Purpose – CoHousing provides a new approach in the UK to older people’s housing, and meets a clear demand for similarly minded groups of individuals who would like to grow old together. The purpose of this paper is to explore how a Collaborative Design Process (CDP) can work, as applied to a soon-to-be realised project in North London. Design/methodology/approach – Report by the architects with comment from an end user on a CDP including end users, architect, developer and housing association management. Findings – A group of individuals that has invested in building decision-making capacity can participate meaningfully in the design of their future homes. Research limitations/implications – This research was focused on one development, so work on a wider range of projects would help test its validity. Social implications – Older Women’s CoHousing (OWCH), and similar projects, demonstrate an appetite for: mutually supportive, intentional communities; planned downsizing and contemporary, sociable design for the third age of life. Originality/value – The CDP developed for OWCH was comprehensively documented. It has already been adapted for further cohousing developments, and is intended to continue to evolve with the demands made on it.

PurposeThis paper aims to identify key performance indicators (KPIs), and their corresponding attributes, required to successfully manage asset management sustainably in a built environment context. Improving the sustainability of existing housing stock is a major challenge facing the UK social housing sector. There is a lack of support to navigate the growing and often incongruent information relating to sustainable development and how to operationalise it. The problem is twofold; first, the current (single criterion) condition-based approach to maintenance planning constrains asset managers and does not fully address the social, environmental and economic aspects of sustainability. Second, the toolkits available for assessing the sustainability of housing are often generic and are time consuming and expensive to implement.Design/methodology/approachThis paper reports the findings of a participatory research project with a leading London-based housing association, using a series of landlord and tenant workshops to derive a set of attributes associated with KPIs to fully reflect the local requirements of the landlord and their interpretation of the sustainability agenda. Five KPIs are considered to be measurable, directly affected by maintenance work and independent of each other were identified by this landlord (comfort, running costs, adaptability, maintenance costs and community).FindingsThe resulting outputs, in a policy context, will provide a clear route map to social housing landlords of how to improve the sustainability of their housing stock with the additional benefits of addressing fuel poverty and carbon emission targets, whilst at the same time, help create and maintain housing in which people want to live.Originality/valueThe proposed approach is flexible enough to incorporate the individual requirements of landlords and be able to adapt to changes in government policy (local and central) in a timely, robust, transparent and inclusive format.

Purpose The purpose of this paper is to focus on the application of quality function deployment (QFD) in a Housing Association (HA) located in the UK. Facing the problem of improving a company’s performance, practitioners and academics have fashioned and applied a variety of models, theories and techniques. Design/methodology/approach The research questions were developed from a review of the quality and process improvement literature and tested using evidence from field-based, action research within a UK HA company. The case study provides insight to the benefits and challenges arising from the application of QFD. Findings The results provided insight to the benefits and challenges arising from the application of a specific tool, QFD. The primary findings were: QFD can be successfully adapted, applied and utilised within the challenging environment of social housing and other sectors, such as professional services; the model can be modified to use most processes/sub-processes; it must include both external and internal requirements and, to be useful, use more detailed process parameters appropriately. Practical implications The conclusions drawn add to ongoing commentaries on aspects of quality improvement, especially the application of QFD within the service sector. The authors develop questions for future research regarding improvement projects. Originality/value The conclusion proposes that the implementation of QFD should have a positive impact upon a company; if approached in the right manner. It provides a useful mechanism for developing evidence-based strategy of operational change, control and improvement. The research proposes questions for future research into aspects of operational quality and efficiency.

