This chapter examines the legal and financial control issues regarding compliance with labor legislation. On the one hand, the legal analysis shows that legislation is one of the main factors influencing the financial control practice for compliance with labour legislation. On the other hand, the problems and specifics of the control procedures applied by the General Labor Inspectorate Executive Agency in Bulgaria are presented. The overall inspection process is presented sequentially, analyzing the individual stages that the control procedures go through. The problems and the specifics of carrying out an independent inspection activity by the agency are presented, and the peculiarities of carrying out joint control activities with executive bodies or their administrative structures by the specialized administration are examined. Different types of factors that influence the implementation of control procedures by the General Labor Inspectorate Executive Agency in Bulgaria are considered.

O estudo do clima vem se intensificando desde o século XX com o intuito de verificar as variações climáticas no espaço-tempo” em todo o território brasileiro. Deste modo é notório tentar entender como há uma grande variabilidade pluviométrica, principalmente nos estados do nordeste brasileiro. O objetivo principal deste trabalho é verificar e avaliar a variabilidade pluviométrica da microrregião do Curimataú Oriental no Estado da Paraíba, através da análise espaço-temporal mensal e anual da precipitação. Identificou-se assim os períodos secos e chuvosos da área estudada com o auxílio do Índice de Anomalia de Chuva (IAC). Os dados pluviométricos utilizados na pesquisa correspondem às séries mensais de precipitação no período de 1994 a 2017, fornecidos pela Agência Executiva de Gestões das Águas do Estado da Paraíba. A microrregião do Curimataú Oriental apresenta dois períodos distintos, um de sete meses chuvosos e outro com cinco meses secos. Completa-se ainda que o IAC é um instrumento de expressiva importância na análise desses dados, pois demonstra eficiência para averiguar os períodos extremos (úmidos e secos) e para realizar o monitoramento da precipitação de uma determinada região, município e/ou bacia hidrográfica.     Employment of the Rain Anomaly Index in the Pluviometric Variability of the Micro-Region of the Oriental Curimataú in the State of Paraíba A B S T R A C T The study of climate has been intensifying since the 20th century to investigate space-time throughout the Brazilian territory. Thus, it is notorious to try to understand how there is a great climatic variability, mainly in the states of northeastern Brazil. The main objective of this work is to verify and evaluate the climatic variability of the eastern Curimataú microregion in the State of Paraíba, through the monthly and annual spatial-temporal analysis of its precipitation. Thus, the dry and rainy periods of the studied area were identified with the aid of the Rain Anomaly Index (IAC). The pluviometric data used in the research correspond to the monthly series of precipitation in the period from 1994 to 2017, provided by the Executive Agency for Water Management of the State of Paraíba. The Curimataú Oriental microregion has two distinct periods, one with seven rainy months and the other with five dry months. It is also completed that the IAC is an instrument of significant importance in the analysis of these data, as it demonstrates efficiency to ascertain the extreme periods (wet and dry) and to verify the monitoring of a certain region, municipality and / or hydrographic basin.Keyword: Precipitation anomalies, Periods, Variability.

This paper aims to explain the procedure for determining self-help housing stimulant assistance in Jorong Buluh-Kasok Nagari Padang Air Cold, Sangir Jujuan District, Solok-Selatan Regency based on the Minister of PUPR Regulation Number 13/PRT/M/2016 and the Fiqh Siyasah Duturiyah Perspective. The type of research is field research (field research). The data sources of this study consisted of primary data sources, namely the head of the technical team for house renovation in Solok-Selatan Regency, the head of the administrative section of the wali nagari, the head of jorong Buluh-Kasok, community leaders in Jorong Buluh Kasok and secondary data, namely scientific books, research results, legislation related to research and documents. Data collection techniques are interviews and documentation. The data were analyzed using a qualitative descriptive method. This study found that the cause of the mechanism for determining the self-help housing stimulant assistance in Jorong Buluh Kasok was not right on target because there were parties who did not carry out their technically determined duties. Of the three persons in charge and requesting house renovation assistance, namely: the Technical Team for house renovation, the Wali Nagari Padang Air Cold, and Jorong Buluh-Kasok. The party who does not carry out their duties is the technical team for home renovation, where the technical team does not carry out their duties as supervisors for the implementation of home renovation assistance, while in Ministerial Regulation No. and evaluation of the provision of home surgery assistance. Meanwhile, according to Fiqh Siyasah Duturiyah's view of the procedure for determining this self-help housing stimulant assistance, it lies in the task of the executive agency (al-sultah al-tanfidziyah) where the task of the al-sultah al-tanfidziyah institution is to implement the laws and regulations that have been set. , in the principle of fiqh siyasa this is included in the principle of justice where to create justice one must not look at status or position.

