Purpose – The purpose of this paper is to analyze the World Anti-Doping Agency (WADA) through the theoretical framework of meta-organizations that focusses on organizations that are themselves made up of organizations. Design/methodology/approach – The data are drawn from a unique case study based on interviews with WADA experts and documentary analysis. Findings – The authors analyzed WADA through the organizational and strategic dimensions of meta-organizations, which are themselves each defined by two criteria: the mission and scope of the organization vs the hierarchical stratification and decision-making process. The findings suggest that the WADA can be examined through the lens of meta-organizational theory. The criterion of consensus in the decision-making process has already been put forward by scholars, but it needs to be nuanced in the study since it is not the only process used by WADA in its decision-making. Research limitations/implications – The paper enhances the understanding of a specific international sports organization at the heart of current major sports issues and enriches the literature on meta-organizational theory, which is a relatively recent development. A next step is a longitudinal study, focussing on the decision-making process and the evolution of a meta-organization over time. Originality/value – While the meta-organization has been considered recently in the management literature, this paper seeks to advance the discussion by linking it to the international sports field to gain more insight into its complexity.

Purpose The purpose of this paper is to investigate and explain how organizations in the construction sector can enhance their decision-making process (DMP) by practising knowledge management (KM) and business process management (BPM) activities. A conceptual framework is developed that recognises the elements that impact DMP in terms of KM and BPM. The development of this framework goes beyond current empirical work on KM in addition to BPM as it investigates a wider variety of variables that impact DMP. Design/methodology/approach A case study is undertaken in the context of the construction industry in Jordan. A theoretical framework is developed and assessment of the proposed framework was undertaken through a questionnaire survey of decision-makers in the construction sector and expert interviews. Findings The outcomes of this research provide several contributions to aid decision-makers in construction organizations. Growth in the usage of KM and BPM, in addition to the integration between them, can provide employees with task-related knowledge in the organization’s operative business processes, improve process performance, promote core competence and maximise and optimise business performance. Originality/value Through the production of a framework, this study provides a tool to enable improved decision-making. The framework generates a strong operational as well as theoretical approach to the organizational utilization of knowledge and business processes.

Purpose The purpose of this paper is to examine the challenges to urban cultural heritage management conservation in the historical city of Sulaimaniyah, Kurdistan-Iraq. The paper focusses on the roles and interactions of stakeholders and the issues that confront the decision-making processes that underpin the management of historic city towns. Design/methodology/approach A case study methodology is utilised for this research. It involves documentary analysis and interviews with stakeholders who are part of the management of the historic city centre of Sulaimaniyah, Kurdistan-Iraq. The findings from this case study are analysed in a systematic way before being discussed in the context of the literature on urban cultural heritage management. Findings The research shows that although there is a shared vision of the need to preserve and conserve urban cultural heritage, the management process is a contentious one. Stakeholders have different ideas as to how to achieve conservation goals which leads to increasing conflicts among stakeholders. This situation is compounded by the limited financial resources available to local government agencies, political interference in the work of implementation agencies and the lack of capacity in local government to enforce rules and carry out conservation projects. There are also significant power differentials among stakeholders in the decision-making process which often means that local residents are excluded from the process of conserving their built urban heritage. Practical implications This research can help practitioners who are in charge of urban cultural heritage management in dealing with stakeholder conflicts. The paper offers insight into a number of sources of stakeholder conflicts and on ways to overcome these in the planning process. Originality/value The originality of research lies in the novelty of the case study area. This research highlights the issues of built heritage conservation management and planning practices in an area – Sulaimaniyah, Kurdistan-Iraq – that is geographically less represented in the extant literature. The research also identifies some of the key sources of conflict in urban heritage conservation projects and provides an insight into the roles of stakeholders in the management of smaller locally-dependent historic city centres.

Purpose With fierce competition in capturing tourists, it is crucial that destinations be prepared to adapt and to refresh their event portfolio. The purpose of this paper is to look into the decision-making process that led to the development of a new festival in a middle-sized city, Tomar, in Portugal. Design/methodology/approach This study analyses the creation process of the Knights Templar Festival, in Tomar, a new event focusing on the Templar history of the city. A retrospective outlook on the evolution of the event is given. Primary data were collected via quantitative survey analysis and semi-structured interviews. The theoretical scope is events and placemaking. Findings The strengths and weaknesses of the region influenced the conception and setting up of this particular event. This awareness is important for cities in meeting the challenges and opportunities that event portfolio diversification calls for. Research limitations/implications This paper helps us to understand the motives and challenges in establishing a new event in the city, through the analysis of a single case study of a European middle-sized city. Simultaneously, it is a longitudinal in-depth case of the first editions of a new historically focused event. Practical implications Several practical implications can be derived to the case of Tomar. Overall, it is key that cities align the focus of new events with the city’s identity (as Tomar did). Originality/value This paper presents an in-depth and longitudinal case study, from the moment of the creation of a new event to its fourth edition, mapping the decision-making process, highlighting the learning curve of the decision makers.