Purpose The purpose of this study is to gain insight into procurement routes and forms of contract used for volumetric offsite manufacturing (VOSM) in the housing sector of the UK West Midlands. Seminal literature and government reports have established the potential of offsite technologies to improve the supply of quality housing in the UK. However, the lack of a structured procurement route, common to manufacturing approaches in construction, has significantly contributed to delays in large scale adoption. Design/methodology/approach To achieve the research intention, an exploratory study was undertaken. A literature review of seminal literature and government papers was conducted to establish and benchmark current trends in context. Data was collected using focus groups and interviews with a housing association and housing VOSMs. Grounded theory was used to analyse data and inductively generate themes leading to an original procurement model. The issues identified in the delivery of volumetric housing were categorised into three themes. Findings The findings suggest a limited familiarity with offsite manufacturing (OSM) by housing providers. Albeit, a willingness to adopt these technologies to deliver housing were demonstrated by trial attempts. However, due to limited knowledge, the approach to procurement is by adapting existing procurement models, which are not ideal and obstruct the potential benefits of using offsite technologies primarily because of the significant difference in processes. Also, geographical location influenced procurement decisions when comparing cost with conventional procurement and the dearth of specific government incentives to deliver housing using offsite technologies. This study proposes a procurement model for VOSM. Practical implications The results have implications for decisions about procurement routes and contractual terms used by housing providers delivering volumetric offsite manufactured housing at scale. Although this study focussed on the West Midlands region, most of the issues identified were not geographically unique. Originality/value This study contributes to the existing body of knowledge on potential barriers to the adoption of OSM in the housing sector of the UK. The findings will be of value to stakeholders involved in delivering housing and offers a useful contextual basis for future research.

Purpose The retail sector is one of the largest property concerns in the UK at 154million m2 and worth almost £300billion in capital value (IPF, 2015). Whilst it continues to be a growth sector, many retail developments and supermarkets which have been constructed in the UK since a major boom in the 1980s have seen interventions to replace envelope fabric, update their appearance and be re-configured to suit changing tenant requirements. Others will be demolished to make way for new developments. The paper aims to discuss these issues. Design/methodology/approach If the cost of adaptations to meet the required outcome is too great, or other drivers are stronger, adaptation becomes conversion or renewal. This process may be more damaging to the environment in terms of energy use, emissions and material wastage but may enable better quality and performing buildings to replace older stock. These decisions will be managed by cost benefit analysis and return on investment (feasibility, viability, risk and market appetite). This paper seeks to understand if it is possible to extend retail building life by anticipating future needs in the retail sector by forecasting what happens after the building is no longer required by the initial user. Findings This research has attempted to capture the knowledge and experience of those responsible for advising the stakeholders that make the significant decisions in retail development. Whist the methods may have been less satisfactory in extracting data, it has shown that predicting adaptability is quite difficult for many reasons. A direction towards increasing long-term adaptability the development is summarised in a list of key deliverables. Research limitations/implications This study has demonstrated a clear need to increase the consideration of defining design life as part of the performance information of a building or development, particularly in terms of whole life cost and asset value beyond the viable term of the end user and the value of the asset in terms of materials and resources (such as embodied CO2 emissions or sequestrated timber). Assessment of the design and evaluation process adopted when existing buildings are in the process of refurbishment is necessary to demonstrate this benefit. Practical implications There remains a major contradiction in the design approach for retail development; the choice between bespoke design which extends the design life and flexible design which maximises the interchangeability of end user. Buildings or parts of buildings may function better for longer if they are purpose built for key operators, anchor retail tenant or leisure use such as a cinema. However, these spaces are more likely to be changed most radically during an intervention to meet alternative functions in the future. Social implications For adaptability to be possible and demonstrable it needs to be clearly communicated at all project stages by definition of design life phases in the brief, specification, construction contract and facilities management documentation. Adaptability can be monitored in the longer term by land registration mapping, planning and building control functions in the local authority as these extend above and beyond the scope of each owner or user, however it would be advisable for facilities managers to adopt clear documentation regarding the performance parameters expected at first occupation and how modifications and interventions can be applied for flexibility and adaptability to changing requirements. Originality/value This review of current practice in UK retail development has demonstrated that although design teams are thinking about the future of developments, they are also driven to meet current requirement because the immediate future is more important than the extended future for generating retail turnover. They are not expected to document any evidence of adaptability considerations. Retailers are equally unable to speculate far enough into the future and depend on immediate annual sales results to remain economically sustainable. This impasse will ultimately prevent any change in the status quo, and legislative intervention may be necessary if society prefers to see buildings within the urban fabric last longer than the terms of a 15-year lease.

