FDI and human capital flow, as an important path of international technology diffusion, is an important driving force for technological progress in a region. Using panel data of 30 provinces and cities in China, this paper examines the relationship between FDI, human capital flow and technological progress in different regions of China. The empirical results show that the two approaches play an important role in technological progress in different regions of China, but the contribution degree is different. Various regions should implement appropriate policies to make full use of the technology spillover effect of export and human capital flow to accelerate technological progress, and form a smooth domestic technology diffusion mechanism to accelerate the transmission of foreign RESEARCH and development, and finally promote the coordinated development of regional economy.

Purpose For the developing countries involving in the Belt and Road Initiative (BRI) with China as the main source of foreign development investment (FDI) and development as the top priority, it appears to attract more and more attention on how to make the best use of China’s outward foreign development investment. However, the contradictory evidence in the previous studies of FDI spillover effect and the remarkable time-lag feature of spillovers motivate us to analyze the mechanism of FDI spillover effect. The paper aims to discuss this issue. Design/methodology/approach The mechanism of FDI spillovers and the unavoidable lag effect in this process are empirically analyzed. Based on the panel data from the Belt and Road developing countries (BRDCs) and China’s direct investments (CDIs) from 2003 to 2017, the authors establish a panel vector autoregressive model, employing impulse response function and variance decomposition analysis, together with Granger causality test. Findings Results suggest a dynamic interactive causality mechanism. First, CDI promotes the economic growth of BRDCs through technical efficiency, human capital and institutional transition with combined lags of five, nine and eight years. Second, improvements in the technical efficiency and institutional quality promote economic growth by facilitating the human capital with integrated delays of six and eight years. Third, China’s investment directly affects the economic growth of BRDCs, with a time lag of six years. The average time lag is about eight years. Originality/value Based on the analysis on the mechanism and time lag of FDI spillovers, the authors have shown that many previous articles using one-year lagged FDI to examine the spillover effect have systematic biases, which contributes to the research on the FDI spillover mechanism. It provides new views for host countries on how to make more effective use of FDI, especially for BRDCs using CDIs.

<p>With the increasingly prominent problem of agricultural non-point source pollution, the process of Rural Revitalization Strategy has been seriously affected. Studying the relationship between rural human capital and agricultural non-point source pollution is helpful to form talent bonus, improve rural ecological environment and realize the green development of agriculture. This paper takes 30 provinces and cities of China as the research object and uses Spatial Durbin model for empirical analysis. According to the research results, it is found that agricultural non-point source pollution has significant spatial correlation and the correlation presents a fluctuating trend; Rural human capital has obvious direct effect (-0.678) and spatial spillover effect (-0.707), which helps to alleviate agricultural non-point source pollution. After considering different forms of space matrix, the result is considered to be robust. The conclusion of this paper provides policy enlightenment for promoting the construction of rural human capital and improving the continuous development of rural ecological environment curriculum.</p>

Tujuan dari penelitian ini untuk mengetahui terdapat atau tidaknya pengaruh human capital spillover effects terhadap produktivitas industri pengolahan di Kawasan Kedungsepur. Industrialisasi sejak masa orde baru periode 1967-1997 telah mengubah struktur perekonomian Indonesia. Kawasan Kedungsepur menjadi lokasi penelitian dikarenakan terdapatnya potensi dalam bidang industri dibandingkan dengan 8 (delapan) kawasan strategis lainnya di Provinsi Jawa Tengah. Pada tahun 2007-2012 perkembangan PDRB sektor industri pengolahan cenderung mengalami penurunan. Salah satu yang mempengaruhi produktivitas ialah SDM yang berkualitas, sehingga peneliti ingin melihat apakah terdapat pengaruh Human Capital Spillove Effects serta pengaruh dari faktor lainnya seperti tenaga kerja industri dengan tingkat pendidikan rendah dan tingkat pendidikan tinggi, modal industri serta upah terhadap produktivitas industri pengolahan pada Kawasan Kedungsepur. Penelitian ini menggunakan fungsi produksi Cobb-Douglas. Metode analisis yang digunakan berupa Ordinary Least Squares dengan menggunakan regresi data panel. Berdasarkan hasil penelitian tidak ditemukan adanya pengaruh dari tenaga kerja industri dengan tingkat pendidikan rendah. Kesimpulan penelitian ini ialah, ditemukan Human Capital Spillover Effect terhadap produktivitas industri pengolahan pada kawasan Kedungsepur. Tenaga kerja industri pendidikan rendah tidak berpengaruh secara nyata, angkatan kerja di luar industri dengan tingkat pendidikan tinggi, tenaga kerja industri dengan tingkat pendidikan tinggi, modal industri dan upah berpengaruh secara nyata dan positif terhadap produktivitas industri kawasan Kedungsepur. The purpose of this research to determine whether or not the influence of human capital spillover on the productivity of processing industries in the Area Kedungsepur. Industrialization since the ner order during the period 1967-1997 has changed the structure of economic in Indonesia. Kedungsepur became the location of the research because have a potential of manufacturing industry than 8 (eight) other strategic areas in the Province of Central Java. In 2007-2012 GDP growth of manufacturing industry tends to drop in. one of which affect the productivity are qualified human resource, so the researcher wanted to see wether there are affected of human capital spillover effects an the influence of another factors such as industrial workers with low level of education and high level of education levels, industrial capital and wages on the productivity of the manufacturing industry in the region of Kedungsepur.  Based on the result, the industry labor with lower education hasn’t influenced the productivity of manufacturing industry. The conclusion of this research, human capital spillover has effects the productivity of manufacturing industry at Kedungsepur. The industry labor with lower education takes no affect, in other hands the force labor with higher education, the industry labor higher education, capital, and wages have influenced the productivity of manufacturing industry at Kedungsepur with positive.

The Indonesian government, issued a number of policies to help exporters to be able to compete in the world market by exempting import duties or returning import duties on imported goods for export purposes in the form of Bonded Zone and KITE.The policy is aimed at attracting foreign investment and increasing exchange rates, as a laboratory for economic reform and technology transfer, as well as increasing labor force in unproductive areas. Providing facilities provided by the government During 2017 to 1,606 companies valued at Rp 57.28 T from that year.  In that year, the total value of exports produced was Rp. 780.8 T, or covering 47.23% of the total national manufacturing exports. The existence of KB and KITE facilities has stimulated the formation of gross fixed capital of IDR 178.17 trillion throughout 2017. From the spillover effect, companies receiving facilities in KB and KITE involve as many as 95,251 business networks, including 68,234 in KB that absorb labor 1.13 million people work and 27,017 business networks in KITE with a workforce of 292.2 thousand people. The presence of companies in KB and KITE contributed to the creation of indirect economic activity of 268,508 businesses, the majority of companies that obtain KB and KITE facilities come from the Western Region of Indonesia, where the number of recipients is concentrated in Java with the largest percentage of companies receiving facilities of 90.35 percent. While, West Java is the province with the largest percentage of KB and KITE facility recipients, which is around 43.90 percent. These results are in accordance with current conditions, where West Java Province is a province that has the most industrial estates in Indonesia, namely 25 industrial estates or equivalent to 33.8 percent of the total 74 industrial estates in Indonesia.