In simple terms, the ratio legis can be interpreted as the reason why there is a provision in the law. Article 24C paragraph (1) of the 1945 Constitution of the Republic of Indonesia determines the authority possessed by the Constitutional Court, paragraph (1) reads: The Constitutional Court has the authority to adjudicate at the first and final levels whose decisions are final to examine laws against the Constitution, decide disputes over authority a state institution whose authority is granted by the Constitution, decides on the dissolution of political parties, and decides on disputes regarding the results of general elections. The limiting provisions of Article 24C paragraph (1) seem to close the scope for expanding the Constitutional Court authority to decide disputes over the authority of independent state institutions. Meanwhile, this is a state requirement. This research uses a statutory approach with a descriptive analysis method. The conclusions obtained are: 1) it is not possible that a state institution that has supervisory authority has conflict with other legal institutions; 2) there are state institutions whose authorities are regulated by law and have the potential for authority disputes, but are resolved through the executive agency; 3) there is the authority of state institutions that have the potential for conflict of authority but there are no rules for resolving them.

The legislative function of the DPRD has not run smoothly, in some areas it is still experiencing various difficulties. Many Local Regulation Draft Initiatives (Raperda) come from the Regional Government as an executive agency. Meanwhile, the institution that enforces the aspirations of the community, the DPRD provides a lot of participation in the determination of the Perda. The purpose of the research is to study the implementation of the legislative function of the DPRD in Bogor City in 2013-2018. This research uses a qualitative method with literature approach. Data sources used in this study consisted of primary, secondary and tertiary legal materials, policy considerations of the political elite in this case the Bogor City Council, books, journal of legal. The results of the research are the legislative function carried out by the Bogor City DPRD in accordance with Law Number 23 of 2014 concerning Regional Government, which wrongly performs the legislative function that can capture the aspirations of the people in Bogor City, by receiving reports or complaints from the people of Bogor City the problem of dissatisfaction of a service. Although in its implementation is still not optimal because there are still obstacles in legislation.

A região Nordeste do Brasil é uma das mais problemáticas no que se refere à disponibilidade de água e destaca-se pelo seu clima quente e úmido. Inserido nessa região, o estado da Paraíba possui uma grande variabilidade da distribuição de chuvas, e na microrregião do Curimataú destaca-se pela pouca disponibilidade pluviométrica, comparado a outras áreas do estado fazendo necessário estudos mais aprofundados sobre está temática nos municípios inseridos nessa área. O objetivo principal deste trabalho é analisar a variabilidade climática da precipitação pluviométrica da Microrregião do Curimataú Ocidental no Estado da Paraíba, através da análise espaço-temporal mensal e anual da sua precipitação, identificando assim os períodos secos e chuvosos da área estudada com o auxílio do Índice de Anomalia de Chuva. Os dados pluviométricos utilizados na pesquisa correspondem as séries mensais de precipitação no período de 1994 a 2017 fornecidos pela Agência Executiva de Gestões das Águas do Estado da Paraíba. Os resultados apontam que a microrregião apresenta dois períodos distintos, um período de sete meses úmidos e outro com cinco meses secos. Observa-se também, que Índice de Anomalia de Chuva é uma ferramenta de importância significativa na maioria das áreas ambientais, para monitorar os períodos extremos (úmidos e secos).  Analysis of Climate Variability of Pluviometric Precipitation in The Curimataú Microrgion Of West, Paradise A B S T R A C TThe Northeast region of Brazil is one of the most problematic that does not refer to the availability of water and is applied due to its hot and humid climate. This chapter provides an overview of the UK Debt Management Office (DMO) that was established on 1 April 1998 and was tasked to manage government wholesale sterling debt issuance, which was originally the Bank of England's responsibility. It highlights the DMO's purpose on carrying out the government's debt management policy of minimising financing costs over the long term and minimising cost to offset the government's net cash flows while operating in a risk appetite approved by Ministers. It also points out that the DMO, in institutional terms, is legally and constitutionally part of HM Treasury (HMT) as an executive agency. This chapter discusses the gilt market, which is comprised of two different types of securities: conventional gilts and index—linked gilts. It compares the different types of gilt and shows how the breakdown of the gilt market has changed over time.

As a master’s and Ph.D. student at Anglia Ruskin University in 2011, I recall the central message in lectures given by my eventual Ph.D. supervisor Professor Guido Rings was that we cannot underestimate the enduring strength of the legacy of colonialism in Europe and its influence on shaping contemporary attitudes towards immigration. Indeed, as I was completing my studies, I became increasingly aware of the negative rhetoric towards migrants in politics and right-wing press. In an attempt to placate the far-right of his party and address a growing threat from the UK Independence Party (UKIP), a discourse of ‘othernising’ migrants on the basis of their supposed rejection of ‘Britishness’ from former UK Prime Minister David Cameron in particular caught my attention. The result of this was tightening of immigration regulations, which culminated of course in the now-infamous Brexit vote of 2016. Almost a decade after my graduation, Professor Rings is currently Vice Chair for the Research Executive Agency of the European Commission and continues to work at Anglia Ruskin University at the level of Ph.D. supervisor. He still publishes widely in the field of Migration Studies and his recent high-profile book The Other in Contemporary Migrant Cinema (Routledge, 2016) and editorships in the fields of culture and identity (iMex Interdisciplinario Mexico) argue for increased intercultural solidarity in Europe as well as a strengthening of supranational organizations like the EU and the UN to offset growing nationalism. I got in touch with Professor Rings to find out where he feels Europe stands today with regard to migration and get his comments on the continued rise of nationalism on the continent.