Purpose – This paper is a case study of the decision at Central Michigan University to take librarians off the reference desk. Departmental data on reference desk traffic and other ancillary functions of the reference department was used to make the case for removing the librarians from the desk. Data collected since the decision was made has supported the decision to move to an on-call reference desk staffing model. The paper aims to discuss these issues. Design/methodology/approach – The department reviewed and analyzed data on reference desk transactions of all types from previous years to inform its decision making. Data trends and an analysis of the nature of the questions asked at the reference desk were instrumental in the analysis. Findings – The department determined that the statistical data justified the removal of the librarians from the reference desk. Data collected since moving to the on-call model supports the earlier decision. Originality/value – This paper provides libraries considering their own desk staffing models with a discussion of another library’s decision-making process and evidence of a successful migration to a new reference service model.

PurposeThis paper examines how a “quasi-formal” organisation in a developing country engages in informal means of organising and decision-making through the use of calculative measures.Design/methodology/approachThe paper presents a case study of a large-scale indigenous manufacturing company in Ghana. Data for the study were collected through the use of semi-structured interviews conducted both onsite and off-site, supplemented by informal conversations and documentary analysis. Weber's notions of rationalities and traditionalism informed the analysis.FindingsThe paper advances knowledge about the practical day-to-day organisation of resources and the associated substantive rational calculative measures used for decision-making in quasi-formal organisations operating in a traditional setting. Instead of formal rational organisational mechanisms such as hierarchical organisational structures, production planning, labour controls and budgetary practices, the organisational mechanisms are found to be shaped by institutional and structural conditions which result from historical, sociocultural and traditional practices of Ghanaian society. These contextual substantive rational calculative measures consist of the native lineage system of inheritance, chieftaincy, trust and the power concealed within historically established sociocultural practices.Originality/valueThis paper is one of a few studies providing evidence of how local and traditional social practices contribute to shaping organising and decision-making activities in indigenous “quasi-formal” organisations. The paper extends our understanding of the nexus between “technical rational” calculative measures and the traditional culture and social practices prevailing in sub-Saharan Africa in general, and Ghana in particular.

Purpose – The purpose of this paper is to examine how the group decision-making process unfolds over time in a transorganizational system (TS) planning change. Design/methodology/approach – A longitudinal qualitative case study was designed to enable researchers to identify different stages in the group decision-making process. Findings – The findings from this case study indicated that the group decision-making process in a TS planning change could be conceptualized to include five distinct steps: working in solitude; starting a dialogue; finding a common goal; suggesting decision alternatives; and deciding among alternatives. The group proceeded through these steps sequentially over time. Practical implications – The paper offers TS practitioners a framework to follow when making group decisions within TSs. Originality/value – The study develops a conceptual framework that describes how the group decision-making process unfolds over time in a TS planning change. This framework can be tested in other contexts and advance theory in both the TS and group decision-making areas.