PurposeThe purpose of the paper is to present a study which exploited synergies between the fields of Heritage BIM, conservation and building translocation to develop a new approach to support a digitally enabled translocation process. The translocation (or relocation) of buildings or structures is a niche area of the construction sector and much of the significant work in this field has focused on the relocation of heritage buildings. However, hitherto there was a paucity of work between translocation and the process and technology of BIM.Design/methodology/approachThe study employed a constructive research approach to analyse the phenomenon of heritage translocation. As part of this approach, semi-structured interviews were undertaken with professionals engaged in heritage translocation projects within the UK, and this was supported by a multi-faceted review of literature within the cross cutting themes of translocation and HBIM. Building on the results, a BIM-enabled process was implemented to support the translocation of a 19th-century timber framed building in the UK.FindingsFollowing analysis of results of semi-structured interviews and supported by findings from prevailing literature in the field of translocation and HBIM, a HBIM for Translocation Conceptual Framework (TransHBIM) was developed. Building on the key constructs of the framework, a HBIM-based workflow was implemented to develop a digitally enabled translocation process, which provided a new approach to managing and documenting heritage translocation where disassembly and reconstruction are utilised. The workflow provided a more effective way of documenting individual elements of the building within a digital environment opening up potential for new simulation of the entire process.Originality/valueCurrent approaches to translocation involve traditional/manual methods of recording the building and cataloguing the key heritage elements for all aspects of the process. This new approach implements BIM technologies and processes along with the use of barcode or RFID tags to create a digital bridge between the physical elements of the building and the BIM database. This provides more accurate recording of the heritage and also opens up opportunities to support the process with additional digital simulation techniques enhancing the efficiency of the entire process.

This study investigates human enteric virus contamination of a shellfish harvesting area. Samples were analysed over a 14-month period for Small Round Structured Viruses (SRSVs) using a previously developed nested RT-PCR. A clear seasonal difference was observed with the largest numbers of positive samples obtained during the winter period (October to March). This data concurs with the known winter association of gastroenteric illness due to oyster consumption in the UK and also with the majority of the outbreaks associated with shellfish harvested from this area during the study period. RT-PCR positive amplicons were further characterised by cloning and sequencing. Sequence analysis of the positive samples identified eleven SRSV strains, of both Genogroup I and Genogroup II, occurring throughout the study period. Many shellfish samples contained a mixture of strains with a few samples containing up to three different strains with both Genogroups represented. The observed common occurrence of strain mixtures may have implications for the role of shellfish as a vector for dissemination of SRSV strains. These results show that nested RT-PCR can identify SRSV contamination in shellfish harvesting areas. Virus monitoring of shellfish harvesting areas by specialist laboratories using RT-PCR is a possible approach to combating the transmission of SRSVs by molluscan shellfish and could potentially offer significantly enhanced levels of public health protection.

PurposeWicked problems require collaborative innovation approaches. Understanding the problem from the users' perspective is essential. Based on a complex and ill-defined case, the purpose of the current paper is to identify some critical success factors in defining the “right problem” to be addressed.Design/methodology/approachAn empirical research study was carried out in a low-density municipality (case study). Extensive data were collected from official databases, individual semi-structured interviews and a focus group involving citizens, local authorities, civil servants and other relevant stakeholders.FindingsAs defined by the central government, the problem to be addressed by the research team was to identify which justice services should be made available locally to a small- and low-density community. The problem was initially formulated using top-down reasoning. In-depth contact with citizens and key local players revealed that the lack of justice services was not “the issue” for that community. Mobility constraints and the shortage of economic opportunities had a considerable impact on the lack of demand for justice services. By using a bottom-up perspective, it was possible to reframe the problem to be addressed and suggest a new concept to be tested at later stages.Social implicationsThe approach followed called attention to the importance of listening to citizens and local organisations with a profound knowledge of the territory to effectively identify and circumscribe a local problem in the justice field.Originality/valueThe paper highlights the limitations of traditional rational problem-solving approaches and contributes to expanding the voice-of-the-customer principle showing how it can lead to a substantially new definition of the problem to be addressed.

