<p>The diffusion of knowledge through society proceeds like an invisible ripple that moves between agents through multiple information channels. However, some types of knowledge are recorded, systematised and digitised for the benefit of everyone. Patents and academic articles are examples of such codified knowledge. These documents also contain a common element that is utilised for linking new and established knowledge: citations.  This thesis harnesses citations in patents and scientific articles as proxies for signifying the existence of knowledge flows between cited and citing documents, focusing primarily on the dynamics of citation accumulation and the mechanisms governing these dynamics. For this purpose, it is helpful to think of patents and their citations as nodes and links, respectively, in a network where new nodes join the network and distribute their citations among existing nodes. This mode of thinking leads directly to the question: How does the citation network grow? This thesis addresses that question both empirically and theoretically.  Two mechanisms that can explain much of the observed citation dynamics are preferential attachment and node ageing. The former mechanism reflects the tendency for successful nodes (by citation count) to become even more successful, while the latter captures the propensity for knowledge to become obsolete over time. The independence of these phenomena is nontrivial, but has generally been assumed. We put this assumption to the test for both patent and scientific-article citation networks and found it to be generally true if precautions are taken to account for important context surrounding the meaning of citations. Achieving a clear separation of these mechanisms is found to be very useful both mathematically and empirically, as they can now be studied independently.  Patents are particularly sophisticated documents, with various components holding specific legal meanings. Associating certain properties of these components with popularity in the form of citation accrual creates a rare opportunity to build a framework that can identify ex-ante node fitnesses and examine their effect on the growth of a citation network. We find that a significant portion of the preferential-attachment process observed in the patent-citation network can be attributed to basic properties of patents determined by their time of grant. Besides suggesting novel approaches towards estimating patent quality, the results of our work also provide a platform for gaining a deeper understanding of the various mechanisms that underpin the success-breeds-success dynamics ubiquitously observed in complex systems.</p>

Abstract The evaluation of scientific article has always been a very challenging task because of the dynamicchange of citation networks. Over the past decades, plenty of studies have been conducted on thistopic. However, most of the current methods do not consider the link weightings between differentnetworks, which might lead to biased article ranking results. To tackle this issue, we develop aweighted P-Rank algorithm based on a heterogeneous scholarly network for article ranking evaluation.In this study, the corresponding link weightings in heterogeneous scholarly network can be updatedby calculating citation relevance, authors’ contribution, and journals’ impact. To further boost theperformance, we also employ the time information of each article as a personalized PageRank vectorto balance the bias to earlier publications in the dynamic citation network. The experiments areconducted on three public datasets (arXiv, Cora, and MAG). The experimental results demonstratedthat weighted P-Rank algorithm significantly outperforms other ranking algorithms on arXiv andMAG datasets, while it achieves competitive performance on Cora dataset. Under different networkconfiguration conditions, it can be found that the best ranking result can be obtained by jointlyutilizing all kinds of weighted information.

A mathematical method for selecting and ranking publications according to the degree of their compliance with the objectives of the research is developed and investigated. Bibliographic and abstract databases are used as primary sources of data on publications, which make it possible to track the citation of publications and identify the corresponding citation networks. The subject of the study is the citation networks of scientific publications. The mathematical model of citation networks is simple directed graphs whose vertices correspond to publications and whose arcs correspond to bibliographic references. The objectives of the research can be the preparation of a scientific article, writing a monograph or textbook, the design of a final qualifying work or dissertation, the replenishment of the library fund, etc. The research is carried out using the methods of Network Science. A method is proposed for determining the importance of the nodes of the citation network of scientific publications, taking into account the relevant measures of the centrality of the nodes and the profile of the research of publications. Relevant measures of centrality are indicators of the importance of nodes that are more appropriate than others and meet the search query for the selection of publications. The paper considers three profiles of the research of the citation network in order to rank publications. Since the citation network is oriented, the incoming and outgoing connections of the node are analyzed separately. The difference between the study profiles is that in one of them, only outgoing connections are taken into account in the centrality measures, in the other – incoming connections, and in the next, both are taken into account. An example of the application of the developed method of selection and ranking of scientific publications is given. The experimental values of the network node importance indicators were obtained on the basis of data on the citation of scientific publications in the RePEc bibliographic database.

