   The concept of implementing e-government systems is growing widely all around the world and becoming an interest to all governments. However, governments are still seeking for effective ways to implement e-government systems properly and successfully. As services of e-government increased and citizens’ demands expand, the e-government systems become more costly to satisfy the growing needs. The cloud computing is a technique that has been discussed lately as a solution to overcome some problems that an e-government implementation or expansion is going through. Cloud Computing is an increasingly important worldwide development in business service provision. The business benefits of Cloud Computing usage include reduced IT overhead costs, greater flexibility of services, reduced TCO (Total Cost of Ownership), on-demand services, and improved productivity. As a result, Small and Medium-Sized Enterprises (SMEs) are increasingly adopting Cloud Computing technology because of these perceived benefits. The most economical deployment model in Cloud Computing is called the Public Cloud, which is especially suitable for SMEs because it provides almost immediate access to hardware resources and reduces their need to purchase an array of advanced hardware and software applications. The changes experienced in Cloud Computing adoption over the past decade are unprecedented and have raised important issues with regard to privacy, security, trust, and reliability. Cloud Computing has the potential to trigger a major computing model transformation for the IT industry. This chapter briefly describes the business and technical benefits of Cloud Computing and explains the technical challenges in Cloud Computing, such as the network bottleneck. One of the solutions to address the network problem is the Content Delivery Network (CDN). Here, the basics of the Akamai CDN technology is digested. Then, the authors conduct a CDN experiment in the Microsoft public cloud, Windows Azure, to demonstrate the benefits of CDN integration with the cloud. The results show significant gain in large data download by the utilization of a CDN. Finally, a couple of academic research ideas are summarized for future improvements on the CDN model.

This article analyzed decision-making in terms of the adoption of public cloud computing and its determinants in the context of e-government. The authors proposed a theoretical model and related hypotheses after reviewing the literature and combining technology adoption theory with IT decision-making authority theory. Then, they collected samples from 227 public sectors and tested hypotheses using structural equation modeling. The results show that the determinants of the three modes (IaaS, SaaS, and PaaS) of decision-making on adoption are different. The significant determinants of IaaS adoption include technical factors and business factors, those of PaaS adoption include technical factors and management factors, whereas those of SaaS include technical factors, business factors and management factors. The authors also find managerial/controlling power, which characterizes the special nature of Chinese culture, only have a significant influence on the decision-making on adoption of PaaS mode and SaaS mode.

In recent years, Cloud Computing has drastically changed IT-Architectures in enterprises throughout various branches and countries. Dynamically scalable capabilities like CPUs, storage space, virtual networks, etc. promise cost savings, as huge initial infrastructure investments are not required anymore. This development shows that Cloud Computing is also a promising technology driver for Big Data, as the storage of unstructured data when no concrete and defined data schemes (variety) can be managed with upcoming NoSQL architectures. However, in order to fully exploit these advantages, the integration of a trustworthy 3rd party public cloud provider is necessary. Thus, challenging questions concerning security, compliance, anonymization, and privacy emerge and are still unsolved. To address these challenges, this work presents, implements and evaluates a security-by-distribution approach for NoSQL document stores that distributes data across various cloud providers such that every provider only gets a small data chunk which is worthless without the others.