Purpose The prominence of the best interests principle in the Mental Capacity Act 2005 represented an important transition to a more resolutely patient-centred model regarding decision-making for incapable adults (“P”). This paper aims to examine the courts’ consideration of P’s values, wishes and beliefs in the context of medical treatment, reflect on whether this has resulted in a wide interpretation of the best interests standard and consider how this impacts clinical decision makers. Design/methodology/approach A particular focus will be on case law from the Court of Protection of England and Wales and the Supreme Court of the UK. Cases have been selected for discussion on the basis of the significance of their judgements for the field, the range of issues they illustrate and the extent of commentary and attention they have received in the literature. They are presented as a narrative review and are non-exhaustive. Findings With respect to values, wishes and beliefs, the best interests standard’s interpretation in the courts has been widely varied. Opposing tensions and thematic conflicts have emerged from this case law and were analysed from the perspective of the clinical decision maker. Originality/value This review illustrates the complexity and gravity of decisions of the clinical decision makers and the courts have considered in the context of best interests determinations for incapacitated adults undergoing medical treatment. Subsequent to the first such case before the Supreme Court of the UK, emerging case law trends relating to capacity legislation are considered.

Purpose Neutrality is a much debated value in library and information science (LIS). The “neutrality debate” is characterised by opinionated discussions in contrasting contexts. The purpose of this paper is to fill a gap in the literature by bringing these conceptions together holistically, with potential to deepen understanding of LIS neutrality. Design/methodology/approach First, a literature review identified conceptions of neutrality reported in the LIS literature. Second, seven phenomenographic interviews with LIS professionals were conducted across three professional sectors. To maximise variation, each sector comprised at least one interview with a professional of five or fewer years’ experience and one with ten or more years’ experience. Third, conceptions from the literature and interviews were compared for similarities and disparities. Findings In four conceptions, each were found in the literature and interviews. In the literature, these were labelled: “favourable”, “tacit value”, “social institutions” and “value-laden profession”, whilst in interviews they were labelled: “core value”, “subservient”, “ambivalent”, and “hidden values”. The study’s main finding notes the “ambivalent” conception in interviews is not captured by a largely polarised literature, which oversimplifies neutrality’s complexity. To accommodate this complexity, it is suggested that future research should look to reconcile perceptions from either side of the “neutral non-neutral divide” through an inclusive normative framework. Originality/value This study’s value lies in its descriptive methodology, which brings LIS neutrality together in a holistic framework. This framework brings a contextual awareness to LIS neutrality lacking in previous research. This awareness has the potential to change the tone of the LIS neutrality debate.

Purpose The purpose of this paper is to investigate how service firms across two different cultural contexts use their customer involvement capabilities to create competitive advantage. The study further assesses the possible complementarity effect of innovation and involvement capabilities in enhancing firm competitiveness. Lastly, the study draws on the complementarity of capabilities and social institutions to examine whether different cultural contexts explain the use of involvement capability among service firms. Design/methodology/approach The study sampled service firms from an emerging economy (India) and high-income economy (The UK), which have different cultural contexts (collectivism/individualist) to assess the hypothesized relationship. Data collection processes were adapted to the contexts to optimize reliability and relevance. Multi-group structural equation modeling was used in analyzing the data. Findings The study finds that cultural contexts explain the positive relationship between customer involvement capability and firm competitiveness such that in collectivist cultures, involvement capability is more positively related to competitiveness but negative in individualistic contexts. However, in both contexts, service firms can through capability bundling increase firm competitiveness. The study found that the complementarity effects of innovation and involvement capabilities were found to be positive in both contexts. Originality/value This study departs from previous studies by arguing that customer involvement is a complementary capability that helps exploit the potential of innovation capability of service firms. This study further demonstrates that cultural context defines the effectiveness of involvement capability in achieving firm competitiveness.