Purpose – Cloud Computing (CC) technology is getting implemented rapidly in the educational sector to improve learning, research and other administrative process. As evident from the literature review, most of these implementations are happening in the western countries such as USA, UK, while the level of implementation of CC in developing countries such as India is rare. Moreover, implementing CC technology in the educational sector require various decisions to be made by the managers of the Information Technology (IT) department such as selecting suitable deployment model, vendor providing cloud service, etc. in their respective university or institute. The purpose of this paper is to attempt to address one such decision. Since, different types of CC deployment are available; selecting a suitable one plays a key role, as it might have an impact on the requirements of various stakeholders such as students, teachers, administrative staff (especially the staff members in the IT department), etc. apart from affecting the overall performance of the facilities such as a laboratory. Naturally, a proper decision by analysing multiple perspectives has to be made while carrying out such strategic initiatives by any educational institute. Design/methodology/approach – A case study methodology has been chosen as the research methodology to discuss and demonstrate the above decision problem that was faced in real time by one of the educational institutes in India, offering high-quality management education. The IT managers of this institute were planning to switch over to CC technology for the computer laboratory and they have to make a decision of choosing suitable alternative CC deployment models such as private cloud (PRC), public cloud (PUC), community cloud (COC), hybrid cloud (HYC), etc. by analysing and comparing them based on various factors and perspectives such as elasticity, availability, scalability, etc. Since, multiple factors are involved in making such a strategic decision, the most commonly used Multi-Criteria Decision Making (MCDM) model – namely, the Analytic Hierarchy Process (AHP) is used as a decision support during the decision making process. Findings – The team of decision makers, who were planning to implement CC in the case institute, found that PRC is best as they believed that it would provide adequate cost savings, apart from providing necessary security to maintain confidential information such as student's detail, grades, etc. Research limitations/implications – The results obtained are based on a single case study. Hence, they cannot be generalized for institutions across educational sector. However, the decision making situation and understanding its impact on the stakeholders of the educational institute can be common across various educational institute. Practical implications – Using a real-life case study of an educational institute, this paper presented a strategic decision making situation, which needs to be considered by the IT managers of the educational institutes when they decide to switch over to CC technology. Various criteria to be considered during the decision making process was identified from the literature review were identified and enumerated. These factors would useful for the IT managers of the different educational institute and they can suitably add or delete these decision criteria as per their requirements and situation at hand. Moreover, the algorithm of AHP, which was used as a decision support, was presented in a step-by-step manner, which should be beneficial for the practitioners to apply the same for similar decision making situations. Originality/value – It is believed that this paper would be the first to report on a strategic decision of choosing the deployment model for CC technology especially in the educational sector. Similarly, this paper would also contribute to the field of CC, as it lists out the decision criteria that are to be considered for making the above decision, which has not got adequate importance. Lastly, this paper is also unique in the realm of AHP because application for a decision problem in the field of CC especially in the educational sector is least reported.

Purpose The purpose of this paper is to investigate whether the analytic hierarchy process (AHP) methodology can help in the decision-making process of choosing action plans linked to manufacturing strategy. The research also analyses the path which some managers followed for defining and selecting the action plans as well as the organisational obstacles and pitfalls the managers encountered. Design/methodology/approach The authors conducted an exploratory case study in a medium-sized Italian manufacturing company. The authors collected, coded and discussed data from the AHP implementation. Furthermore, during the observation of how the managers dealt with the decision-making path, the authors collected, coded and discussed the qualitative data. Findings Results showed that AHP made the decision-making process of choosing between alternative plans more objective. However, the authors observed obstacles and pitfalls mainly linked to organisational aspects such as creating team and staff’s awareness, involvement and commitment as well as staff’s skills. Other interesting findings are linked to the creation of managers’ consensus and the top manager’s managerial style and how the latter could affect the AHP consistency ratio. Research limitations/implications This research is based on a case study. The findings need to be tested by other scholars and practitioners in different organisations. Moreover, issues such as management consensus and negotiation in manufacturing organisations and managerial style need further research. Practical implications AHP methodology can help practitioners who are dealing with the deployment of strategic manufacturing objectives and who are trying to employ methods for choosing the right action plan. Besides, practitioners are aware of specific organisational obstacles and pitfalls encountered on the strategic deployment path. Originality/value This paper proposes for the first time the use of the AHP methodology for choosing between action plans derived from strategic manufacturing objectives.