Abstract: Bibliometrics is a statistical analysis of written publications such as books or articles. A bibliographic citationis a reference to a book, article, web page, or other published item. Thus citations are useful for identifying the progress ofthe particular work and measuring the quality of the research article. The cited papers are downloaded using the crawler. Fromthe downloaded article, identify article relation by analyzing the citation context of the article. So first extract the citation context from the article. Citation context are classifies based on cue phrases of Simon tufel. Next, identify the relation of unlabeled article by word embedding. After labeling all articles identifythe perspective behind the citation of the article. In this project, citation relation is identified based on cue phrases of Simon tufel finally article impact is quantified based on the citation network formed from citation analysis. The scientific article identifies the peculiarities of appealing the decisions, actions or omissions of public administration subjects on the provision of public services at the stage of initiation and preparation for judicial review of an administrative case. The author substantiates the feasibility of improving the legal regulation of the procedure for holding a preliminary hearing before the court hearing of the case. In particular, it is considered expedient to set the terms of the preparatory meeting from the moment of receipt of the administrative claim, as well as to determine the cases when the parties are not reconciled.It is established that the preliminary stage of the court hearing often ends with the conclusion of the preliminary proceedings and the appointment of the case to trial in the field of public services. This is not against the law. However, it should be borne in mind that in accordance with Art. 121 of the CAS of Ukraine such a decision is delivered by the consequences of preparatory proceedings, not the previous court hearing. Obviously, preparatory proceedings are not limited to, and do not always end at, a previous court hearing. Preparation may continue after a preliminary hearing. Therefore, the decision to close the preliminary proceedings and assign the case to trial after the consequences of the previous court hearing can only be made if the judge has taken all the measures necessary to hear the case. If during a previous court hearing in the field of public services, to which all persons involved in the case have arrived, the issues necessary for its consideration have been resolved, then, with the written consent of these persons, a court hearing may be initiated on the same day. In this case, the termination order is also delivered.

Objectives. The goal of scholarly research is to develop proposals for amendments in criminal law General and Special part of Criminal code of the Russian Federation governing self-defense. The scientific article identifies legislative gaps and contradictions that hinder the effective implementation of the necessary defense and require prompt solutions. Methods. The article analyzes such concepts as “self-defense”, “public assault”, “excess of limits of necessary defense”, “violation of the conditions of lawfulness of necessary defense”, “surprise assault”, “rights defending or other persons, interests of the state”. The use of logical and comparative legal methods allowed us to develop proposals for making changes to the criminal law norms that establish the necessary defense. Conclusions. The article shows the conflicts and gaps legislative recognition of self-defense and, in this regard, the complexity of its implementation in the articles of the Special part of the Criminal code of the Russian Federation and practical application. Changes are proposed to the criminal law norms regulating the necessary defense, both in the General and in the Special part of the Criminal code of the Russian Federation. Sense. The content of the scientific article can be used by the teaching staff of higher educational institutions when teaching the course “Criminal law”. The results of the work can be useful to persons who carry out legislative activities in the field of criminal law. The leitmotif of the article can be used in the preparation of dissertation research.

This article is the continuation of analysis and discussion from the book by Professor AI Nevorotin "Matrix phraseological collection: a manual for writing a scientific article in English". The Matrix phraseological collection is a kind of catalog of text samples. The samples were from articles selected from the leading English-language scientific journals and were systematized in such away that when writing an article in English, a Russian researchers are able easy to find examples suitable for his/her own work. Furthermore, the selected samples can be transformed accordingly saving the semantic and syntactic relations between the elements and, finally, be inserted into the text. The second part of this work is devoted to the detailed analysis of the English scientific literature and also the section "Legality of the provisions of the problem".
