This article provides an overview of the literature surrounding emerging markets and the global paradigm shift taking place towards the development of digital economies. It provides a review of recent practices in the government sector. The article promotes the concept of developing a government based identity management infrastructure to support the progress en route for building the digital economy. In light of increasing information security threats in today’s interconnected world, the article emphasizes that only through identification and authentication capabilities, emerging markets can maintain sustainability.

Subject. As the socio-economic relationships are getting digitalized so quickly, the society faces more and more instances of cybercrime. To effectively prevent arising threats to personal information security, it is necessary to know key social engineering methods and security activities to mitigate consequences of emerging threats. Objectives. We herein analyze and detect arising information security threats associated with social engineering. We set forth basic guidelines for preventing threats and improving the personal security from social engineering approaches. Methods. The study relies upon methods of systems analysis, synthesis, analogy and generalization. Results. We determined the most frequent instances associated with social engineering, which cause personal information security threats and possible implications. The article outlines guidelines for improving the persona; security from social engineering approaches as an information security threat. Conclusions and Relevance. To make information security threats associated with social engineering less probable, there should be a comprehensive approach implying two strategies. First, the information security protection should be technologically improved, fitted with various data protection, antivirus, anti-fishing software. Second, people should be more aware of information security issues. Raising the public awareness, the government, heads of various departments, top executives of public and private organizations should set an integrated training system for people, civil servants, employees to proliferate the knowledge of information security basics.

Over the past decade, biometrics technology has evolved from a technology used primarily in forensics and a narrow scientific and technological field to an indispensable technology in public and private sectors expanding into areas calling for advanced security. Biometric technologies provide high levels of security and reliability to address requirements related to identification and verification of personal identities. In light of the ever increasing requirements for robust identity management, biometrics industry is evolving to play a central role in shaping the future economy. This article provides a comprehensive overview of biometrics technologies, its functions, areas of application, related international standards, and recent advances in the field. The second part of the article looks at the application of biometrics in the government sector worldwide, and the emerging pivotal role of biometrics in consolidating the foundations of the digital economies and sheds light on the experiences of the United Arab Emirates in deploying different advanced biometrics technologies in a wide range of applications. It also outlines the government plans to develop an identity management infrastructure to address multiple strategic objectives, some of which are related to revolutionizing public services and supporting the development of the digital economy.

PurposeThe purpose of this paper is to increase understanding of employee information security awareness in a government sector setting and illuminate the problems that public sector organisations in a developing context face when seeking to establish an information security awareness programme.Design/methodology/approachAn interpretive research design was followed to develop an empirically enriched understanding of information security awareness perceptions, aspirations, challenges and enablers in the context of Saudi Arabia as a developing country. The study adopts a single-case study approach, including face-to-face interviews with senior employees, as well as document analysis.FindingsThe paper theorises the importance of individual information security awareness, knowledge and behaviour and identifies a number of facilitating conditions: customisation to employee and organisational needs, interactivity, innovation, frequency, integration of both electronic and physical learning resources and rewarding the acquisition of in-depth security-related actionable knowledge.Originality/valueThis study is one of the first to examine information security awareness as a socio-technical process within a government sector organisation in a developing country context.

This chapter introduces information security within the educational environments that utilize electronic resources. The education environment experienced a paradigm shift over the last several years, due to the rapid growth in technology. This growth has made it possible for the education environment to utilize electronic services to enhance education methods. It is however vital that all education environments (traditional or new ones) ensure that all resources (lecturers, students and data) are properly protected against any possible security threats. This chapter highlights the importance of securing information within the electronic environment. This is done by providing key aspects that must be addressed and implemented to ensure information security. The chapter also identifies four information security pillars that could assist top management to enhance overall information security management.

