second Scottish independence referendum and UK break-up.


Significance These encompass the euro-area's economic governance, enhanced competitiveness and cutting red tape, the "special" UK situation as regards further political integration, and a safeguard mechanism against exceptional inflows of workers from other member states. Tusk said that, given willingness to compromise, a draft agreement might be put to the other EU governments at the February 18-19 summit. A date will then be set for a UK referendum on EU membership, in either late June or mid-September. With this achieved, Prime Minister David Cameron is expected to leave office in 2018 or 2019, allowing his successor a respectable period in office before the 2020 general election. Impacts The three current leadership front runners must calculate where to position themselves on the referendum and how prominent a role to play. At least one outsider candidate may take a striking position in the 'out' camp to acquire a political base for the leadership contest. Most calculations depend less on the likely referendum result than where most Conservative MPs, activists, members and voters end up.


Significance The authorities went ahead with the arrest of Nika Melia, leader of the opposition United National Movement (UNM), on February 23 even after the prime minister resigned in protest. Georgian Dream's actions have caused concern in Western capitals that approved its election victory when the opposition cried foul. Impacts The crisis is a setback for the government's stated plan to apply for EU membership in 2024. There is growing talk in the United States about individual sanctions targeting Ivanishvili and his associates. Political turmoil will harm hopes of foreign direct investment and the imminent Anaklia port tender.

As a master’s and Ph.D. student at Anglia Ruskin University in 2011, I recall the central message in lectures given by my eventual Ph.D. supervisor Professor Guido Rings was that we cannot underestimate the enduring strength of the legacy of colonialism in Europe and its influence on shaping contemporary attitudes towards immigration. Indeed, as I was completing my studies, I became increasingly aware of the negative rhetoric towards migrants in politics and right-wing press. In an attempt to placate the far-right of his party and address a growing threat from the UK Independence Party (UKIP), a discourse of ‘othernising’ migrants on the basis of their supposed rejection of ‘Britishness’ from former UK Prime Minister David Cameron in particular caught my attention. The result of this was tightening of immigration regulations, which culminated of course in the now-infamous Brexit vote of 2016. Almost a decade after my graduation, Professor Rings is currently Vice Chair for the Research Executive Agency of the European Commission and continues to work at Anglia Ruskin University at the level of Ph.D. supervisor. He still publishes widely in the field of Migration Studies and his recent high-profile book The Other in Contemporary Migrant Cinema (Routledge, 2016) and editorships in the fields of culture and identity (iMex Interdisciplinario Mexico) argue for increased intercultural solidarity in Europe as well as a strengthening of supranational organizations like the EU and the UN to offset growing nationalism. I got in touch with Professor Rings to find out where he feels Europe stands today with regard to migration and get his comments on the continued rise of nationalism on the continent.

Abstract Serbia is the only state in the Western Balkans that is not seeking NATO membership. In December 2007, Serbia declared military neutrality and in spite of its EU membership aspirations, developed very close relations with Moscow. The objective of this paper is threefold. First, I argue that in order to understand why Serbia declared military neutrality, one has to look both at the discursive terrain and domestic power struggles. The key narrative that was strategically used by mnemonic entrepreneurs, most importantly by the former Prime Minister Vojislav Koštunica, to legitimize military neutrality was the trauma of NATO intervention in 1999 and the ensuing secession of Kosovo. In the second part of the paper, I discuss the operational consequences of the military neutrality policy for Serbia's relations with NATO and Russia, as well as for military reform and EU accession. Finally, I spell out the challenges ahead in Serbia's neutrality policy and argue that its decision makers will increasingly be caught between pragmatic foreign policy requirements on the one hand and deeply entrenched traumatic memories on the other.

How do citizens respond to and engage with the performance of political power in the context of mainstream media? Through an analysis of two television programmes aired during the UK Brexit referendum campaign of 2016, a picture emerges of citizenship as the performative disruption of the performance of power. In the programmes the then UK prime minister, David Cameron, met members of the public for a mediated discussion of key issues in the Brexit referendum. Their interactions are analysed here as a confrontation between the performance of citizenship and power reflecting activist modalities of disruptive citizenship played out in the television studio. The article ends with reflections on questions about political agency as individualistic forms of disruptive political autonomy.
