This article provides an overview of the literature surrounding emerging markets and the global paradigm shift taking place towards the development of digital economies. It provides a review of recent practices in the government sector. The article promotes the concept of developing a government based identity management infrastructure to support the progress en route for building the digital economy. In light of increasing information security threats in today’s interconnected world, the article emphasizes that only through identification and authentication capabilities, emerging markets can maintain sustainability.

The Purpose of the Study. Exposing the importance of solving problems of the cultural dominant in management of socioeconomic development and information security of the country as preconditions for successful going over to a digital economy.The Objec of the Study t. Problems of the cultural dominant in management of socioeconomic development and information security of Rossiya.The Basic Aspects of the Article. The importance of forming a digital economy as a factor of national security and sovereignty of Rossiya is stressed. Problems of the cultural dominant in management of socioeconomic development and information security of the country as preconditions for successful going over to a digital economy are analysed. The quality of education, implementing progressive methods of getting professional knowledge and technological progress pave the way for the innovative economics of Russia’s development in the 21st century. The author stresses the need of taking into account a new approach to transliterating scientific terms, personal and place names, English transliterating Russian personal names and toponyms in particular. The urgency of economic and law competence of industrial and research workers is accentuated. Using the former English transliteration of some most important toponyms of Russia and the Commonwealth of Independent States is to be considered incorrect.

Currently, there is a rapid development of digital technologies that determine not only innovative trends in the development of economic entities, but also cause possible synergistic changes in the future. Digitalization of all spheres of the modern socio-economic system leads to the active introduction of innovative developments in our daily lives, but also determines the possible risks. This article discusses the burning issues of ensuring information security in modern economic conditions. The purpose of this study is to analyze the current state of the effectiveness of information security in the conditions of the emerging digital economy in the Russian Federation. According to the research conducted, the number of cybercrimes in the economic sphere increases every year. The largest percentage of cybercrime is committed in the banking sector of the economy. Banks of the Russian Federation have developed information security systems and services that deal with issues of ensuring the security of economic operations. One of the key security tools is the use of cryptography. The Russian Federation is actively developing software products in the field of encryption, but these programs do not have recognition in the global information security market. The obtained results allow us to make a conclusion about the development of the market of information products in the field of protection of economic security, but it is necessary to develop software products that will meet international standards in the field of information security. The results obtained are of theoretical and practical importance for specialists in the field of security and economics. The results obtained can serve as a foundation for conducting more extensive research on the state of the information security system of the digital economy in the Russian Federation.

Smart city is a brand-new city form, in which information and communication technologies are utilized to sense, analyze, and integrate the key information of city operation core system, so that intelligent responses can be immediately and effectively taken to various demands including people’s livelihood, environmental protection, public safety, city services, and industrial and commercial activities. Digital economy is a mixed economy with the coexistence of multiple business models and diversified value creation models based on the information and communication technologies and in the digital economy, many things are undergoing huge changes, and their corresponding economic rules also need to be adjusted. On the basis of analyzing previous research works, this paper expounded the research status and significance of smart city’s resource scheduling and strategic management, elaborated the development background, current status, and future challenges of digital economy, introduced the methods and principles of city-level spatiotemporal data model and spatial full factor coding, formulated resource scheduling strategies for smart city based on digital economy, explored the dynamic fusion, storage, and update of smart city’s multisource heterogeneous data, conducted the information display and analysis of multilevel smart city, proposed strategic management approaches for smart city based on digital economy, analyzed the integrated implementation model of shared resource scheduling and people-oriented social management, and discussed the economic growth factors and standardization mechanism of smart city under the background of digital economy. The results of this study provide a reference for further research studies on the resource scheduling and strategic management of smart city under the background of digital economy.