Learning outcomes The learning outcomes are as follows: factors to be considered in devising the best post-acquisition brand identity and outline market research techniques, which can be used to identify the best-suited post-acquisition brand identity strategy. Case overview/synopsis The case study discusses the brand strategy, which Walmart Inc needs to adopt post its acquisition of Flipkart Pvt. Ltd (Flipkart) Group in India. Flipkart had acquired Myntra Designs Pvt. Ltd (Myntra) and Novarris Fashion Trading Private Limited (Jabong), but had kept their brand identity intact; Walmart Inc was faced with the decision on moving ahead with the brand strategy of keeping individual brand identities or merging all of these into a single brand identity. The study aims to provide valuable insights into the decision-making process adopted by Walmart Inc. It includes also the role of cause-related marketing in the positioning of Myntra as a socially responsible brand. The case study opted for an exploratory research design study using the qualitative research method of in-depth interviews. In total, 10 experts in the area of marketing, market research and marketing communication were interviewed. The qualitative data were analyzed using a template approach, which analyzes the text using a codebook or an analysis guide. The analysis guide already has clearly defined themes or categories. As the qualitative interviews progress, these themes get revised. These themes are analyzed qualitatively rather than statistically. The case study suggests to the management of Walmart Inc that they need to merge Myntra and Jabong based on the degree of similarity of consumer demographics, income/social class of buyers, brand identity and buying behavior. Myntra needs to retain as opposed to Jabong, as Myntra is perceived to be a socially responsible brand that creates a purchase disposition in the minds of the consumers. A more extensive quantitative study would offer better generalizability. It was not feasible to conduct a quantitative study due to time constraints. This research would have used advanced brand imagery assessment techniques such as multi-dimensional scaling to suggest if an overlap exists between consumer segments of Myntra and Jabong. The case study provides a decision-making framework to firms and individuals who are part of organizational teams to create a post-acquisition brand strategy in the e-commerce market. The case study fulfills a need for many academicians and practitioners to understand the decision-making process followed in devising a post-acquisition brand strategy in India. PurposeThe purpose of this paper is to examine the influence of the Digital Divide (DD) and digital alphabetization (DA) on the Big Data (BD) generation process, to gain insight into how BD could become a useful tool in the decision-making process of supply chain management (SCM). Similarly, the paper aims to recognize and understand, from a value-creation perspective, the correlation between DD and BD generation and between DD and SCM.Design/methodology/approachThe approach utilized in the present study consists of two steps: first, a systematic literature review was conducted aiming at finding out to determine the existing relationship between “Big Data Analytics” (BDA), “SCM” and the “DD”. A total of 595 articles were considered, and analysis showed a clear relationship among BDA, SCM, and DD. Next, the Vector autoregressive (VAR) approach was applied in a case study to prove the correlation between DD (as part of internet usage) and internet acquisitions, and in general terms the relationship between DD and Trade. Internet usage and internet acquisition in imports and exports at the European level were considered as variables in an empirical study of European trade. The novelty of this two-tiered approach consists in its application of a systematic literature review, the first of its kind, to generate inputs for the longitudinal case study of imports and exports at the EU level. In turn, the case study tested the accuracy of the theorized relationship among the main variables.FindingsBy analyzing the connection between DD and internet acquisitions, a positive and long-lasting impulse response function was revealed, followed by an ascending trend. This suggests that a self-multiplying effect is being generated, and it is reasonable to assume that the more individuals use the internet, the more electronic acquisitions occur. We can thus reasonably conclude that the improvement of the BD and SCM process is strongly dependent on the quality of the human factor. Tackling DA is the new reading key in the decision-making process: quantifying the added value of the human factor in SCM is challenging and is an ongoing process, based on the opportunity cost between automation in decision-making or relying on the complexity of human factors.Research limitations/implicationsOne of the biggest limits in our research is the lack of the time series available on consumer orientations and preferences. Data on the typology of customer preferences, and how they are shaped, modified, or altered, were non-accessible, though big companies may have access to this data. The present longitudinal study on European trade helps clarify how and to what extent BDA, SCM, and DD are inter-related. The modeling of the theoretical framework likewise highlights several identifiable benefits for companies of adopting BDA in their business processes.Practical implicationsUnderstanding the obstacles to DD in trade companies and states, and identifying their influence on firm performance, serves to orient the decision-making process in SCM toward reducing DD to generate important economic benefits. Enhancing internet usage may accelerate longer-term investments in human resources, offering developing countries unprecedented opportunities to enhance their educational systems and to improve their economic policies, widening the range of opportunities for businesses and poor states.Social implicationsBD generation will undeniably influence microeconomic decisions: they will become evaluation tools of more efficient economic progress in small and/or large economies. However, an economically efficient society will be achievable only in those countries in which qualified human resources can generate and manage BD, to unlock its potential. This twofold effect will surely affect the socio-economic and geopolitical situation. The economic progress of conventional countries may vacillate if it is not adequately flanked by qualified human resources able to progress the information and communication technology (ICT) prevalent in contemporary economies. Consequently, the social impact of investments in ICT capacity building will necessarily affect future socio-economic scenarios. New indicators will become necessary to measure the conventional progress, and one of them will surely be DD.Originality/valueThe novelty of the present study is twofold: first, it is the first meticulous meta-analysis developed using a very wide analysis of the published literature to highlight a previously hidden relationship among DD, BD, and SCM. This comparative approach made it possible to build a theoretical framework for the real evaluation of the impact of BDA on different organizational elements, including SCM. Second, the research emphasizes the need to reform and reshape the studies on BDA, convincing companies that it is necessary to understand that the obstacles (DD and DA, i.e. internet usage) must be addressed with conscious decision-making processes, strategically and resolutely, to transform points of weakness into opportunities.