PurposeThis study aims to understand the benefits and challenges associated with the adoption of a blockchain-based identity management system in public services by conducting an academic literature review, and to explore the design of such a system that can be applied to the Korean government.Design/methodology/approachThis study explores the adoption of a blockchain-based identity management system using a literature review and an actual design case intended for use by the government sector.FindingsBlockchain-based identity management systems can significantly improve transparency, accountability, and reliability in the user control of one's own data while reducing the time and cost needed to deliver public services, as well as increasing administrative efficiency. However, it is not always easy to implement such systems, and introducing new technologies in the government field requires a complicated, time-consuming process. There is currently an appetite for research extending beyond the typical technology-driven approach to elucidate the government adoption of new technologies and explore its implications.Practical implicationsThe idea behind this system is that by storing and managing personal information on the blockchain and providing mobile apps to customers, users can log in or retrieve previously authenticated personal information without having to go through an authentication process. Since users do not need to go through the verification process every time, it is expected that they will be able to access only the necessary personal information more quickly and conveniently without having to deal with unnecessary details. In addition, the blockchain-based operation of a public service effectively increases the transparency and reliability of that service and reduces the social costs caused by personal information leakage.Originality/valueThis study introduces the design of a blockchain-based identity management system that can be used in public services, specifically in the Korean government sector for the first time. Along with a literature review, the implications that this study gleans from these real-world use cases can contribute to this field of research.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The presented study addresses the current problems in the implementation of the distributed ledger (blockchain) technology in supply chain management mechanisms in the context of the digital economy. Aim. The study aims to analyze the application of the blockchain technology in modern economic processes from the perspective of logistics.Tasks. The authors consider the possibility of using the blockchain technology in the supply chain management system and explore ways to use the findings of the Eurasian Economic Commission (EEC) in the fieldof digital economy to organize information standardization processes within the supply chains of foreign and mutual trade.Methods. This study uses general scientific methods of cognition to examine approaches to the implementation of the blockchain technology in transport and logistics processes and to find opportunities for the implementation of smart contracts to ensure the traceability of the entire chain of commodity and information fl ws.Results. Implementation of the distributed ledger (blockchain) technology in the logistics processes of foreign and mutual trade increases the transparency of information fl ws and the speed of decisionmaking. This technology would allow the parties to negotiate directly, minimizing potential risks and the time required to approve a supply deal.Conclusions. The authors consider the possibility of using a systematic approach to the digitalization of transport and logistics processes and the subsequent standardization of information interaction at the B2B, B2G, and G2G levels, segmented by separate fields of transport and foreign trade and individual economic sectors. As a conclusion, the study assesses the prospects of the practical implementation of blockchain mechanisms in the creation of industrial platforms — digital platforms that provide integrated services for businesses and the government using a single window system.

The article deals with scientific approaches to the interpretation of the concept «digital economy». It defines digital economy, meaning economy based upon digital technology and provides inclusive socio-economic development and prosperity. The article identifies the specifics, contradictions and transition issues of state policy in the sphere of informatization towards intensive development of digital economy. Under the study the realization of the Concept for the Development of Digital Economy and Society of Ukraine for 2018-2020 and the plan of measures for its implementation are determined to be in a state of stagnation. The issue of the Development of Digital Economy and Society of Ukraine is not properly transformed into corresponding obligatory functions, tasks and powers of central executive authorities and local self-government bodies yet. It is provided rationale for modern city as a priority object and self-sufficient subject of development of digital economy and society in Ukraine. The cities of Ukraine ought to be observed like local centers of potential dynamic shifts in socio-economic environment of the region and deployment of economic prosperity based on digital development. The perspectives of the concept «smart-city» in the context of modern policy of digital development are performed. The author claims that the determinant of the effective digital development policy in the administrative-territorial units of Ukraine is the adequacy of the system legislative regulation of the institutional and legal mechanisms for its implementation in accordance with the norms of the Information and Digital Codes of Ukraine, the State Strategy for Regional Development for the period until 2020. The consensual basis for synchronous development of the Information and Digital Codes of Ukraine are defined by the government approved principles for implementing the modern state policy of digital development in Ukraine, in particular openness; transparency; multiple usage; technological neutrality and portability of data; citizens-orientated; inclusiveness and accessibility; safety and confidentiality; multilingualism; support decision-making; administrative simplification; information storage; evaluation of efficiency and effectiveness. The article suggests the following: indicating the development of the digital economy and society in Ukraine among the priorities of the State Strategy for Regional Development for the period up to 2020; ensuring the priority of accelerated transformation of the socio-economic environment of cities under the approval of strategic plans, programs and actions within the state regional policy.
